    Sub-post offices and high street revitalisation: lessons from the experience of grant assistance to sub-post offices in deprived urban areas of the UK

    Post Offices (POs) are essential service providers within deprived urban areas. This paper explores some lessons from the impact of grant assistance to sub-post offices (SPOs) in deprived urban areas of England and Scotland which are relevant to contemporary policy initiatives to revive high streets. Utilising longitudinal data to explore whether government grant assistance has made a difference in enabling the survival and development of assisted SPOs, it also considers their role in maintaining and developing shops and services in deprived urban neighbourhoods. The inter-relationship of SPOs with their local economies and communities is explored, including external influences such as competition and complementarity and internal influences relating to the evolving role of SPOs in the early 21st century. A central theme is the apparent paradox between the UK Government’s desire to maintain SPOs as essential service providers and catalysts for other ‘high street’ services within deprived urban areas, whilst opening their core services up to increasing levels of competition.     A ‘quiet revolution’? The impact of Training Schools on initial teacher training partnerships

    This paper discusses the impact on initial teacher training of a new policy initiative in England: the introduction of Training Schools. First, the Training School project is set in context by exploring the evolution of a partnership approach to initial teacher training in England. Ways in which Training Schools represent a break with established practice are considered together with their implications for the dominant mode of partnership led by higher education institutions (HEIs). The capacity of Training Schools to achieve their own policy objectives is examined, especially their efficacy as a strategy for managing innovation and the dissemination of innovation. The paper ends by focusing on a particular Training School project which has adopted an unusual approach to its work and enquires whether this alternative approach could offer a more profitable way forward.     Identity work and the `unemployed' worker: age, disability and the lived experience of the older unemployed

    This article seeks to explore how older individuals negotiate and manage their self-identity in relation to work while situated without paid employment. After reviewing the current positions of the older unemployed in the UK, noting the substantial overlap between age and disability, we turn our attention to conceptualizing the lived experiences of individuals through exploring `identity work' as a means of understanding a non-working work identity. Based upon focus group interviews, our empirical analysis focuses on key dimensions of participants' identity practice and how they sought to manage the following social processes: imposed identities; crafting working identities; and contesting unfavourable working identities.The conclusion contextualizes the findings against a backdrop of increasing individualistic discourses underpinning approaches to employability, closes with the policy implications arising from this study, and makes suggestions for future research agendas. </jats:p

    Meeting the adoption support needs of adopted adults who have been abused in their adoptive family: Lessons from historical placements

    This article focuses on a group whose voice is rarely heard: adopted adults who have been abused or neglected within their adoptive family. The findings are drawn from a larger study of post-adoption services and suggest that the abuse and neglect of children by adoptive family members may be more common historically than has been hitherto acknowledged. The article considers this finding in the context of the changes that have occurred in adoption legislation, policy and practice since these adults were placed. It highlights barriers to effective support for abused adopted adults and discusses their support needs. By looking at one aspect of what can go wrong in adoptions – abuse and neglect perpetrated by adoptive family members – it is argued that appropriate support will not be forthcoming unless we are truly hearing what people want. Suggestions are made regarding the development of support services for abused adopted adults and their birth parents and opportunities for adopted children to disclose maltreatment

    Neo-liberal racism: Excision, ethnicity and the Children and Families Act 2014

    This article focuses on the removal in the Children and Families Act 2014 of the so-called ‘ethnicity clause’ relating to adoption. Reviewing the background to the contentious issue of adoption for Black, Asian and Minority Ethnic children and the coalition’s drive to increase its scale, the article analyses the discursive resources deployed – especially during the Bill’s passage through Parliament – to justify, oppose or modify the legal change. It is argued that the emergent government policy can be seen as incoherent, even contradictory in relation to ethnicity and its significance and that this can be understood through the competing aims of striking a populist blow against ‘political correctness’ while staving off accusations of being ‘naïve’ (or worse) about race and ethnicity. These developments and debates are also analysed in the context of the growing power of racial neo-liberalism in shaping debates on child welfare

    'Body training': Investigating the embodied training choices of/for mothers in West London

    Framed by the UK Government's efforts to combat social exclusion by encouraging a shift from welfare to work through (re)training, this paper explores the types of training courses being offered to and taken by women with young children in West London. Drawing upon qualitative research, the paper explores the actual and desired uptake of 'body training' courses among mothers, linked, in part, to the current 'body work' skills gap in the local economy. The encouragement given to women and the interest they have in engaging in 'body training' is, we suggest, linked to the discursive construction and performance of a highly feminised and, often, maternal identity, which emphasises women's caring role and the caring self. By probing the body/training nexus through the motivations and choices of mothers in West London the paper raises questions about gender identity and stereotyping in relation to training-for-work policies and the role of training in (re)inforcing the woman-body coupling within Western dualistic thought

    Elite discourse and institutional innovation: making the hybrid happen in English public services

    This paper focuses on the strategic role of elites in managing institutional and organizational change within English public services, framed by the wider ideological and political context of neo-liberalism and its pervasive impact on the social and economic order over recent decades. It also highlights the unintended consequences of this elite-driven programme of institutional reform as realized in the emergence of hybridized regimes of ‘polyarchic governance’ and the innovative discursive and organizational technologies on which they depend. Within the latter, ‘leaderism’ is identified as a hegemonic ‘discursive imaginary’ that has the potential to connect selected marketization and market control elements of new public management (NPM), network governance, and visionary and shared leadership practices that ‘make the hybrid happen’ in public services reform

    This paper examines event tourism as a field of study and area of professional practice updating the previous review article published in 2008. In this substantially extended review, a deeper analysis of the field’s evolution and development is presented, charting the growth of the literature, focusing both chronologically and thematically. A framework for understanding and creating knowledge about events and tourism is presented, forming the basis which signposts established research themes and concepts and outlines future directions for research. In addition, the review article focuses on constraining and propelling forces, ontological advances, contributions from key journals, and emerging themes and issues. It also presents a roadmap for research activity in event tourism
