A MIOIR case study on public procurement and innovation: DWP work programme procurement - Delivering innovation for efficiencies or for claimants?
This paper is a study of the UK government's Welfare to Work Programme between 2011 and 2012 and provides a critique of the Department of Work and Pension's commissioning and procurement process.The study draws on the views of relevant stakeholders and to the impact of two-tier procurement, business model and to the 'payment by results' system on the personalised services provided for claimants and to government practice efficiencies at a time of austerity. In particular the study assesses how far the various types of innovation that DWP has adopted for the programme and draws attention to the significance of the wider commissioning framework and role of government in creating systems to support public service innovation. A recent House of Lords Report confirmed the importance of commissioning and procurement in capturing and embedding innovation; however, it also raised doubts about innovation procurement practice and the competence of procurers. Innovation policy is rarely underpinned by empirical research and the policy debate on 'procurement' is largely based on assumptions that public service innovation uptake can be managed and taken to scale by public institutions and existing systems. The Work Programme, managed by the Department of Work and Pensions (DWP) is therefore an obvious choice for research on public procurement and innovation. This study is part of the larger MIOIR Project on Public Procurement and Innovation entitled Underpinn which is funded by the ESRC/BIS/NESTA/TSB. It is based on detailed interviews with DWP senior officials and procurement teams, local government officers, procurement consultants, and directors and board members of specialist suppliers and prime contractors
Dynamic metabolic patterns tracking neurodegeneration and gliosis following 26S proteasome dysfunction in mouse forebrain neurons
Metabolite profling is an important tool that may better capture the multiple features of neurodegeneration. With the considerable parallels between mouse and human metabolism, the use of metabolomics in mouse models with neurodegenerative pathology provides mechanistic insight and ready translation into aspects of human disease. Using 400MHz nuclear magnetic resonance spectroscopy we have carried out a temporal region-specifc investigation of the metabolome of neuron-specifc 26S proteasome knockout mice characterised by progressive neurodegeneration and Lewy-like inclusion formation in the forebrain. An early signifcant decrease in N-acetyl aspartate revealed evidence of neuronal dysfunction before cell death that may be associated with changes in brain neuroenergetics, underpinning the use of this metabolite to track neuronal health. Importantly, we show early and extensive activation of astrocytes and microglia in response to targeted neuronal dysfunction in this context, but only late changes in myo-inositol; the best established glial cell marker in magnetic resonance spectroscopy studies, supporting recent evidence that additional early neuroinfammatory markers are needed. Our results extend the limited understanding of metabolite changes associated with gliosis and provide evidence that changes in glutamate homeostasis and lactate may correlate with astrocyte activation and have biomarker potential for tracking neuroinfammation
Leading ladies: discursive constructions of women leaders in the UK media
Women continue to be economically disadvantaged and under-represented in positions of power and leadership. A discursive disjunction between cultural and media representations of women and leadership has been implicated in these continuing inequalities. We address this issue through an analysis of the ways in which prominent women leaders were portrayed in a UK radio series, BBC Radio 4’s “Profile” broadcast between July 2011 and July 2013. Verbatim transcripts of 12 broadcasts featuring women were analysed within a critical feminist framework, to explore the ways in which these women leaders were discursively constructed. Our analysis explicates three constructions of “women leaders”: as “traditionally” feminine; as having to balance “masculine” and “feminine” attributes; and as exceptional women who may nevertheless fail. We conclude that the impact of equality legislation continues to be limited while androcentric norms prevail and that we therefore need more gynocentric ways of imagining women leaders
Advancing river monitoring using image-based techniques: Challenges and opportunities
Enhanced and effective hydrological monitoring plays a crucial role in understanding water-related processes in a rapidly changing world. Within this context, image-based river monitoring has shown to significantly enhance data collection, improve analysis and accuracy, and support effective and timely decision-making. The integration of remote and proximal sensing technologies, with citizen science, and artificial intelligence may revolutionize monitoring practices. Therefore, it is crucial to quantify the quality of current research and ongoing initiatives to envision the potential trajectories for research activities within this specific field. The evolution of monitoring strategies is progressing in multiple directions that should converge to build critical mass around relevant challenges to meet the need for innovative solutions to overcome limitations of traditional approaches. The present study reviews showcases and good practices of enhanced hydrological monitoring in different applications, reflecting the strengths and limitations of new approaches
Positive Affect Predicts Cerebral Glucose Metabolism in Late Middle-aged Adults.
Positive affect is associated with a number of health benefits; however, few studies have examined the relationship between positive affect and cerebral glucose metabolism, a key energy source for neuronal function and a possible index of brain health. We sought to determine if positive affect was associated with cerebral glucose metabolism in late middle-aged adults (n = 133). Participants completed the positive affect subscale of the Center for Epidemiological Studies Depression Scale at two time points over a two-year period and underwent 18F-fluorodeoxyglucose-positron emission tomography scanning. After controlling for age, sex, perceived health status, depressive symptoms, anti-depressant use, family history of Alzheimer’s disease, APOE ε4 status and interval between visits, positive affect was associated with greater cerebral glucose metabolism across para-/limbic, frontal, temporal and parietal regions. Our findings provide evidence that positive affect in late midlife is associated with greater brain health in regions involved in affective processing and also known to be susceptible to early neuropathological processes. The current findings may have implications for interventions aimed at increasing positive affect to attenuate early neuropathological changes in at-risk individuals

A reforma da Administração Pública Central no Portugal democrático: do período pós-revolucionário à intervenção da troika
Ultrapassado o período-pós revolucionário, ao longo das últimas décadas, as tendências de reforma administrativa em Portugal acompanharam aquilo que se passava no resto da Europa. Independentemente das idiossincrasias e das incoerências observadas, ao longo dos últimos 20 anos, o processo reformista foi marcado pela introdução das privatizações, da empresarialização da lógica administrativa, das tentativas de desburocratização e transparência na relação entre a administração e os cidadãos, da convergência de regimes laborais e da restruturação da Administração Pública Central. A partir de 2011, na sequência da assinatura do Memorando de Entendimento entre o governo português e a troika, a reforma restringiu-se essencialmente à aplicação de medidas avulsas que visaram sobretudo a redução dos custos da despesa pública. Não existindo para já referências teóricas científicas analíticas sobre a matéria tratada, o artigo apresenta uma abordagem descritiva e exploratória
