Qualified market access: an economic, empirical and legal analysis
In the aftermath of the debate on trade and “collective preferences” launched by Pascal Lamy in 2004, this paper considers a proposal for non-product related production process measures developed within the European Parliament, which involved surcharges on the imports of products produced in ways which do not satisfy the EU’s rules mainly but not exclusively for agricultural commodities and in particular on animal welfare. The proposal called “Qualified Market Access” would also have made the revenues from surcharges available to exporting countries to finance compliance.
This paper discusses the philosophy behind this specific proposal to qualify market access and address consumer preferences and competitiveness concerns, as identified in a number of other actual and proposed measures, including the ban on seal fur imports into the EU and the ensuing challenge to this measure in the WTO Dispute Settlement Body. The paper contends that it cannot be ruled out that such a measure would be welfare improving if consumers have strong preferences regarding what other people consume, in which case labelling alone will not work and the case for such a proposal cannot be excluded a priori, even from a legal perspective. However, in reviewing the evidence, the paper concludes that there is no empirical evidence to support such a proposal
The SCottish Alcoholic Liver disease Evaluation: a population-level matched cohort study of hospital-based costs, 1991-2011
Studies assessing the costs of alcoholic liver disease are lacking. We aimed to calculate the costs of hospitalisations before and after diagnosis compared to population controls matched by age, sex and socio-economic deprivation. We aimed to use population level data to identify a cohort of individuals hospitalised for the first time with alcoholic liver disease in Scotland between 1991 and 2011.Incident cases were classified by disease severity, sex, age group, socio-economic deprivation and year of index admission. 5 matched controls for every incident case were identified from the Scottish population level primary care database.
Hospital costs were calculated for both cases and controls using length of stay from morbidity records and hospital-specific daily rates by specialty. Remaining lifetime costs were estimated using parametric survival models and predicted annual costs. 35,208 incident alcoholic liver disease hospitalisations were identified. Mean annual hospital costs for cases were 2.3 times that of controls pre diagnosis (£804 higher) and 10.2 times (£12,774 higher) post diagnosis. Mean incident admission cost was £6,663. Remaining lifetime cost for a male, 50-59 years old, living in the most deprived area diagnosed with acoholic liver disease was estimated to be £65,999 higher than the matched controls (£12,474 for 7.43 years remaining life compared to £1,224 for 21.8 years). In Scotland, alcoholic liver disease diagnosis is associated with significant increases in admissions to hospital both before and after diagnosis.
Our results provide robust population level estimates of costs of alcoholic liver disease for the purposes of health-care delivery, planning and future cost-effectiveness analyses

Search for the disappearance of muon antineutrinos in the NuMI neutrino beam
We report constraints on antineutrino oscillation parameters that were obtained by using the two MINOS detectors to measure the 7% muon antineutrino component of the NuMI neutrino beam. In the Far Detector, we select 130 events in the charged-current muon antineutrino sample, compared to a prediction of 136.4 ± 11.7(stat)^(+10.2)_(-8.9)(syst) events under the assumption │Δm^2│ = 2.32 X 10^(-3) eV^2, sin^2(2θ) = 1.0

Improved Search for Muon-Neutrino to Electron-Neutrino Oscillations in MINOS
We report the results of a search for ν_e appearance in a ν_μ beam in the MINOS long-baseline neutrino experiment. With an improved analysis and an increased exposure of 8.2×10^(20) protons on the NuMI target at Fermilab, we find 2sin^2(θ_(23))sin^2(2θ_(13))<0.12(0.20) at 90% confidence
level for δ=0 and the normal (inverted) neutrino mass hierarchy, with a best-fit of 2sin^2(θ_(23))sin^2(2θ_(13))=0.041^(+0.047)_(-0.031)(0.079^(+0.071)_(-0.053).
The θ_(13)= 0 hypothesis is disfavored by the MINOS data
at the 89% confidence level

