Nipped in the Budd? Assessing the wisdom of the Gambling Review Bodyâs recommendations in relation to problem gambling
The convening of the Gambling Review Body (the âReview Bodyâ), between 2000 and 2001 was the most recent attempt by the British Government to consider fully policy objectives for the operation of its licensed gambling market. It followed in a tradition of comprehensive Government-sponsored reviews of gambling (carried out in the twentieth century by Royal Commissions) approximately every 20 to 25 years. The publication of its report in 2001 had a strong influence on the drafting of the Gambling Act 2005 (the â2005 Actâ), Britainâs principal piece of gambling legislation.
In 2019, Britainâs gambling laws are under review once more. The Labour Party (at the date of writing, the principal political party of Opposition) has set out plans for âa new Gambling Act that is fit for the digital ageâ ; while the House of Lords has approved a special inquiry committee on the ââSocial and Economic consequences of the gambling industry â.
Against this backdrop, there may be merit in revisiting Budd.
This essay considers two of the Budd Reportâs key aims â the protection of vulnerable people and the protection of children[1]. It reviews those recommendations that were explicitly directed towards harm prevention; as well as a number of broader proposals which have clear relevance to the subject. This essay reviews Buddâs recommendations from 2001 against subsequent events â and in particular asks the question of whether the report contributed to the development of future regulatory problems and political controversies
Diversifying AI: Towards Creative Chess with AlphaZero
In recent years, Artificial Intelligence (AI) systems have surpassed human
intelligence in a variety of computational tasks. However, AI systems, like
humans, make mistakes, have blind spots, hallucinate, and struggle to
generalize to new situations. This work explores whether AI can benefit from
creative decision-making mechanisms when pushed to the limits of its
computational rationality. In particular, we investigate whether a team of
diverse AI systems can outperform a single AI in challenging tasks by
generating more ideas as a group and then selecting the best ones. We study
this question in the game of chess, the so-called drosophila of AI. We build on
AlphaZero (AZ) and extend it to represent a league of agents via a
latent-conditioned architecture, which we call AZ_db. We train AZ_db to
generate a wider range of ideas using behavioral diversity techniques and
select the most promising ones with sub-additive planning. Our experiments
suggest that AZ_db plays chess in diverse ways, solves more puzzles as a group
and outperforms a more homogeneous team. Notably, AZ_db solves twice as many
challenging puzzles as AZ, including the challenging Penrose positions. When
playing chess from different openings, we notice that players in AZ_db
specialize in different openings, and that selecting a player for each opening
using sub-additive planning results in a 50 Elo improvement over AZ. Our
findings suggest that diversity bonuses emerge in teams of AI agents, just as
they do in teams of humans and that diversity is a valuable asset in solving
computationally hard problems
More Connecting with Less Boundaries: The Ontario Consortium of Undergraduate Biology Educators (oCUBE) Model
Founded in 2009, the Ontario Consortium of Undergraduate Biology Educators (oCUBE) is an enthusiastic community of practice dedicated to enhancing the quality and experience of undergraduate biology education within Ontario universities. This consortium has grown since its inception and now supports knowledge mobilization between educators across 17 Ontario universities and colleges. Educators from diverse fields share best practices related to teaching and learning, discuss common issues such as curriculum innovation, provide supportive mentorship for new, future, and experienced faculty, and collaborate on research projects. Communication occurs via monthly online conferencing meetings, a wiki website, monthly newsletters, one-on-one interactions, and an annual UnConference (1,2). In this workshop, participants will experience the interactive UnConference format that oCUBE uses to facilitate our meetings. We will then engage the participants in an interactive simulation of the oCUBE UnConference model by inviting them to provide and select topics/questions for potential discussion , facilitate brief sessions, and scribe outcomes. By the end of the workshop, we hope that those in attendance will have gained resources that will allow them to implement our oCUBE multi-interactive model in order to facilitate knowledge mobilization and foster professional development.

