    Cada estado tiene sus propios metas y objetivos, el alcanzarlas constituye el móvil principal de su política exterior. Sin embargo, en la actualidad hay que afirmar que los Estados en sus relaciones mutuas son esencialmente interdependientes. Por múltiples razones, políticas, económicas, sicosociales, militares y tecnológicas, etc, ningún país puede obrar solo. Dentro de este contexto la búsqueda o conservación de la paz es uno de los factores que más gravita en la existencia y mantenimiento de las relaciones internacionales. Pero, precisamente por las especiales características, y el avance de la civilización contemporánea, la existencia de una paz duradera en el contexto mundial se ve constantemente amenazada. El peligro de que incluso una guerra mundial es, simplemente, demasiado grande. La paz requiere de la cooperación internacional en todos sus niveles y para que esta subsista la humanidad debe contar con normas y procedimientos de validez permanente que faciliten la solución de las controversias internacionales por medios pacíficos. Los estados, que por su esencia son soberanos e independientes y solo ellos por lo tanto pueden regular su forma de proceder y han comprendido que existe la necesidad absoluta de establecer normas precisas que regulen sus mutuas relaciones. A pesar de que cada Estado afirma persistentemente su soberanía, se ha llegado al convencimiento de la necesidad de que exista un proceso de autorregulación, sin que esto implique que su conducta se somete, sin límite, a una autoridad superior

    Blend it like Beckham: Trying to read the ball in the WTO negotiations on industrial tariffs

    The current WTO negotiations on industrial tariffs have focused largely on a formula approach to cutting tariffs, but the process of trying to find a compromise that would satisfy all sides has led to a number of propositions that entail blending various elements of formulae, sectoral elimination, exceptions for sensitive products, capping to reduce tariff peaks, provisions for developing and least-developed countries, provisions for recently acceded countries, and extending binding coverage at rates that could be determined in different ways. This blend of approaches is so complex that determing what a country may have to do and what it might expect from others is rather like trying to read one of David Beckham's curved balls. Yet, for many countries the outcome will determine for them whether the Doha Ministerial Declaration of the WTO delivers on its development promises. This paper looks at the various proposals and tries to assess how they measure up against the objectives of the negotiations

    Trick or treat ? Development opportunities and challenges in the WTO negotiations on industrial tariffs

    Negotiations on industrial tariffs in the current WTO have turned out to be surpisingly more difficult than expected. On the one hand, developing countries, particularly in Africa, are concerned about the effect on their industrial development of developed country efforts to push them into deep cuts in applied tariffs:after the disillusion of the Urguay Round, promises of welfare gains seem like buying one of Akerloff's lemons. On the other hand, a number of the more complex formula proposals for tariff-cutting make it difficult to evaluate the mercantilist equation: how does what one has to do measure up against what one might expect from others? The negotiations present an important opportunity to address the bias in protection against developing countries' exports. The developing countries are promised greater exports and welfare gains from the more ambitious proposals, but computations show that these also imply greater imports, lower tariff revenues, some labour market adjustments and reduced output, threatening key sectors in some developing regions. Preference losses, while moderate in the aggregate, seem quite significant in some cases. Some way of assisting the developing countries in coping with these adjustments would make the negotiations seem a little less like Trick or Treat? although proposals for Bank-Fund facilities to aleady indebted countries to meet new WTO obligations may not be the highest development priority

    Cyclooxygenase-2 polymorphisms confer susceptibility to sarcoidosis but are not related to prognosis

    SummaryBackgroundThe aim of this multicenter study was to investigate the relationship between single nucleotide polymorphisms (SNPs) of the cyclooxygenase-2 (COX2) gene and susceptibility to sarcoidosis, as well as the relation between these SNPs and the evolution of the disease.Material and methodsThis multicenter investigation involved seven hospitals in Spain. We used a case–control design followed by a prospective follow-up study. Sarcoid patients were recruited from the participating institutions during outpatient routine visits. Age- and gender-matched control subjects were recruited mainly from among outpatients attending the participating hospitals. Four SNPs in the COX2 gene (COX2.5909 T > G, COX2.8473 T > C, COX2.926 G > C, and COX2.3050 G > C) were genotyped using fluorescent hybridization probes among 131 patients with sarcoidosis (63 males; mean age: 47 ± 15 years) and 157 healthy controls (83 males; mean age: 50 ± 16 years). We employed a binomial multiple logistic regression analysis to test the association between the selected SNPs and disease susceptibility. The clinical, functional and radiological prognosis of the sarcoidosis patients was determined after a mean follow-up of 37.4 ± 30.4 months.ResultsCarriers of the homozygous CC genotype of the COX2.8473 T > C polymorphism had a higher risk of sarcoidosis compared with TT carriers (OR: 3.08; 95% CI: 1.2–7.7; p = 0.035). 84% of patients achieved improvement or complete remission at follow-up. No association between the investigated SNPs and prognosis was seen.ConclusionsOur data suggest that the homozygous CC genotype of the COX2.8473 T > C polymorphism may be associated with sarcoidosis susceptibility. No significant association with prognosis was detected

