    Exhumation of Basement-cored Uplifts: Example of the Kyrgyz Range Quantified with Apatite Fission-track Thermochronology

    The Kyrgyz Range, the northernmost portion of the Kyrgyzstan Tien Shan, displays topographic evidence for lateral propagation of surface uplift and exhumation. The highest and most deeply dissected segment lies in the center of the range. To the east, topography and relief decrease, and preserved remnants of a Cretaceous regional erosion surface imply minimal amounts of bedrock exhumation. The timing of exhumation of range segments defines the lateral propagation rate of the range-bounding reverse fault and quantifies the time and erosion depth needed to transform a mountain range from a juvenile to a mature morphology. New apatite fission-track (AFT) data from three transects from the eastern Kyrgyz Range, combined with published AFT data, demonstrate that the range has propagated over 110 km eastwards over the last 7-11 Myr. Based on the thermal and topographic evolutionary history, we present a model for a time-varying exhumation rate driven by rock uplift and changes in erodability and the time scale of geomorphic adjustment to surface uplift. Easily eroded, Cenozoic sedimentary rocks overlying resistant basement control early, rapid exhumation and slow surface upliftrates. As increasing amounts of resistant basement are exposed, exhumation rates decrease while surface uplift rates are sustained or increase, thereby growing topography. As the range becomes high enough to cause ice accumulation and develop steep river valleys, fluvial and glacial erosion become more powerful and exhumation rates once again increase. Independently determined range-noma1 shortening rates have also varied over time, suggesting a feedback between erosional efficiency and shortening rate

    Peasant settlers and the ‘civilizing mission’ in Russian Turkestan, 1865-1917

    This article provides an introduction to one of the lesser-known examples of European settler colonialism, the settlement of European (mainly Russian and Ukrainian) peasants in Southern Central Asia (Turkestan) in the late nineteenth and early twentieth centuries. It establishes the legal background and demographic impact of peasant settlement, and the role played by the state in organising and encouraging it. It explores official attitudes towards the settlers (which were often very negative), and their relations with the local Kazakh and Kyrgyz population. The article adopts a comparative framework, looking at Turkestan alongside Algeria and Southern Africa, and seeking to establish whether paradigms developed in the study of other settler societies (such as the ‘poor white’) are of any relevance in understanding Slavic peasant settlement in Turkestan. It concludes that there are many close parallels with European settlement in other regions with large indigenous populations, but that racial ideology played a much less important role in the Russian case compared to religious divisions and fears of cultural backsliding. This did not prevent relations between settlers and the ‘native’ population deteriorating markedly in the years before the First World War, resulting in large-scale rebellion in 1916

    Regulating E-Cigarettes: Why Policies Diverge

    This paper, part of a festschrift in honor of Professor Malcolm Feeley, explores the landscape of e-cigarette policy globally by looking at three jurisdictions that have taken starkly different approaches to regulating e-cigarettes—the US, Japan, and China. Each of those countries has a robust tobacco industry, government agencies entrusted with protecting public health, an active and sophisticated scientific and medical community, and a regulatory structure for managing new pharmaceutical, tobacco, and consumer products. All three are signatories of the World Health Organization’s Framework Convention on Tobacco Control, all are signatories of the Agreement on Trade-Related Aspects of Intellectual Property Rights, and all are members of the World Trade Organization. Which legal, economic, social and political differences between the three countries explain their diverse approaches to regulating e-cigarettes? Why have they embraced such dramatically different postures toward e-cigarettes? In seeking to answer those questions, the paper builds on Feeley\u27s legacy of comparative scholarship, policy analysis, and focus on law in action

    The Precision Interventions for Severe and/or Exacerbation-Prone (PrecISE) Asthma Network: an overview of Network organization, procedures and interventions

    Asthma is a heterogeneous disease, with multiple underlying inflammatory pathways and structural airway abnormalities that impact disease persistence and severity. Recent progress has been made in developing targeted asthma therapeutics, especially for subjects with eosinophilic asthma. However, there is an unmet need for new approaches to treat patients with severe and exacerbation prone asthma, who contribute disproportionately to disease burden. Extensive deep phenotyping has revealed the heterogeneous nature of severe asthma and identified distinct disease subtypes. A current challenge in the field is to translate new and emerging knowledge about different pathobiologic mechanisms in asthma into patient-specific therapies, with the ultimate goal of modifying the natural history of disease. Here we describe the Precision Interventions for Severe and/or Exacerbation Prone Asthma (PrecISE) Network, a groundbreaking collaborative effort of asthma researchers and biostatisticians from around the U.S. The PrecISE Network was designed to conduct phase II/proof of concept clinical trials of precision interventions in the severe asthma population, and is supported by the National Heart Lung and Blood Institute of the National Institutes of Health. Using an innovative adaptive platform trial design, the Network will evaluate up to six interventions simultaneously in biomarker-defined subgroups of subjects. We review the development and organizational structure of the Network, and choice of interventions being studied. We hope that the PrecISE Network will enhance our understanding of asthma subtypes and accelerate the development of therapeutics for of severe asthma

    The noise-lovers: cultures of speech and sound in second-century Rome

    This chapter provides an examination of an ideal of the ‘deliberate speaker’, who aims to reflect time, thought, and study in his speech. In the Roman Empire, words became a vital tool for creating and defending in-groups, and orators and authors in both Latin and Greek alleged, by contrast, that their enemies produced babbling noise rather than articulate speech. In this chapter, the ideal of the deliberate speaker is explored through the works of two very different contemporaries: the African-born Roman orator Fronto and the Syrian Christian apologist Tatian. Despite moving in very different circles, Fronto and Tatian both express their identity and authority through an expertise in words, in strikingly similar ways. The chapter ends with a call for scholars of the Roman Empire to create categories of analysis that move across different cultural and linguistic groups.     Medication reminding activity analyzer for guided independent living environments (MRAAGILE): Implementing Motion Dependent Medication Reminders

    The MRAAGILE is a device designed to monitor and reinforce medication consumption as well as promote a healthy daily regimen for those who choose to live independently. The device provides interactive reminder messages to inspire the user to follow directives. The purpose of this is to implement motion detection following a reminder to determine whether the user is responding. The device will receive instructions from the user manually on the device or by using a bluetooth wireless link to transmit the times for which medication is to be taken. After reminders are set, the mobile device will continue to function until the first reminder time is reached. A message will be played. If motion is detected, it will serve as an indicator that the message was acknowledged. If not, it will trigger an alarm to remind the user to complete the action. The alarm will deactivate once motion is detected. This device will be useful for increasing the independence for older adults who live in the community as well as assistive living environments