Observation of the Baryonic Flavor-Changing Neutral Current Decay Lambda_b -> Lambda mu+ mu-
We report the first observation of the baryonic flavor-changing neutral
current decay Lambda_b -> Lambda mu+ mu- with 24 signal events and a
statistical significance of 5.8 Gaussian standard deviations. This measurement
uses ppbar collisions data sample corresponding to 6.8fb-1 at sqrt{s}=1.96TeV
collected by the CDF II detector at the Tevatron collider. The total and
differential branching ratios for Lambda_b -> Lambda mu+ mu- are measured. We
find B(Lambda_b -> Lambda mu+ mu-) = [1.73+-0.42(stat)+-0.55(syst)] x 10^{-6}.
We also report the first measurement of the differential branching ratio of B_s
-> phi mu+ mu- using 49 signal events. In addition, we report branching ratios
for B+ -> K+ mu+ mu-, B0 -> K0 mu+ mu-, and B -> K*(892) mu+ mu- decays.Comment: 8 pages, 2 figures, 4 tables. Submitted to Phys. Rev. Let
Type Ia Supernova host galaxies as seen with IFU spectroscopy
(abridged) We used the wide-field IFU spectrograph PMAS/PPAK at the 3.5m
telescope of Calar Alto Observatory to observe six nearby spiral galaxies that
hosted SNe Ia. Spatially resolved 2D maps of the properties of the ionized gas
and the stellar populations were derived. Five of the observed galaxies have an
ongoing star formation rate of 1-5 M_sun/yr and mean stellar population ages ~5
Gyr. The sixth galaxy shows no star formation and has an about 12 Gyr old
stellar population. All galaxies have stellar masses larger than 2E+10 M_sun
and metallicities above solar. Four galaxies show negative radial metallicity
gradients of the ionized gas up to -0.058 dex/kpc and one has nearly uniform
metallicity with a possible shallow positive slope. The stellar components show
shallower negative metallicity gradients up to -0.03 dex/kpc. We find no clear
correlation between the properties of the galaxy and those of the supernovae,
which may be because of the small ranges spanned by the galaxy parameters.
However, we note that the Hubble residuals are on average positive while
negative Hubble residuals are expected for SNe Ia in massive hosts such as the
galaxies in our sample. In conclusion, IFU spectroscopy on 4-m telescopes is a
viable technique for studying host galaxies of nearby SNe Ia. It allows one to
correlate the supernova properties with the properties of their host galaxies
at the projected positions of the supernovae. Our current sample of six
galaxies is too small to draw conclusions about the SN Ia progenitors or
correlations with the galaxy properties, but the ongoing CALIFA IFU survey will
provide a solid basis to exploit this technique more and improve our
understanding of SNe Ia as cosmological standard candles.Comment: accepted by A&A, final language-edited version, layout change
An improved measurement of muon antineutrino disappearance in MINOS
We report an improved measurement of muon anti-neutrino disappearance over a
distance of 735km using the MINOS detectors and the Fermilab Main Injector
neutrino beam in a muon anti-neutrino enhanced configuration. From a total
exposure of 2.95e20 protons on target, of which 42% have not been previously
analyzed, we make the most precise measurement of the anti-neutrino
"atmospheric" delta-m squared = 2.62 +0.31/-0.28 (stat.) +/- 0.09 (syst.) and
constrain the anti-neutrino atmospheric mixing angle >0.75 (90%CL). These
values are in agreement with those measured for muon neutrinos, removing the

The state of the Martian climate
60°N was +2.0°C, relative to the 1981–2010 average value (Fig. 5.1). This marks a new high for the record. The average annual surface air temperature (SAT) anomaly for 2016 for land stations north of starting in 1900, and is a significant increase over the previous highest value of +1.2°C, which was observed in 2007, 2011, and 2015. Average global annual temperatures also showed record values in 2015 and 2016. Currently, the Arctic is warming at more than twice the rate of lower latitudes
