    Safe and just operating spaces for regional social-ecological systems

    Humanity faces a major global challenge in achieving wellbeing for all, while simultaneously ensuring that the biophysical processes and ecosystem services that underpin wellbeing are exploited within scientifically informed boundaries of sustainability. We propose a framework for defining the safe and just operating space for humanity that integrates social wellbeing into the original planetary boundaries concept (Rockström et al., 2009a,b) for application at regional scales. We argue that such a framework can: (1) increase the policy impact of the boundaries concept as most governance takes place at the regional rather than planetary scale; (2) contribute to the understanding and dissemination of complexity thinking throughout governance and policy-making; (3) act as a powerful metaphor and communication tool for regional equity and sustainability. We demonstrate the approach in two rural Chinese localities where we define the safe and just operating space that lies between an environmental ceiling and a social foundation from analysis of time series drawn from monitored and palaeoecological data, and from social survey statistics respectively. Agricultural intensification has led to poverty reduction, though not eradicated it, but at the expense of environmental degradation. Currently, the environmental ceiling is exceeded for degraded water quality at both localities even though the least well-met social standards are for available piped water and sanitation. The conjunction of these social needs and environmental constraints around the issue of water access and quality illustrates the broader value of the safe and just operating space approach for sustainable development

    Quantitative Foresighting as a Means of Improving Anticipatory Scientific Capacity and Strategic Planning

    In a rapidly changing world, scientists and research institutions need to plan for the infrastructure, skills, and policy engagement that will help society navigate social-ecological challenges. Foresighting draws on approaches used in strategic and long-range (>10 years) planning and participatory futures studies. Here, we describe a new quantitative approach to develop and rank 14 foresight scenarios across a range of general and marine-relevant science domains. Indicators for each foresight were used to assess the time-specific probability of each scenario being realized. Assessments by scientists in 2 consecutive years showed foresight scoring consistency and revealed surprises. Despite high variation among scientists in scoring the year that each indicator would occur, there was overall consistency across the foresights between years. We show that foresighting can be quantitative and that individual performance and changes in likelihood can be evaluated. This approach can motivate and guide strategic planning and investment decisions by scientific institutions in response to different anticipated futures and build skills in futures thinking

    Batteries in Offshore Support Vessels - Pollution, Climate Impact and Economics

    This paper assesses the pros and the cons of installing batteries on offshore support vessels. These vessels are specially designed to provide services to oil and gas operations, such as anchor handling, supply and subsea operations. They have multiple engines and advanced dynamic positioning systems to ensure that they can perform their duties with high reliability at nearly any sea state. Combined with high safety requirements, this has resulted in general operational patterns with vessels running multiple combustion engines even at calm water conditions. For emissions, low engine loads yield high emissions of exhaust gases such as nitrogen oxides (NOx) and aerosols such as black carbon (BC), due to less favorable combustion conditions. The high span for these vessels between low loads and high, and their great need for potential power at short notice, motivate our examination of hybrid setups with electric: the vessel segment should be more favorable than many. We find that combining batteries with combustion engines reduces local pollution and climate impact, while the economics with current battery cost and fuel prices is good enough for new vessels, but not good enough for retrofits
