    Water for Life Strategy in Alberta: Changing Priorities in Canadian Water Policy?

    Water resources are being stretched to the limit in Alberta and irrigation activities account for more than 70 percent of consumptive water use in the province. Conflicts among users and potential users may be looming. Pollution of surface water and groundwater and outbreaks of water-borne pathogens have been increasing. Freshwater systems are likely to deteriorate further with impending climate change. Following passage of the Alberta Water Act in 1999 and the Irrigation Districts Act in 2000, which allowed limited transfers of water among water users, the Alberta government issued its Water for Life Strategy in late 2003. The strategy’s principal goals include (1) evaluation of the use of economic instruments to manage water demand by 2007; (2) demonstration of best management practices by 2010; and (3) a 30 percent increase in productivity and efficiency over 2005 levels by 2015. This seems to presage a new era in water management in Alberta, but will the necessary changes in water management be forthcoming? This study examines the need for demand-based management and the constraints that make effective changes in water policy problematic.     Alberta's Water for Life Strategy: Some early indications of its acceptance by the irrigation industry in Southern Alberta

    Water is essential for sustainable agricultural development - for irrigation of crops, livestock watering, processing, and sustaining farm families. Agriculture uses 71 percent of all water diverted for consumptive use in Canada (Environment Canada, 2004), and is by far the greatest water consumer in Canada. In the absence of a Canadian national water strategy, Alberta has developed a long-term water management plan called the Water for Life Strategy. Its successful implementation will depend largely on the participation of irrigators. This study explores the reaction of irrigators to one of the strategy's main goals - a 30 percent increase in water use efficiency and productivity by 2015 over 2005 levels. The study reveals that irrigators vary significantly in their views as to the extent to which this goal can be reached, and the means by which it should be achieved within agriculture. Further, these responses reflect differences among irrigation districts relating to the extent of water stress, on-farm irrigation water efficiency and natural factors that limit crop diversity in some areas.     Challenges for Water Researchers in Alberta in a Climate of Policy Uncertainty

    A safe and plentiful supply of surface water is crucial to the well-being of every resident of Alberta. The effective and efficient use of surface water is central to economic growth and environmental sustainability. As the necessary but competing demands on surface water intensify, the awareness of its limited supply increases. This is particularly evident in southern Alberta, which has experienced significant agricultural, industrial and population growth. In addition to its use for extensive irrigation, surface water in the South Saskatchewan River basin is vital to meet drinking and sanitation needs in rural and urban communities. Management of this key resource involves many researchable issues– water supply, water treatment, water distribution, wastewater collection and processing, flood control, navigation, hydropower production, aquatic recreation – which interact with each other and with government policies.     Water and city-regionalism : discourse, power and hidden dynamics

But regional solutions require the messy reworking of networks of power among multiple stakeholders, often leading to power struggles. This research examines the power dynamics of a case study involving 18 municipalities in the Calgary region of Canada called the Calgary Regional Partnership (CRP). In 2005 these municipalities embarked on a major city-region rescaling initiative involving water sharing and land-use planning. However, by 2009 four rural municipalities had left, bifurcating the partnership along urban and rural lines. Discourse analysis is used as a theoretical frame in which to examine power across multiple jurisdictions and scales. The research demonstrates how participants exercised differing degrees of discursive power and influence in the policymaking process. In exposing hidden dynamics, the research enhances our understanding of rescaling processes to improve regional outcomes and assist in solving broader water management problems

    Challenges and potential adaptation strategies of rural water co-ops: an Alberta case study

    Open access articleWith roots going back decades, rural co-operative water systems play an important role in rural water management on the Prairies. But some of these co-operatives, especially those adjacent to large and growing urban centres, are facing significant challenges. This study focuses on water co-operatives within Rocky View County, a rural municipality adjacent to the city of Calgary. The County is experiencing significant water demand pressures from regional population growth. However, under Alberta’s water licensing allocation system, increased demand in the Bow River Basin—where the County is situated—cannot be met by acquiring additional water licenses. This study presents a preliminary exploration into the views of three groups: water managers—co-operatives as well as private systems, housing developers, and Rocky View County councillors. The views gathered relate to the extent of the water challenges, the current and future ability to manage them, potential consequences, and possible solutions. Key findings are water managers’ expressed lack of confidence in adapting to water challenges and a lack of common understanding amongst the three groups as to the seriousness and consequence of those challenges. In meeting the challenges, a solution which presents the greatest support is the development of a regional umbrella water management organization.Ye

    Bifurcation of a rural-urban regional partnership: a study of hidden dynamics

But regional formations require the messy reworking of networks of power among multiple stakeholders, often leading to power struggles. Challenges can be compounded when a rural-urban dimension is added to such an undertaking. This study examined the hidden power dynamics of a case involving 18 rural and urban municipalities in the Calgary region of Alberta called the Calgary Regional Partnership (CRP). In 2005 these municipalities voluntarily embarked on a major city-region initiative involving land-use planning and water sharing. However, by 2009 four rural municipalities had left the CRP, bifurcating the partnership along rural and urban lines. The dynamics of this case were traced through time and viewed through the lens of Foucault’s concepts of discourse and mechanisms of exclusion as well as Hajer’s concepts of metaphors, story-lines and discourse coalitions. The study demonstrates how mechanisms of exclusion led to the creation of dominant discourses, the formation of coalitions around counter-discourses, and the eventual disintegration of the rural-urban dimension of the partnership.Ye

