    Using state-of-the art reinvented public administration, which emphasizes steering rather rowing,2 the DOD outsourced creation of the database to a private firm, BeNow, Inc. In the process of reinventing its public administration the U.S. is de-inventing administrative law. More importantly, perhaps, it is doing so by default, that is, without serious and substantial public discussion and political debate on whether cost-effectiveness and other values associated with reinvented public administration should trump the norms embodied in administrative law. The readiness to accept the reinventers\u27 vision of a government that works better and costs less is all the more striking in view of the nation\u27s epic post-World War II struggle to tame the federal bureaucracy

    Scientific challenges of convective-scale numerical weather prediction

    Numerical weather prediction (NWP) models are increasing in resolution and becoming capable of explicitly representing individual convective storms. Is this increase in resolution leading to better forecasts? Unfortunately, we do not have sufficient theoretical understanding about this weather regime to make full use of these NWPs. After extensive efforts over the course of a decade, convective–scale weather forecasts with horizontal grid spacings of 1–5 km are now operational at national weather services around the world, accompanied by ensemble prediction systems (EPSs). However, though already operational, the capacity of forecasts for this scale is still to be fully exploited by overcoming the fundamental difficulty in prediction: the fully three–dimensional and turbulent nature of the atmosphere. The prediction of this scale is totally different from that of the synoptic scale (103 km) with slowly–evolving semi–geostrophic dynamics and relatively long predictability on the order of a few days. Even theoretically, very little is understood about the convective scale compared to our extensive knowledge of the synoptic-scale weather regime as a partial–differential equation system, as well as in terms of the fluid mechanics, predictability, uncertainties, and stochasticity. Furthermore, there is a requirement for a drastic modification of data assimilation methodologies, physics (e.g., microphysics), parameterizations, as well as the numerics for use at the convective scale. We need to focus on more fundamental theoretical issues: the Liouville principle and Bayesian probability for probabilistic forecasts; and more fundamental turbulence research to provide robust numerics for the full variety of turbulent flows. The present essay reviews those basic theoretical challenges as comprehensibly as possible. The breadth of the problems that we face is a challenge in itself: an attempt to reduce these into a single critical agenda should be avoided

    Large expert-curated database for benchmarking document similarity detection in biomedical literature search

    Document recommendation systems for locating relevant literature have mostly relied on methods developed a decade ago. This is largely due to the lack of a large offline gold-standard benchmark of relevant documents that cover a variety of research fields such that newly developed literature search techniques can be compared, improved and translated into practice. To overcome this bottleneck, we have established the RElevant LIterature SearcH consortium consisting of more than 1500 scientists from 84 countries, who have collectively annotated the relevance of over 180 000 PubMed-listed articles with regard to their respective seed (input) article/s. The majority of annotations were contributed by highly experienced, original authors of the seed articles. The collected data cover 76% of all unique PubMed Medical Subject Headings descriptors. No systematic biases were observed across different experience levels, research fields or time spent on annotations. More importantly, annotations of the same document pairs contributed by different scientists were highly concordant. We further show that the three representative baseline methods used to generate recommended articles for evaluation (Okapi Best Matching 25, Term Frequency-Inverse Document Frequency and PubMed Related Articles) had similar overall performances. Additionally, we found that these methods each tend to produce distinct collections of recommended articles, suggesting that a hybrid method may be required to completely capture all relevant articles. The established database server located at https://relishdb.ict.griffith.edu.au is freely available for the downloading of annotation data and the blind testing of new methods. We expect that this benchmark will be useful for stimulating the development of new powerful techniques for title and title/abstract-based search engines for relevant articles in biomedical research.Peer reviewe

    The power of partnership in Open Government: reconsidering multistakeholder governance reform

