    Paternalism towards children

    Debates on the nature and justifiability of paternalism typically focus only on adults, sometimes presuming without argument that paternalism towards children is a non-issue or obviously justified. Debates on the moral and political status of children, in turn, rarely connect with the rich literature on paternalism. This chapter attempts to bridge this gap by exploring how issues that arise in the general debate on paternalism are relevant also for the benevolent interference with children. I survey and discuss various views and argue for my own: that paternalism towards children is in most respects like paternalism towards adults and stands in the same need of justification, though such justification is more often forthcoming both because children are typically less prudent than adults and so benefit more from interference, and because, in some respects, interference is less harmful to them

    Paternalism by and towards groups

    In many or most instances of paternalism, more than one person acts paternalistically, or more than one person is treated paternalistically. This chapter discusses some complications that arise in such group cases, which are largely ignored in the conceptual debate. First, a group of people who together perform an action may do so for different reasons, which makes it more challenging to determine whether the action is paternalistic. This gives us some reason not to pin the property of being paternalistic on actions, since we may alternatively pin it on reasons for actions and allow that these differ between members in the group. Second, the prevention of harmful consensual interactions is sometimes paternalism towards both or all involved, but only if all benefit from interference with themselves rather than with other members in the group, or if all want the harm or risk (more or less) for its own sake. Third, interrelations between three components of paternalism - interference, benevolence and consent - gives us reason to allow that an action can be paternalistic towards some but not others of those affected. This makes it even more difficult, and less relevant, to determine whether or not actions are paternalistic

    Deposition of reactively ion beam sputtered silicon nitride coatings

    An ion beam source was used to deposit silicon nitride films by reactively sputtering a silicon target with beams of Ar + N2 mixtures. The nitrogen fraction in the sputtering gas was 0.05 to 0.80 at a total pressure of 6 to 2 millionth torr. The ion beam current was 50 mA at 500 V. The composition of the deposited films was investigated by auger electron spectroscopy and the rate of deposition was determined by interferometry. A relatively low rate of deposition of about 2 nm. one-tenth min. was found. AES spectra of films obtained with nitrogen fractions higher than 0.50 were consistent with a silicon to nitrogen ratio corresponding to Si3N4. However the AES spectra also indicated that the sputtered silicon nitride films were contaminated with oxygen and carbon and contained significant amounts of iron, nickel, and chromium, most probably sputtered from the holder of the substrate and target

    Two new approaches to spatial interpolation with inherent sidelobe suppression for imaging riometers

    Absorption images as obtained by imaging riometers such as IRIS are usually created by interpolating between absorption values for individual beams. For IRIS, the locations of the beam centres serve as grid points for subsequent linear interpolation. Although generally producing good results, the fact that the actual shape of the imaging beams is not considered, potentially introduces errors and can lead to misinterpretations. In this paper, two alternative interpolation methods are introduced. Method A is based on measuring the similarity between simulated reception of individual point sources and actually received data. Method B uses a mathematical model of the sky brightness distribution parametrised by the received data. All interpolation methods are applied to power data, as opposed to absorption data, in order to avoid any errors that might be introduced by intermediate processing steps, especially QDC (quiet-day curve) generation. We apply all methods to synthetically generated test data as well as to three exemplary real datasets which are also compared to a calculated sky brightness distribution obtained from a skymap

    Protective coatings of metal surfaces by cold plasma treatment

    The cold plasma techniques for deposition of various types of protective coatings are reviewed. The main advantage of these techniques for deposition of ceramic films is the lower process temperature, which enables heat treating of the metal prior to deposition. In the field of surface hardening of steel, significant reduction of treatment time and energy consumption were obtained. A simple model for the plasma - surface reactions in a cold plasma system is presented, and the plasma deposition techniques are discussed in view of this model

    The first passage problem for diffusion through a cylindrical pore with sticky walls

    We calculate the first passage time distribution for diffusion through a cylindrical pore with sticky walls. A particle diffusively explores the interior of the pore through a series of binding and unbinding events with the cylinder wall. Through a diagrammatic expansion we obtain first passage time statistics for the particle's exit from the pore.     Sputtered silicon nitride coatings for wear protection

    Silicon nitride films were deposited by RF sputtering on 304 stainless steel substrates in a planar RF sputtering apparatus. The sputtering was performed from a Si3N4 target in a sputtering atmosphere of argon and nitrogen. The rate of deposition, the composition of the coatings, the surface microhardness and the adhesion of the coatings to the substrates were investigated as a function of the process parameters, such as: substrate target distance, fraction nitrogen in the sputtering atmosphere and sputtering pressure. Silicon rich coating was obtained for fraction nitrogen below 0.2. The rate of deposition decreases continuously with increasing fraction nitrogen and decreasing sputtering pressure. It was found that the adherence of the coatings improves with decreasing sputtering pressure, almost independently of their composition

    Some properties of RF sputtered hafnium nitride coatings

    Hafnium nitride coatings were deposited by reactive RF sputtering from a hafnium target in nitrogen and argon gas mixtures. The rate of deposition, composition, electrical resistivity and complex index of refraction were investigated as a function of target substrate distance and the fraction nitrogen, (fN2) in the sputtering atmosphere. The relative composition of the coatings is independent on fN2 for values above 0.1. The electric resistivity of the hafnium nitride films changes over 8 orders of magnitude when fN2 changes from 0.10 to 0.85. The index of refraction is almost constant at 2.8(1-0.3i) up to fN2 = 0.40 then decreases to 2.1(1 - 0.01i) for higher values of fN2

    Basic Filters for Convolutional Neural Networks Applied to Music: Training or Design?

    When convolutional neural networks are used to tackle learning problems based on music or, more generally, time series data, raw one-dimensional data are commonly pre-processed to obtain spectrogram or mel-spectrogram coefficients, which are then used as input to the actual neural network. In this contribution, we investigate, both theoretically and experimentally, the influence of this pre-processing step on the network's performance and pose the question, whether replacing it by applying adaptive or learned filters directly to the raw data, can improve learning success. The theoretical results show that approximately reproducing mel-spectrogram coefficients by applying adaptive filters and subsequent time-averaging is in principle possible. We also conducted extensive experimental work on the task of singing voice detection in music. The results of these experiments show that for classification based on Convolutional Neural Networks the features obtained from adaptive filter banks followed by time-averaging perform better than the canonical Fourier-transform-based mel-spectrogram coefficients. Alternative adaptive approaches with center frequencies or time-averaging lengths learned from training data perform equally well.Comment: Completely revised version; 21 pages, 4 figure