    Atmospheric Abundances in Post-AGB candidates of Intermediate Temperature

    Detailed atmospheric abundances have been calculated for a sample of A-G supergiant stars with IR fluxes and/or high galactic latitudes. HD 172481 and HD 158616 show clear indications of being post-AGB stars that have experienced third dredge-up. HD 158616 is carbon-rich while the abundance pattern of HD 172481 and its large Li enhancement gives support to the hot bottom burning scenario that explains paucity of carbon-rich stars among AGB stars. HD 172324 is very likely a hot post-AGB star that shows a strong carbon deficiency. HD 725, HD 218753 and HD 331319 also appear to be evolved objects between the red giant and the AGB. HD 9167, HD 173638 with a few exceptions, reflect solar abundances and no signs of post red giant evolution. They are most likely young massive disk supergiants. Further analysis of proto-Planetary Nebula HDE 341617 reveals that He lines show signs of velocity stratification. The emission lines have weakened considerably since 1993. The envelope expands at 19 km s1^{-1} relative to the star. Atmospheric abundances, evolutionary tracks and isochrones are used to estimate masses and ages of all stars in the sample.Comment: 19 pages (text), 14 tables, 5 figure

    Saturation of an Intra-Gene Pool Linkage Map: Towards a Unified Consensus Linkage Map for Fine Mapping and Synteny Analysis in Common Bean

    Map-based cloning and fine mapping to find genes of interest and marker assisted selection (MAS) requires good genetic maps with reproducible markers. In this study, we saturated the linkage map of the intra-gene pool population of common bean DOR364×BAT477 (DB) by evaluating 2,706 molecular markers including SSR, SNP, and gene-based markers. On average the polymorphism rate was 7.7% due to the narrow genetic base between the parents. The DB linkage map consisted of 291 markers with a total map length of 1,788 cM. A consensus map was built using the core mapping populations derived from inter-gene pool crosses: DOR364×G19833 (DG) and BAT93×JALO EEP558 (BJ). The consensus map consisted of a total of 1,010 markers mapped, with a total map length of 2,041 cM across 11 linkage groups. On average, each linkage group on the consensus map contained 91 markers of which 83% were single copy markers. Finally, a synteny analysis was carried out using our highly saturated consensus maps compared with the soybean pseudo-chromosome assembly. A total of 772 marker sequences were compared with the soybean genome. A total of 44 syntenic blocks were identified. The linkage group Pv6 presented the most diverse pattern of synteny with seven syntenic blocks, and Pv9 showed the most consistent relations with soybean with just two syntenic blocks. Additionally, a co-linear analysis using common bean transcript map information against soybean coding sequences (CDS) revealed the relationship with 787 soybean genes. The common bean consensus map has allowed us to map a larger number of markers, to obtain a more complete coverage of the common bean genome. Our results, combined with synteny relationships provide tools to increase marker density in selected genomic regions to identify closely linked polymorphic markers for indirect selection, fine mapping or for positional cloning

    Measurement of the Bottom-Strange Meson Mixing Phase in the Full CDF Data Set

    We report a measurement of the bottom-strange meson mixing phase \beta_s using the time evolution of B0_s -> J/\psi (->\mu+\mu-) \phi (-> K+ K-) decays in which the quark-flavor content of the bottom-strange meson is identified at production. This measurement uses the full data set of proton-antiproton collisions at sqrt(s)= 1.96 TeV collected by the Collider Detector experiment at the Fermilab Tevatron, corresponding to 9.6 fb-1 of integrated luminosity. We report confidence regions in the two-dimensional space of \beta_s and the B0_s decay-width difference \Delta\Gamma_s, and measure \beta_s in [-\pi/2, -1.51] U [-0.06, 0.30] U [1.26, \pi/2] at the 68% confidence level, in agreement with the standard model expectation. Assuming the standard model value of \beta_s, we also determine \Delta\Gamma_s = 0.068 +- 0.026 (stat) +- 0.009 (syst) ps-1 and the mean B0_s lifetime, \tau_s = 1.528 +- 0.019 (stat) +- 0.009 (syst) ps, which are consistent and competitive with determinations by other experiments.Comment: 8 pages, 2 figures, Phys.     Continuous cultivation of photosynthetic microorganisms: approaches, applications and future trends

    The possibility of using photosynthetic microorganisms, such as cyanobacteria and microalgae, for converting light and carbon dioxide into valuable biochemical products has raised the need for new cost-efficient processes ensuring a constant product quality. Food, feed, biofuels, cosmetics and pharmaceutics are among the sectors that can profit from the application of photosynthetic microorganisms. Biomass growth in a photobioreactor is a complex process influenced by multiple parameters, such as photosynthetic light capture and attenuation, nutrient uptake, photobioreactor hydrodynamics and gas-liquid mass transfer. In order to optimize productivity while keeping a standard product quality, a permanent control of the main cultivation parameters is necessary, where the continuous cultivation has shown to be the best option. However it is of utmost importance to recognize the singularity of continuous cultivation of cyanobacteria and microalgae due to their dependence on light availability and intensity. In this sense, this review provides comprehensive information on recent breakthroughs and possible future trends regarding technological and process improvements in continuous cultivation systems of microalgae and cyanobacteria, that will directly affect cost-effectiveness and product quality standardization. An overview of the various applications, techniques and equipment (with special emphasis on photobioreactors) in continuous cultivation of microalgae and cyanobacteria are presented.