    Irrigation water markets in Southern Alberta

Irrigation also uses a significant amount of what is expected to be an increasingly scarce resource: water. The Alberta government is embarking on a long-term water management strategy in which irrigation water management will be pivotal. The government is considering a range of economic instruments to assist in this management. One instrument already implemented is the ability of private irrigators and irrigators within irrigation districts to trade irrigation water rights on a temporary and permanent basis. This has established the foundation for water markets. The research presented in this thesis centers on establishing the characteristics of irrigation water markets in southern Alberta. The research also aims to determine whether the markets are behaving according to basic economic principles and whether they are supporting government's goals of increased water productivity, efficiency and conservation. The findings reveal that characteristics of irrigation water markets in southern Alberta. The findings reveal that characteristics of water markets in southern Alberta are very similar to markets elsewhere and the markets are behaving in a manner one would expect. However, markets are also creating activity that at one and the same time support and contradict government's water management goals. In addition, the small degree of market activity in general suggests that if government is relying on markets to contribute to these goals to any significant extent, it will need to create conditions that promote greater water market activity

    Use of in vivo phage display to engineer novel adenoviruses for targeted delivery to the cardiac vasculature

    We performed in vivo phage display in the stroke prone spontaneously hypertensive rat, a cardiovascular disease model, and the normotensive Wistar Kyoto rat to identify cardiac targeting peptides, and then assessed each in the context of viral gene delivery. We identified both common and strain-selective peptides, potentially indicating ubiquitous markers and those found selectively in dysfunctional microvasculature of the heart. We show the utility of the peptide, DDTRHWG, for targeted gene delivery in human cells and rats in vivo when cloned into the fiber protein of subgroup D adenovirus 19p. This study therefore identifies cardiac targeting peptides by in vivo phage display and the potential of a candidate peptide for vector targeting strategies

    Large expert-curated database for benchmarking document similarity detection in biomedical literature search

    Document recommendation systems for locating relevant literature have mostly relied on methods developed a decade ago. This is largely due to the lack of a large offline gold-standard benchmark of relevant documents that cover a variety of research fields such that newly developed literature search techniques can be compared, improved and translated into practice. To overcome this bottleneck, we have established the RElevant LIterature SearcH consortium consisting of more than 1500 scientists from 84 countries, who have collectively annotated the relevance of over 180 000 PubMed-listed articles with regard to their respective seed (input) article/s. The majority of annotations were contributed by highly experienced, original authors of the seed articles. The collected data cover 76% of all unique PubMed Medical Subject Headings descriptors. No systematic biases were observed across different experience levels, research fields or time spent on annotations. More importantly, annotations of the same document pairs contributed by different scientists were highly concordant. We further show that the three representative baseline methods used to generate recommended articles for evaluation (Okapi Best Matching 25, Term Frequency-Inverse Document Frequency and PubMed Related Articles) had similar overall performances. Additionally, we found that these methods each tend to produce distinct collections of recommended articles, suggesting that a hybrid method may be required to completely capture all relevant articles. The established database server located at https://relishdb.ict.griffith.edu.au is freely available for the downloading of annotation data and the blind testing of new methods. We expect that this benchmark will be useful for stimulating the development of new powerful techniques for title and title/abstract-based search engines for relevant articles in biomedical research.Peer reviewe

    Dissecting the Shared Genetic Architecture of Suicide Attempt, Psychiatric Disorders, and Known Risk Factors

    Background Suicide is a leading cause of death worldwide, and nonfatal suicide attempts, which occur far more frequently, are a major source of disability and social and economic burden. Both have substantial genetic etiology, which is partially shared and partially distinct from that of related psychiatric disorders. Methods We conducted a genome-wide association study (GWAS) of 29,782 suicide attempt (SA) cases and 519,961 controls in the International Suicide Genetics Consortium (ISGC). The GWAS of SA was conditioned on psychiatric disorders using GWAS summary statistics via multitrait-based conditional and joint analysis, to remove genetic effects on SA mediated by psychiatric disorders. We investigated the shared and divergent genetic architectures of SA, psychiatric disorders, and other known risk factors. Results Two loci reached genome-wide significance for SA: the major histocompatibility complex and an intergenic locus on chromosome 7, the latter of which remained associated with SA after conditioning on psychiatric disorders and replicated in an independent cohort from the Million Veteran Program. This locus has been implicated in risk-taking behavior, smoking, and insomnia. SA showed strong genetic correlation with psychiatric disorders, particularly major depression, and also with smoking, pain, risk-taking behavior, sleep disturbances, lower educational attainment, reproductive traits, lower socioeconomic status, and poorer general health. After conditioning on psychiatric disorders, the genetic correlations between SA and psychiatric disorders decreased, whereas those with nonpsychiatric traits remained largely unchanged. Conclusions Our results identify a risk locus that contributes more strongly to SA than other phenotypes and suggest a shared underlying biology between SA and known risk factors that is not mediated by psychiatric disorders.Peer reviewe
