    Setting Up Information Technology Structures for Trade Unions

    Trade Unions also know as Labor Unions are non-profit organizations whose purpose is to represent workers in their work place, negotiate collective bargaining agreements, and enforce those agreements while representing its membership. In the past three decades, United States Trade Union populations have been dropping. One of the reasons behind the reduction is the lack of leadership to keep infrastructure contemporary and able to meet the changing pace of business. International Union has been working on different projects in an effort to change how they do business. One approach International Union exercised is upgrading its larger premier locals such as the California Local. California Local is a Trade Union representing Nurses, Social Workers, and other private and public people working in the healthcare industry. The third year into the project, the IT support system was not working correctly which lead to many economic inefficiencies. An independent consulting firm recommended a solution and asked to oversee the project. The immediate solution was to hire an IT Administrator. The new IT Administrator\u27s first task was to create a new project. The position mandated a new Information Infrastructure and deal with technology refreshing IT systems with a three year Life Cycle Management. The project was segmented into 3 separate segments to save resources, stay in budget, and most of all to concentrate on managing the systems correctly. Step one included upgrading the computer network Infrastructure to make it useful and secure. The second stage upgraded Network Datalines and phone systems. The third and final stage was to improve workflow, eliminate redundancies, and insure conductivity to a central database. Once each stage was implemented completely up to the maintenance phase, it would then be integrated into the philosophy to create an effective process of operation maintenance for the organization

    Silent ischemia: Evaluation by exercise and redistribution tomographic thallium-201 myocardial imaging

    AbstractTo compare the amount of myocardium jeopardized during silent ischemia and painful ischemia, 112 consecutive patients undergoing coronary arteriography with ischemia demonstrated by exercise and redistribution tomographic thallium-201 myocardial imaging (SPECT) were divided into two groups: 84 patients without anginal pain (silent ischemia) and 28 with pain (painful ischemia). The SPECT apical, mid and basal ventricular levels of the short-axis view and the apical portion of the long-axis view were divided into 20 segments.The results were 1) 7.4 ± 4.7 ischemic segments in silent ischemia and 7.6 ± 3.7 in painful ischemia (p = NS) with 4.7 ± 3.6 segments in silent ischemia undergoing total redistribution compared with 5.4 ± 3.4 in painful ischemia (p = NS); 2) no difference in the incidence of single, double or triple vessel disease between silent and painful ischemic groups; 3) similar anatomic distribution of ischemic segments between the two groups; 4) more positive exercise electrocardiographic (ECG) changes in painful ischemia (70%) than in silent ischemia (32%) (p < 0.001) with equal amounts of ischemia associated with positive and negative exercise ECG findings.Conclusions: 1) Patients with silent and painful ischemia during exercise have similar amounts of ischemic myocardium demonstrated by tomographic thallium-201 imaging and similar extent of angiographically documented coronary artery disease despite the absence of pain and the lower incidence of positive exercise ECG findings in silent ischemia. 2) Positive and negative exercise ECG findings were associated with similar amounts of ischemic myocardium

    SDG16: peace, justice and strong institutions - a political ecology perspective

    This chapter assesses the implications of UN SDG 16: ‘Peace, Justice and Strong Institutions’ for both forests and people. Particular focus is placed on three thematic areas: 1) peace and the reduction of armed conflict, 2) the rule of law, accountability, transparency, and access to justice and 3) inclusiveness and participation. Conflict is widely variable in its effects, and may either prevent agricultural expansion or drive illicit crop production, and foster migration in or out of forested areas; while peace is often accompanied by state-supported mining and expansion of commercial crops. Regarding rule of law, forest policy in many countries favours political elite, large-scale industry actors and international trade. Hence, if SDG implementation strengthens state institutions, the ‘rule of law’ and transparency linked with international trade, it is likely to reinforce existing inequalities, unless it is counter-balanced with legal reforms that strengthen local rights to land and resources. While there has been much recent progress in promoting ‘participatory’ forest management, this is often tightly controlled by the state, contributing to local administrative burdens without redistributing power and benefits. In sum, the impacts of SDG 16 on forests and people depend on how it shapes power and resource distribution

    Multi-Modal Perception for Selective Rendering

    A major challenge in generating high-fidelity virtual environments (VEs) is to be able to provide realism at interactive rates. The high-fidelity simulation of light and sound is still unachievable in real-time as such physical accuracy is very computationally demanding. Only recently has visual perception been used in high-fidelity rendering to improve performance by a series of novel exploitations; to render parts of the scene that are not currently being attended to by the viewer at a much lower quality without the difference being perceived. This paper investigates the effect spatialised directional sound has on the visual attention of a user towards rendered images. These perceptual artefacts are utilised in selective rendering pipelines via the use of multi-modal maps. The multi-modal maps are tested through psychophysical experiments to examine their applicability to selective rendering algorithms, with a series of fixed cost rendering functions, and are found to perform significantly better than only using image saliency maps that are naively applied to multi-modal virtual environments

    A large meteoritic event over Antarctica ca. 430 ka ago inferred from chondritic spherules from the Sør Rondane Mountains

    Large airbursts, the most frequent hazardous impact events, are estimated to occur orders of magnitude more frequently than crater-forming impacts. However, finding traces of these events is impeded by the difficulty of identifying them in the recent geological record. Here, we describe condensation spherules found on top of Walnumfjellet in the Sør Rondane Mountains, Antarctica. Affinities with similar spherules found in EPICA Dome C and Dome Fuji ice cores suggest that these particles were produced during a single-asteroid impact ca. 430 thousand years (ka) ago. The lack of a confirmed crater on the Antarctic ice sheet and geochemical and 18O-poor oxygen isotope signatures allow us to hypothesize that the impact particles result from a touchdown event, in which a projectile vapor jet interacts with the Antarctic ice sheet. Numerical models support a touchdown scenario. This study has implications for the identification and inventory of large cosmic events on Earth

    Attributing scientific and technical progress: the case of holography

    Holography, the three-dimensional imaging technology, was portrayed widely as a paradigm of progress during its decade of explosive expansion 1964–73, and during its subsequent consolidation for commercial and artistic uses up to the mid 1980s. An unusually seductive and prolific subject, holography successively spawned scientific insights, putative applications and new constituencies of practitioners and consumers. Waves of forecasts, associated with different sponsors and user communities, cast holography as a field on the verge of success—but with the dimensions of success repeatedly refashioned. This retargeting of the subject represented a degree of cynical marketeering, but was underpinned by implicit confidence in philosophical positivism and faith in technological progressivism. Each of its communities defined success in terms of expansion, and anticipated continual progressive increase. This paper discusses the contrasting definitions of progress in holography, and how they were fashioned in changing contexts. Focusing equally on reputed ‘failures’ of some aspects of the subject, it explores the varied attributes by which success and failure were linked with progress by different technical communities. This important case illuminates the peculiar post-World War II environment that melded the military, commercial and popular engagement with scientific and technological subjects, and the competing criteria by which they assessed the products of science

    Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities

    This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables. It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring. ‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability
