    Women and Reparations

    Reparations for victims of gross human rights violations are becoming an increasingly acknowledged feature in post-authoritarian and post-conflict societies coping with the legacy of a violent past. Despite some recent progress much more work needs to be done for massive reparations programs to respond better to the needs of women. This article, resting as it does on a comprehensive conception of reparations, outlines both the procedural and substantive components of reparations programs necessary for the programs to fulfill the goal of providing (partial) justice to women

    En este breve artículo no pretendo hacer un recuento histórico completo del desarrollo de la justicia transicional durante las últimas tres décadas. Me concentraré en (I) algunos hitos principales del desarrollo del campo y luego en (II) algunos retos pendientes que tienen que ver tanto con las relaciones entre los diferentes elementos de una política de justicia transicional, como con las relaciones entre ésta y otros tipos de intervenciones relevantes a los procesos de transición. (III) Esbozaré una concepción normativa de la justicia transicional y, finalmente, (IV) concluiré con algunas observaciones acerca de cómo ésta contribuye a enfrentar algunos de los retos pendientes

    Large expert-curated database for benchmarking document similarity detection in biomedical literature search

    Document recommendation systems for locating relevant literature have mostly relied on methods developed a decade ago. This is largely due to the lack of a large offline gold-standard benchmark of relevant documents that cover a variety of research fields such that newly developed literature search techniques can be compared, improved and translated into practice. To overcome this bottleneck, we have established the RElevant LIterature SearcH consortium consisting of more than 1500 scientists from 84 countries, who have collectively annotated the relevance of over 180 000 PubMed-listed articles with regard to their respective seed (input) article/s. The majority of annotations were contributed by highly experienced, original authors of the seed articles. The collected data cover 76% of all unique PubMed Medical Subject Headings descriptors. No systematic biases were observed across different experience levels, research fields or time spent on annotations. More importantly, annotations of the same document pairs contributed by different scientists were highly concordant. We further show that the three representative baseline methods used to generate recommended articles for evaluation (Okapi Best Matching 25, Term Frequency-Inverse Document Frequency and PubMed Related Articles) had similar overall performances. Additionally, we found that these methods each tend to produce distinct collections of recommended articles, suggesting that a hybrid method may be required to completely capture all relevant articles. The established database server located at https://relishdb.ict.griffith.edu.au is freely available for the downloading of annotation data and the blind testing of new methods. We expect that this benchmark will be useful for stimulating the development of new powerful techniques for title and title/abstract-based search engines for relevant articles in biomedical research.Peer reviewe

    Research shifted focus towards examination of the implications and challenges of pursuing transitional justice in new and post-conflict contexts, and in particular of its links with security, and development. The “Identities in Transition” project addressed how transitional justice measures ought to be modified in order to respond to identity issues such as genocide and ethnic cleansing under newly or nominally democratized regimes.     El artículo constituye un esfuerzo por sistematizar algunos de los retos cruciales enfrentados por aquellas personas a quienes se les confía el diseño de programas de reparación masiva. Una vez esbozados brevemente estos tres intentos de reparación, se bosquejará una taxonomía de los casos, y se espera arrojar un poco de luz sobre algunas variables críticas en el diseño de programas de reparación. Finalmente, a manera de conclusión, se harán algunas reflexiones acerca de la noción de justicia que dichos programas intentan satisfacer de manera argumentada. Por lo tanto, el capítulo sigue un movimiento desde la casuística hacia la normatividad. O artigo constitui um esforço por sistematizar alguns dos retos cruciais enfrentados por aquelas pessoas a quem se lhes confia o desenho de programas de reparação massiva.Uma vez esboçados brevemente estas três tentativas de reparação, se bosquejará uma taxonomia dos casos, e se espera dar um pouco de luz sobre algumas variáveis críticas no desenho de programas de reparação. Portanto, o capítulo segue um movimento desde a casuística à normatividade. This paper constitutes an effort to systematize some of the crucial challenges faced by those entrusted with the design of massive reparation programmes. After briefly outlining three reparation efforts, the chapter will sketch a taxonomy of these cases in the expectation that this will shed some light on some of the critical variables in the design of reparation programmes.
