Atmosfera moral da escola: condições para a promoção do desenvolvimento ético

dimensão central da educação, que não pode deixar de ser vista
no quadro da contemporaneidade em que nos situamos.
A escola, enquanto organização da modernidade, tem vindo a
pautar-se pela estabilidade, previsibilidade, compartimentação
e burocracia. Actualmente, é abalada no «conforto» das
«certezas» que veiculava e desafiada a enfrentar a
descontinuidade, a mudança e os paradoxos. A questão referente
aos objectivos da educação recupera, assim, pertinência e
propósito, ficando reforçada a necessidade de encararmos o
desenvolvimento da pessoa como finalidade da educação e das
instituições escolares. Nesse sentido, a escola inscreve-se
numa matriz desenvolvimentista que coloca a pessoa no centro
de todo o processo e equaciona o sentido e a direcção desse
desenvolvimento
FamÃlias e profissionais perspectivando qualidade em creches
Nesta comunicação apresenta-se um estudo que tem por objetivo compreender a
qualidade na creche sob a perspetiva das famÃlias e dos profissionais. Considerando o papel das
pessoas e da sua ação sobre a dimensão organizacional, ambiental e relacional, sistematiza-se as
opções teóricas e metodológicas que orientam o estudo, bem como o processo de recolha e análise

Qualidade na creche: um estudo de caso múltiplo em Portugal
Tomando como ponto de partida a necessidade de se investir na contÃnua
melhoria da qualidade dos ambientes institucionais portugueses para as crianças
nos primeiros anos de vida, apresentamos os resultados de um estudo de caso
múltiplo, realizado em duas creches com caracterÃsticas distintas. O objetivo foi
compreender a perspetiva das famÃlias e profissionais sobre a qualidade nas
creches. A análise dos dados foi realizada a partir das dimensões conceptuais
identificadas: organizacional, ambiental e relacional. A partir dessas dimensões
evidenciamos lacunas nos processos de escuta e de interação entre profissionais e
famÃlias, considerados fundamentais para a dinâmica da intersubjectividade que

