    Beyond the village headman: transformations of the local polity in central Myanmar (1750s-2010s)

    This dissertation is an anthropological study of how village headship became an ambiguous position of power in Myinmilaung village tract of central Myanmar. Based on twenty months of fieldwork between 2014 and 2019 and on archival research, it explores headship as a matter of craftmanship and personality through the evolving relationship between the government and villagers. It focuses specifically on the making of the local polity of Gawgyi, the village which controlled the headship of Myinmilaung tract during most of my stay, and shows how, besides factionalism and clientelism, a group of bigmen took care of village affairs with or without the presence of the headman. They embodied notions of propriety and upheld an ethics based on earlier models of power. They also kept their distance from the state which, after having forcefully tried to bring about socialism in the countryside, was a more disengaged presence during my stay. Myinmilaung headship is an ambiguous position because it sits at the juncture between village government, village affairs and family relations, the balance depending on who embodies the position and at which time. The historical part of the thesis explores the fashioning of Myinmilaung tract and the way this brought about debates over conceptions of power, on the transformation of land relations and on contestations about local history. In these debates, headmen are described as either usurpers of precolonial chiefs, as servants of a foreign state, as buffers against state demands, as charismatic patrons anchored in a local, as corrupt officials, or as political entrepreneurs. However, as much as headship is debated in history, its everyday practice goes beyond the institution and requires the ability of navigating relationships and gauging obligations. I argue the authority of a village headman is based on craftmanship and that diverse forms of engagements pervade social processes and leadership such as the transmission of inheritance, the making of ceremonies and the caretaking of village affairs. Showing how each of these forms of engagement is shot through with ambiguity, this thesis suggests that the questions of responsibility, obligation and morality are crucial to local politics insofar as the temporality of relationships is accounted for. In doing so, this research renews the literature on local politics in Myanmar from an ethnographic starting point and combines history and anthropology of uncertainty and of morality; it contributes to political anthropology at large by exploring key concepts – power, authority, headship, bigmen, patronage – and the way they play out in the Burmese context; and to a wider set of debates about gift-giving, ethics, masculinities, land tenure, colonialism and the state

    Land tenure in rural lowland Myanmar: From historical perspectives to contemporary realities in the Dry zone and the Delta: Of lives of land Myanmar research series.

    This study emerged out of an identified need to document social processes leading to land insecurity, and those leading to investment and sustainable use of lands by rural populations. Focusing on the Delta and Dry Zone, the main paddy producing regions of Myanmar, this analysis unravels the powers at play in shaping rural households’ relationship to land. From British colonization to the 2012 reforms, many issues have remained relatively unchanged with regards to local dynamics of landlessness, exclusion processes, local power plays, restrictions in farmers’ land rights and the State’s excessive focus on rice. In the midst of a fast evolving legal context, this work provides a typology of farmers and the landless and argues that more attention needs to be paid to understand the diversity of rural households and forms of landlessness

    Menthol stereoisomers exhibit different effects on α4β2 nAChR upregulation and dopamine neuron spontaneous firing

    Menthol contributes to poor cessation rates among smokers, in part because menthol enhances nicotine reward and reinforcement. Mentholated tobacco products contain (−)-menthol and (+)-menthol, in varying proportions. We examined these two menthol stereoisomers for their ability to upregulate α4β2 nAChRs and to alter dopamine neuron firing frequency using long-term, low-dose (≤ 500 nM) exposure that is pharmacologically relevant to smoking. We found that (−)-menthol upregulates α4β2 nAChRs while (+)-menthol does not. We also found that (−)-menthol decreases dopamine neuron baseline firing and dopamine neuron excitability, while (+)-menthol exhibits no effect. We then examined both stereoisomers for their ability to inhibit α4β2 nAChR function at higher concentrations (>10 µM) using the Xenopus oocyte expression system. To probe for the potential binding site of menthol, we conducted flooding simulations and site-directed mutagenesis. We found that menthol likely binds to the 9’ position on the TM2 helix. We found that menthol inhibition is dependent on the end-to-end distance of the side chain at the 9’ residue. Additionally, we have found that (−)-menthol is only modestly (∼25%) more potent than (+)-menthol at inhibiting wildtype α4β2 nAChRs and a series of L9’ mutant nAChRs. These data reveal that menthol exhibits a stereoselective effect on nAChRs and that the stereochemical effect is much greater for long-term, sub µM exposure in mice than for acute, higher level exposure. We hypothesize that of the two menthol stereoisomers, only (−)-menthol plays a role in enhancing nicotine reward through nAChRs on dopamine neurons

    The Genome of Mycobacterium Africanum West African 2 Reveals a Lineage-Specific Locus and Genome Erosion Common to the M. tuberculosis Complex

    Mycobacterium africanum, a close relative of M. tuberculosis, is studied for the following reasons: M. africanum is commonly isolated from West African patients with tuberculosis yet has not spread beyond this region, it is more common in HIV infected patients, and it is less likely to lead to tuberculosis after one is exposed to an infectious case. Understanding this organism's unique biology gets a boost from the decoding of its genome, reported in this issue. For example, genome analysis reveals that M. africanum contains a region shared with “ancient” lineages in the M. tuberculosis complex and other mycobacterial species, which was lost independently from both M. tuberculosis and M. bovis. This region encodes a protein involved in transmembrane transport. Furthermore, M. africanum has lost genes, including a known virulence gene and genes for vitamin synthesis, in addition to an intact copy of a gene that may increase its susceptibility to antibiotics that are insufficiently active against M. tuberculosis. Finally, the genome sequence and analysis reported here will aid in the development of new diagnostics and vaccines against tuberculosis, which need to take into account the differences between M. africanum and other species in order to be effective worldwide

    Measurement of the B0s→μ+μ− Branching Fraction and Effective Lifetime and Search for B0→μ+μ− Decays

    A search for the rare decays Bs0→μ+μ- and B0→μ+μ- is performed at the LHCb experiment using data collected in pp collisions corresponding to a total integrated luminosity of 4.4  fb-1. An excess of Bs0→μ+μ- decays is observed with a significance of 7.8 standard deviations, representing the first observation of this decay in a single experiment. The branching fraction is measured to be B(Bs0→μ+μ-)=(3.0±0.6-0.2+0.3)×10-9, where the first uncertainty is statistical and the second systematic. The first measurement of the Bs0→μ+μ- effective lifetime, τ(Bs0→μ+μ-)=2.04±0.44±0.05  ps, is reported. No significant excess of B0→μ+μ- decays is found, and a 95% confidence level upper limit, B(B0→μ+μ-)<3.4×10-10, is determined.
