    This Summary focuses on RLUIPA\u27s institutionalized persons provision and whether, under its remedial provision, an inmate plaintiff can receive compensatory damages. First, this Summary looks at key decisions dealing with the availability of compensatory damages in individual and official capacity claims under RLUIPA. The second component of the Summary analyzes a recent Eighth Circuit decision on the issue of damages as it relates to RLUIPA. This Summary then evaluates the case law on this issue, discussing the policy reasons for and against allowing compensatory damages. Lastly, the discussion concludes that the Eighth Circuit should prohibit institutionalized persons from obtaining compensatory relief

    Repetitive Sequence Variations in the Promoter Region of the Adhesin-Encoding Gene sabA of Helicobacter pylori Affect Transcription

    The pathogenesis of diseases elicited by the gastric pathogen Helicobacter pylori is partially determined by the effectiveness of adaptation to the variably acidic environment of the host stomach. Adaptation includes appropriate adherence to the gastric epithelium via outer membrane protein adhesins such as SabA. The expression of sabA is subject to regulation via phase variation in the promoter and coding regions as well as repression by the two-component system ArsRS. In this study, we investigated the role of a homopolymeric thymine [poly(T)] tract -50 to -33 relative to the sabA transcriptional start site in H. pylori strain J99. We quantified sabA expression in H. pylori J99 by quantitative reverse transcription-PCR (RT-PCR), demonstrating significant changes in sabA expression associated with experimental manipulations of poly(T) tract length. Mimicking the length increase of this tract by adding adenines instead of thymines had similar effects, while the addition of other nucleotides failed to affect sabA expression in the same manner. We hypothesize that modification of the poly(T) tract changes DNA topology, affecting regulatory protein interaction(s) or RNA polymerase binding efficiency. Additionally, we characterized the interaction between the sabA promoter region and ArsR, a response regulator affecting sabA expression. Using recombinant ArsR in electrophoretic mobility shift assays (EMSA), we localized binding to a sequence with partial dyad symmetry -20 and +38 relative to the sabA + 1 site. The control of sabA expression by both ArsRS and phase variation at two distinct repeat regions suggests the control of sabA expression is both complex and vital to H. pylori infection

    Deep Neural Networks for Encrypted Inference with TFHE

    Fully homomorphic encryption (FHE) is an encryption method that allows to perform computation on encrypted data, without decryption. FHE preserves the privacy of the users of online services that handle sensitive data, such as health data, biometrics, credit scores and other personal information. A common way to provide a valuable service on such data is through machine learning and, at this time, Neural Networks are the dominant machine learning model for unstructured data. In this work we show how to construct Deep Neural Networks (DNN) that are compatible with the constraints of TFHE, an FHE scheme that allows arbitrary depth computation circuits. We discuss the constraints and show the architecture of DNNs for two computer vision tasks. We benchmark the architectures using the Concrete stack, an open-source implementation of TFHE

    Privacy-Preserving Tree-Based Inference with Fully Homomorphic Encryption

    Privacy enhancing technologies (PETs) have been proposed as a way to protect the privacy of data while still allowing for data analysis. In this work, we focus on Fully Homomorphic Encryption (FHE), a powerful tool that allows for arbitrary computations to be performed on encrypted data. FHE has received lots of attention in the past few years and has reached realistic execution times and correctness. More precisely, we explain in this paper how we apply FHE to tree-based models and get state-of-the-art solutions over encrypted tabular data. We show that our method is applicable to a wide range of tree-based models, including decision trees, random forests, and gradient boosted trees, and has been implemented within the Concrete-ML library, which is open-source at https://github.com/zama-ai/concrete-ml. With a selected set of use-cases, we demonstrate that our FHE version is very close to the unprotected version in terms of accuracy

    Mine closure of pit lakes as terminal sinks: best available practice when options are limited?

    In an arid climate, pit lake evaporation rates can exceed influx rates, causing the lake to function as a hydraulic terminal sink, with water levels in the pit remaining below surrounding groundwater levels. We present case studies from Western Australia for two mines nearing closure. At the first site, modelling indicates that waste dump covers for the potentially acid forming (PAF) material would not be successful over the long term (1,000 years or more). The second site is a case study where PAF management is limited by the current waste rock dump location and suitable cover materials. Pit lake water balance modelling using Goldsim software indicated that both pit lakes would function as hydraulic terminal sinks if not backfilled above long-term equilibrium water levels. Poor water quality will likely develop as evapoconcentration increases contaminant concentrations, providing a potential threat to local wildlife. Even so, the best current opportunity to limit the risk of contaminant migration and protect regional groundwater environments may be to limit backfill and intentionally produce a terminal sink pit lake
