Reparations for victims of gross human rights violations are becoming an increasingly acknowledged feature in post-authoritarian and post-conflict societies coping with the legacy of a violent past. Despite some recent progress much more work needs to be done for massive reparations programs to respond better to the needs of women. This article, resting as it does on a comprehensive conception of reparations, outlines both the procedural and substantive components of reparations programs necessary for the programs to fulfill the goal of providing (partial) justice to women

Algunas reflexiones acerca del desarrollo de la justicia transicional

En este breve artículo no pretendo hacer un recuento histórico completo del desarrollo de la justicia transicional durante las últimas tres décadas. Me concentraré en (I) algunos hitos principales del desarrollo del campo y luego en (II) algunos retos pendientes que tienen que ver tanto con las relaciones entre los diferentes elementos de una política de justicia transicional, como con las relaciones entre ésta y otros tipos de intervenciones relevantes a los procesos de transición. (III) Esbozaré una concepción normativa de la justicia transicional y, finalmente, (IV) concluiré con algunas observaciones acerca de cómo ésta contribuye a enfrentar algunos de los retos pendientes

Nunca invisibles: insurgent memory and self-representation by female ex-combatants in Colombia

As part of attempts to end more than half century of armed conflict, transitional justice and memory initiatives have proliferated in Colombia, providing recognition and redress to victims of violence. Yet, alongside the focus on victims, former insurgents in Colombia have also called for the inclusion of their own narratives of the conflict in public memory initiatives. Responding to recent memory studies scholarship, which has begun to reorient the field away from a narrow focus on past trauma, this article analyses the construction of ‘insurgent memory’ in Colombia through the 2018 documentary Nunca Invisibles: Mujeres Farianas, Adiós a la guerra. Emerging from a grassroots memory project led by women from the FARC, I explore how the film challenges the predominant framing of ex-combatant women as victims in transitional justice and DDR scholarship. Situating this in a longer history of memory projects by female combatants, the article analyses how such projects, whilst articulating a discourse of peace and reconciliation, vindicate a narrative of female revolutionary activism and a political identity that is often erased in post-conflict “reintegration” processes. In doing so, I demonstrate the importance of creative, grassroots processes in enabling ex-combatants to represent themselves and move beyond the limitations of official memory and transitional justice frameworks

Large expert-curated database for benchmarking document similarity detection in biomedical literature search

Document recommendation systems for locating relevant literature have mostly relied on methods developed a decade ago. This is largely due to the lack of a large offline gold-standard benchmark of relevant documents that cover a variety of research fields such that newly developed literature search techniques can be compared, improved and translated into practice. To overcome this bottleneck, we have established the RElevant LIterature SearcH consortium consisting of more than 1500 scientists from 84 countries, who have collectively annotated the relevance of over 180 000 PubMed-listed articles with regard to their respective seed (input) article/s. The majority of annotations were contributed by highly experienced, original authors of the seed articles. The collected data cover 76% of all unique PubMed Medical Subject Headings descriptors. No systematic biases were observed across different experience levels, research fields or time spent on annotations. More importantly, annotations of the same document pairs contributed by different scientists were highly concordant. We further show that the three representative baseline methods used to generate recommended articles for evaluation (Okapi Best Matching 25, Term Frequency-Inverse Document Frequency and PubMed Related Articles) had similar overall performances. Additionally, we found that these methods each tend to produce distinct collections of recommended articles, suggesting that a hybrid method may be required to completely capture all relevant articles. The established database server located at https://relishdb.ict.griffith.edu.au is freely available for the downloading of annotation data and the blind testing of new methods. We expect that this benchmark will be useful for stimulating the development of new powerful techniques for title and title/abstract-based search engines for relevant articles in biomedical research.Peer reviewe

Transitional justice and peacebuilding : ICTJ Multi-Year Initiative; final technical report (February 1, 2008 – February 1, 2012)

Research shifted focus towards examination of the implications and challenges of pursuing transitional justice in new and post-conflict contexts, and in particular of its links with security, and development. The “Identities in Transition” project addressed how transitional justice measures ought to be modified in order to respond to identity issues such as genocide and ethnic cleansing under newly or nominally democratized regimes. What does it mean to integrate transitional justice within a set of post-conflict and transitional policies and interventions in different contexts? International development : ideas, experience and prospects; chapter 24

Pre-print versionThe paper argues that development programs instituted in contexts where massive human rights violations have taken place should confront the legacies of such abuses. Justice is an inherent part of development, while contributing instrumentally to the conditions that development requires. In particular, transitional justice may help societies overcome weakened agency and the depletion of civic trust by fostering recognition and promoting trust, effects that appeal to two main social mechanisms: norm-affirmation and the articulation and disarticulation of groups both formal and informal within society
