The Development of e-Government in the Republic of Moldova
Moldova has received very different rankings in different
comparative studies on e-government development. This paper
attempts to analyze the real state of e-government in the Republic
of Moldova. We discuss the current situation, and evaluate that
current situation using several accepted models. The most
interesting aspect of this research is that e-government in
Moldova is developing in the very complicated conditions of
transition from a Soviet state with a centralized command system
to a democratic state with a market economy, in parallel with a
total reengineering of government institutions. In order to
direct the strategy of the government of Moldova towards further
development, we make a number of suggestions tailored to this
complex environment
Computing the Longest Previous Factor
International audienceThe Longest Previous Factor array gives, for each position i in a string y, the length of the longest factor (substring) of y that occurs both at i and to the left of i in y. The Longest Previous Factor array is central in many text compression techniques as well as in the most efficient algorithms for detecting motifs and repetitions occurring in a text. Computing the Longest Previous Factor array requires usually the Suffix Array and the Longest Common Prefix array. We give the first time-space optimal algorithm that computes the Longest Previous Factor array, given the Suffix Array and the Longest Common Prefix arrays. We also give the first linear-time algorithm that computes the permutation that applied to the Longest Common Prefix array produces the Longest Previous Factor array
LPF computation revisited
International audienceWe present efficient algorithms for storing past segments of a text. They are computed using two previously computed read-only arrays (SUF and LCP) composing the Suffix Array of the text. They compute the maximal length of the previous factor (subword) occurring at each position of the text in a table called LPF. This notion is central both in many conservative text compression techniques and in the most efficient algorithms for detecting motifs and repetitions occurring in a text. The main results are: a linear-time algorithm that computes explicitly the permutation that transforms the LCP table into the LPF table; a time-space optimal computation of the LPF table; and an O(n log n) strong in-place computation of the LPF table

We present the science and technology roadmap for graphene, related two-dimensional crystals, and hybrid systems, targeting an evolution in technology, that might lead to impacts and benefits reaching into most areas of society. This roadmap was developed within the framework of the European Graphene Flagship and outlines the main targets and research areas as best understood at the start of this ambitious project. We provide an overview of the key aspects of graphene and related materials (GRMs), ranging from fundamental research challenges to a variety of applications in a large number of sectors, highlighting the steps necessary to take GRMs from a state of raw potential to a point where they might revolutionize multiple industries. We also define an extensive list of acronyms in an effort to standardize the nomenclature in this emerging field
