Scotland is a small country, part of a small island on the edge of Western Europe, yet it has a very large tourist organisation (with about 750 staff) relative to other countries - how can this be? Scotland is different from the rest of the UK; it has its own education system, separate judicial and legal systems, and these, along with the Church, have helped to mould Scotland’s identity. Scotland is not an independent state so does not have direct membership of the United Nation nor its affiliated organisations. In 1999, the UK government devolved limited authority and power to the new Scottish Parliament, including judicial authority, education, health and industrial development – including tourism. Scotland, with a population of just over five million, has always looked outwards and innovation has long been part of Scottish culture. So can Scotland also take a lead in developing a new management structure for delivering tourism in Scotland in the 21st century

Getting connected : competition and diffusion in African mobile telecommunications markets

The author studies the determinants of the diffusion of mobile telecommunications in Africa in a fixed effects model. He uses data from 1987-2000 on 41 African countries that have adopted cellular telecommunications technologies. He finds that competition is the driving force behind the mobile telecommunications explosion in Africa. Duopoly and triopoly markets grow significantly faster than monopoly markets, although growth does not appear to differ between the first two markets. Evidence of preemptive behavior is found in competitive sequential entries into the market, but the major effect of competition on diffusion occurs after the actual year of entry. The introduction of digital technology has a positive and significant effect on the diffusion of mobile phones. The presence of an incumbent-owned cellular operator has a negative effect on the diffusion of mobiles, suggesting an abuse of a dominant position by the incumbent fixed-line operator. Apartment Rents and Locations in Portland, Oregon: 1992 – 2002

This research examines changes in the apartment-rent gradient of Portland, Oregon from 1992 to 2002. The findings indicate that increased population growth has caused real increases in apartment rents across the metropolitan area. The largest increases have occurred closer to the city center and at the beltway. The fixed supply of land coupled with increasing population has resulted in a wealth transfer from renters to landlords. Major freeway intersections, which ten years before were just evolving into new urban sub-centers, now have a statistically significant impact on land values within a six-mile radius of the intersection.

Planetary Nebula Surveys: Past, Present and Future

In this review we cover the detection, identification and astrophysical importance of planetary nebulae (PN). The legacy of the historic Perek & Kohoutek and Acker et al. catalogues is briefly covered before highlighting the more recent but significant progress in PN discoveries in our Galaxy and the Magellanic Clouds. We place particular emphasis on the major MASH and the IPHAS catalogues, which, over the last decade alone, have essentially doubled Galactic and LMC PN numbers. We then discuss the increasing role and importance that multi-wavelength data is playing in both the detection of candidate PN and the elimination of PN mimics that have seriously biased previous PN compilations. The prospects for future surveys and current efforts and prospects for PN detections in external galaxies are briefly discussed due to their value both as cosmic distance indicators and as kinematical probes of galaxies and dark matter properties.Comment: 8 pages, 1 figure, Proceedings of the Asymmetric Planetary Nebula V Conference (Invited Review, Lake District, England, June 2010

Health economics education in undergraduate medical training : introducing the health economics education (HEe) website

In the UK, the General Medical Council clearly stipulates that upon completion of training, medical students should be able to discuss the principles underlying the development of health and health service policy, including issues relating to health economics. In response, researchers from the UK and other countries have called for a need to incorporate health economics training into the undergraduate medical curricula. The Health Economics education website was developed to encourage and support teaching and learning in health economics for medical students. It was designed to function both as a forum for teachers of health economics to communicate and to share resources and also to provide instantaneous access to supporting literature and teaching materials on health economics. The website provides a range of free online material that can be used by both health economists and non-health economists to teach the basic principles of the discipline. The Health Economics education website is the only online education resource that exists for teaching health economics to medical undergraduate students and it provides teachers of health economics with a range of comprehensive basic and advanced teaching materials that are freely available. This article presents the website as a tool to encourage the incorporation of health economics training into the undergraduate medical curricula

HASH: the Hong Kong/AAO/Strasbourg H-alpha planetary nebula database

By incorporating our major recent discoveries with re-measured and verified contents of existing catalogues we provide, for the first time, an accessible, reliable, on-line SQL database for essential, up-to date information for all known Galactic PNe. We have attempted to: i) reliably remove PN mimics/false ID's that have biased previous studies and ii) provide accurate positions, sizes, morphologies, multi-wavelength imagery and spectroscopy. We also provide a link to CDS/Vizier for the archival history of each object and other valuable links to external data. With the HASH interface, users can sift, select, browse, collate, investigate, download and visualise the entire currently known Galactic PNe diversity. Photoassociative Frequency Shift in a Quantum Degenerate Gas

We observe a light-induced frequency shift in single-photon photoassociative spectra of magnetically trapped, quantum degenerate 7Li. The shift is a manifestation of the coupling between the threshold continuum scattering states and discrete bound levels in the excited-state molecular potential induced by the photoassociation laser. The frequency shift is observed to be linear in the laser intensity with a measured proportionality constant that is in good agreement with theoretical predictions. The frequency shift has important implications for a scheme to alter the interactions between atoms in a Bose-Einstein condensate using photoassociation resonances.Comment: 3 figure