Investigar em educação: desafios da construção de conhecimento e da formação de investigadores num campo multi-referenciado
O livro que agora se apresenta decorre do trabalho desenvolvido num ciclo de seminários realizados no ano lectivio de 2008/09 e pretende explicitar e sistematizar alguns elementos em torno das principais questões organizadoras: o quê investigar em educação? Como se investiga em educação? Para quê investigar em educação? Porém, não são respostas definitivas ou acabadas que se pretendem alcançar, nem tão pouco podemos escamotear que se tratam de respostas situadas em função dos percursos formativos e profissionais dos investigadores, mestrandos e doutorandos envolvidos nos seminários. Mortality from gastrointestinal congenital anomalies at 264 hospitals in 74 low-income, middle-income, and high-income countries: a multicentre, international, prospective cohort study
Summary
Background Congenital anomalies are the fifth leading cause of mortality in children younger than 5 years globally.
Many gastrointestinal congenital anomalies are fatal without timely access to neonatal surgical care, but few studies
have been done on these conditions in low-income and middle-income countries (LMICs). We compared outcomes of
the seven most common gastrointestinal congenital anomalies in low-income, middle-income, and high-income
countries globally, and identified factors associated with mortality.
Methods We did a multicentre, international prospective cohort study of patients younger than 16 years, presenting to
hospital for the first time with oesophageal atresia, congenital diaphragmatic hernia, intestinal atresia, gastroschisis,
exomphalos, anorectal malformation, and Hirschsprung’s disease. Recruitment was of consecutive patients for a
minimum of 1 month between October, 2018, and April, 2019. We collected data on patient demographics, clinical
status, interventions, and outcomes using the REDCap platform. Patients were followed up for 30 days after primary
intervention, or 30 days after admission if they did not receive an intervention. The primary outcome was all-cause,
in-hospital mortality for all conditions combined and each condition individually, stratified by country income status.
We did a complete case analysis.
Findings We included 3849 patients with 3975 study conditions (560 with oesophageal atresia, 448 with congenital
diaphragmatic hernia, 681 with intestinal atresia, 453 with gastroschisis, 325 with exomphalos, 991 with anorectal
malformation, and 517 with Hirschsprung’s disease) from 264 hospitals (89 in high-income countries, 166 in middleincome
countries, and nine in low-income countries) in 74 countries. Of the 3849 patients, 2231 (58·0%) were male.
Median gestational age at birth was 38 weeks (IQR 36–39) and median bodyweight at presentation was 2·8 kg (2·3–3·3).
Mortality among all patients was 37 (39·8%) of 93 in low-income countries, 583 (20·4%) of 2860 in middle-income
countries, and 50 (5·6%) of 896 in high-income countries (p<0·0001 between all country income groups).
Gastroschisis had the greatest difference in mortality between country income strata (nine [90·0%] of ten in lowincome
countries, 97 [31·9%] of 304 in middle-income countries, and two [1·4%] of 139 in high-income countries;
p≤0·0001 between all country income groups). Factors significantly associated with higher mortality for all patients
combined included country income status (low-income vs high-income countries, risk ratio 2·78 [95% CI 1·88–4·11],
p<0·0001; middle-income vs high-income countries, 2·11 [1·59–2·79], p<0·0001), sepsis at presentation (1·20
[1·04–1·40], p=0·016), higher American Society of Anesthesiologists (ASA) score at primary intervention
(ASA 4–5 vs ASA 1–2, 1·82 [1·40–2·35], p<0·0001; ASA 3 vs ASA 1–2, 1·58, [1·30–1·92], p<0·0001]), surgical safety
checklist not used (1·39 [1·02–1·90], p=0·035), and ventilation or parenteral nutrition unavailable when needed
(ventilation 1·96, [1·41–2·71], p=0·0001; parenteral nutrition 1·35, [1·05–1·74], p=0·018). Administration of
parenteral nutrition (0·61, [0·47–0·79], p=0·0002) and use of a peripherally inserted central catheter (0·65
[0·50–0·86], p=0·0024) or percutaneous central line (0·69 [0·48–1·00], p=0·049) were associated with lower mortality.
Interpretation Unacceptable differences in mortality exist for gastrointestinal congenital anomalies between lowincome,
middle-income, and high-income countries. Improving access to quality neonatal surgical care in LMICs will
be vital to achieve Sustainable Development Goal 3.2 of ending preventable deaths in neonates and children younger
than 5 years by 2030
Teachers’ beliefs about teaching and learning: an exploratory study
Within the context of globalisation, the diversification of learning contexts and the implementation of national and transnational policy measures concerning teacher education, teaching competences and lifelong learning, teacher identity has emerged as being problematic and paradoxical. Drawing on recent research concerning teachers’ professional identity, reflexivity, and cultural narratives of teaching and learning, we present an exploratory study of Portuguese teachers’ beliefs concerning teaching and learning, as part of their professional knowledge. Contradictions and ambiguities were detected in the teachers’ perspectives. They are analysed and discussed in order to highlight their implications and possibilities for further research on teachers and teaching
Satisfação e situação profissional: um estudo com professores nos primeiros anos de carreira
The entry into a profession and the motivations for choosing it, the early years of one's career and statute of the profession, in particular the teaching one, have been the subject of several investigations. However, both in Portugal and abroad, the professional insertion of teachers has been neglected by academic research. Therefore, in this article, we propose to contribute to the knowledge of the professional insertion of primary and secondary teachers by examining the degree of satisfaction in the profession, the most and least valued aspects at work, as well as the professional status in two periods, one year and five years after completing the degree. We consider graduates in education compared to all graduates of the universities of Lisbon and New Lisbon. The data presented allows us to state that, in the dimensions studied, there are no significant differences between graduates regarding the aspects analyzed. The particularities of the group of graduates in education who participated in the research include: a slight prominence of altruistic aspects; a slightly greater satisfaction with the profession; a trend towards casualization of employment contracts and a willingness to earn on average slightly lower income. In conclusion, we highlight the need for further study of how professional conditions influence the development of teachers in the phase of professional insertion. Furthermore, we stress that better ways to support professional learning should be explored, as well as the construction of teachers' professional identity in early career.O ingresso em uma profissão e as motivações para a sua escolha, os primeiros anos de carreira e o estatuto da profissão, em especial a docente, têm sido objeto de diversas investigações. Porém, tanto no caso português como no âmbito internacional, a inserção profissional dos professores tem sido negligenciada pelas pesquisas acadêmicas. Assim sendo, neste artigo, propomo-nos a contribuir com o conhecimento do processo de inserção profissional dos docentes de ensino básico e secundário, por meio da análise do grau de satisfação na profissão, dos aspectos mais e menos valorizados no trabalho, bem como da situação profissional em dois perÃodos, após um ano e depois de cinco anos de conclusão da licenciatura. Consideramos os licenciados em educação em comparação com todos os licenciados das universidades de Lisboa e Nova de Lisboa. Os dados apresentados permitem constatar que, nas dimensões estudadas, não existem diferenças significativas entre os licenciados com relação aos aspectos analisados. Das particularidades do grupo de licenciados em educação que participaram da pesquisa, destacamos: a ligeira saliência que assumem os aspectos altruÃstas; uma satisfação com a profissão ligeiramente maior; uma tendência à precarização dos vÃnculos contratuais e uma disposição para auferir em média rendimentos ligeiramente inferiores. Como considerações finais deste artigo, destacamos a necessidade de aprofundamento no estudo do modo como as condições de exercÃcio da profissão influenciam o desenvolvimento dos professores em fase de inserção profissional. Além disso, salientamos a pertinência de que melhores formas de apoiar aprendizagem profissional sejam exploradas, bem como a construção da identidade profissional dos professores em inÃcio de carreira
Theory and texts of educational policy: Possibilities and constraints
In our paper we aim at reflecting upon the extent to which educational theory
may be used as a framework in the analysis of policy documents. As policy texts are
‘heteroglossic in character’ (Lingard and Ozga, in The Routledge Falmer reader in education
policy and politics, Routledge, London and New York, 2007, p. 2) and create
‘‘circumstances in which the range of options available in deciding what to do are narrowed
or changed’’ (Ball in, Education policy and social class: The selected works of
Stephen J Ball, Routledge, London and New York, 2006, p. 46), they need to be theoretically
tackled in their underlying assumptions and implications. This proposal draws on
an analysis of two sets of documents of the European Union: texts produced between 2000
and 2006, underlying the European Union programmes; and texts produced by a working
group focusing on the key competences of Lifelong Learning (2003–2006). Initially, the
framework for the analysis of different documents was grounded on the existing research in
the field of educational policy. Now we attempt a secondary analysis of the collected data
by transposing the borders of this particular and highly prolific field. We argue that what is
outside the texts may reshape what is inside the texts. Educational theory allows us to
define some conceptual tools in order to question the documents as political apparatus
which open and constrain possibilities. Therefore, we will use educational theory as an
arena where different matters, perspectives and possibilities may be explored and
assembled. We have engaged in a conversation with both the data and some theoretical
approaches. Central to this conversation are the concepts of ‘‘ignorant schoolmaster’’