    What the Open Government Partnership tells us about how international initiatives can and do shape domestic public sector reform. At the 2011 meeting of the UN General Assembly, the governments of eight nations—Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, the United Kingdom, and the United States—launched the Open Government Partnership, a multilateral initiative aimed at promoting transparency, empowering citizens, fighting corruption, and harnessing new technologies to strengthen governance. At the time, many were concerned that the Open Government Partnership would end up toothless, offering only lip service to vague ideals and misguided cyber-optimism. The Power of Partnership in Open Government offers a close look, and a surprising affirmation, of the Open Government Partnership as an example of a successful transnational multistakeholder initiative that has indeed impacted policy and helped to produce progressive reform. By 2019 the Open Government Partnership had grown to 78 member countries and 20 subnational governments. Through a variety of methods—document analysis, interviews, process tracing, and quantitative analysis of secondary data—Suzanne J. Piotrowski, Daniel Berliner, and Alex Ingrams chart the Open Government Partnership's effectiveness and evaluate what this reveals about the potential of international reform initiatives in general. Their work calls upon scholars and policymakers to reconsider the role of international institutions and, in doing so, to differentiate between direct and indirect pathways to transnational impact on domestic policy. The more nuanced and complex processes of the indirect pathway, they suggest, have considerable but often overlooked potential to shape policy norms and models, alter resources and opportunities, and forge new linkages and coalitions—in short, to drive the substantial changes that inspire initiatives like the Open Government Partnership

    Performance Information, Racial Bias, and Citizen Evaluations of Government: Evidence from Two Studies

    Social accountability reforms emphasize expanding performance information disclosure and incorporating citizen feedback into performance evaluations of public organizations. However, social accountability scholarship has largely ignored possible discriminatory implications of performance information use despite calls for more social equity research. We look to bridge these two literatures, arguing that increasing exposure to performance information can actually activate racial bias in citizen feedback. Using two samples of White MTurk participants residing in the United States, we test this argument in a Negative Performance Information Study (n = 800) and a Positive Performance Information Study (n = 800). In the Negative Performance Information Study, we find increased exposure to negative performance information triggers more negative performance evaluations of public organizations led by Black public managers, but not White public managers, and strengthens preferences to fire Black public managers, but not White public managers. In the Positive Performance Information Study, we find increased exposure to positive performance information has no impact on performance evaluations of Black, nor White public managers but strengthens preferences to reappoint White, but not Black public managers.     Latent transparency and trust in government: Unexpected findings from two survey experiments

    Transparency is popularly believed to enhance the public's trust in government, yet experimental studies have found mixed results. One explanation is that public trust may respond more positively to a kind of “latent transparency” in which citizens highly value the mere potential for open access to government information, even if they may have more negative reactions when presented with the particular content of actual government information, documents, or data. To test this hypothesis, we designed two survey experiments in which samples of US adults were primed with general information about the Freedom of Information Act (FOIA) or the existence of open government data. Compared to controls, we find that awareness of FOIA rights and requirements (latent transparency) tended to be unrelated, or even slightly negatively related, to trust of government agencies, contrary to our expectations. Our findings, combined with prior evidence, suggest that—even in the case of latent transparency—the popular belief in transparency's positive effects on citizen trust needs a more critical examination. Implications for the theory and practice of transparency are discussed

    Performance Regimes Amidst Governance Complexity

    Much of the appeal of performance measurement is explained by its image as a simple and value-neutral way to monitor and improve government. But contemporary governance is characterized by complexity. Few public officials have the luxury of directly providing relatively simple services, the context in which performance regimes work best. Instead, they must work in the context of a disarticulated state, with policy problems that cross national boundaries and demand a multi-actor response. At the same time, traditional democratic values must be honored. This article examines the tensions between performance regimes and the complexity of modern governance, identifying implications and questions for research and practice.1

    Numbers over Narratives? : How Government Message Strategies Affect Citizens’ Attitudes

    This article applies different marketing concepts to released government information and analyzes the effect on citizens’ attitudes. It looks at how the presentation of a message affects citizens’ attitudes when the content remains the same. It investigates the effects of an informational strategy (presenting facts and figures) and a transformational strategy (adding narratives to the figures to appeal to emotions of citizens). Based on theories about information process and framing, different responses are expected from engaged and unengaged citizens. It finds that unengaged citizens respond more favorably when information is couched in a transformational message strategy. Engaged citizens have an opposite response and are better served with an informational strategy. The article concludes that to reach the broader group of unengaged citizens, just disclosing information is insufficient; information needs to be embedded in a meaningful narrative