POTENTIAL ENHANCEMENTS TO NATURAL ATTENUATION: LINES OF INQUIRY SUPPORTING ENHANCED PASSIVE REMEDIATION OF CHLORINATED SOLVENTS
The Department of Energy (DOE) is sponsoring an initiative to facilitate efficient, effective and responsible use of Monitored Natural Attenuation (MNA) and Enhanced Passive Remediation (EPR) for chlorinated solvents. This Office of Environmental Management (EM) ''Alternative Project,'' focuses on providing scientific and policy support for MNA/EPR. A broadly representative working group of scientists supports the project along with partnerships with regulatory organizations such as the Interstate Technology and Regulatory Council and the U.S. Environmental Protection Agency (EPA). The initial product of the technical working group was a summary report that articulated the conceptual approach and central scientific tenants of the project, and that identified a prioritized listing of technical targets for field research. This report documented the process in which: (1) scientific ground rules were developed, (2) lines of inquiry were identified and then critically evaluated, (3) promising applied research topics were highlighted in the various lines of inquiry, and (4) these were discussed and prioritized. The summary report will serve as a resource to guide management and decision-making throughout the period of the subject MNA/EPR Alternative Project. To support and more fully document the information presented in the summary report, we are publishing a series of supplemental documents that present the full texts from the technical analyses within the various lines of inquiry (see listing). The following report - documenting our evaluation of the state of the science of the characterization and monitoring process and tools-- is one of those supplemental documents
Effects of antiplatelet therapy on stroke risk by brain imaging features of intracerebral haemorrhage and cerebral small vessel diseases: subgroup analyses of the RESTART randomised, open-label trial
Background
Findings from the RESTART trial suggest that starting antiplatelet therapy might reduce the risk of recurrent symptomatic intracerebral haemorrhage compared with avoiding antiplatelet therapy. Brain imaging features of intracerebral haemorrhage and cerebral small vessel diseases (such as cerebral microbleeds) are associated with greater risks of recurrent intracerebral haemorrhage. We did subgroup analyses of the RESTART trial to explore whether these brain imaging features modify the effects of antiplatelet therapy
Male gays in the female gaze: women who watch m/m pornography
This paper draws on a piece of wide-scale mixed-methods research that examines the motivations behind women who watch gay male pornography. To date there has been very little interdisciplinary research investigating this phenomenon, despite a recent survey by PornHub (one of the largest online porn sites in the world) showing that gay male porn is the second most popular choice for women porn users out of 25+ possible genre choices. While both academic literature and popular culture have looked at the interest that (heterosexual) men have in lesbian pornography, considerably less attention has been paid to the consumption of gay male pornography by women. Research looking at women's consumption of pornography from within the Social Sciences is very focused around heterosexual (and, to a lesser extent, lesbian) pornography. Research looking more generally at gay pornography/erotica (and the subversion of the âmale gazeâ/concept of âmale as erotic objectâ) often makes mention of female interest in this area, but only briefly, and often relies on anecdotal or observational evidence. Research looking at women's involvement in slashfic (primarily from within media studies), while very thorough and rich, tends to view slash writing as a somewhat isolated phenomenon (indeed, in her influential article on women's involvement in slash, Bacon-Smith talks about how âonly a small numberâ of female slash writers and readers have any interest in gay literature or pornography more generally, and this phenomenon is not often discussed in more recent analyses of slash); so while there has been a great deal of very interesting research done in this field, little attempt has been made to couch it more generally within women's consumption and use of pornography and erotica or to explore what women enjoy about watching gay male pornography. Through a series of focus groups, interviews, and an online questionnaire (n = 275), this exploratory piece of work looks at what women enjoy about gay male pornography, and how it sits within their consumption of erotica/pornography more generally. Counseling and surveillance of obstetric risks for female childhood, adolescent, and young adult cancer survivors: recommendations from the International Late Effects of Childhood Cancer Guideline Harmonization Group
Female childhood, adolescent, and young adult cancer survivors have an increased risk of adverse pregnancy outcomes related to their cancer- or treatment-associated sequelae. Optimal care for childhood, adolescent, and young adult cancer survivors can be facilitated by clinical practice guidelines that identify specific adverse pregnancy outcomes and the clinical characteristics of at-risk subgroups. However, national guidelines are scarce and vary in content. Here, the International Late Effects of Childhood Cancer Guideline Harmonization Group offers recommendations for the counseling and surveillance of obstetrical risks of childhood, adolescent, and young adult survivors. A systematic literature search in MEDLINE database (through PubMed) to identify all available evidence published between January 1990 and December 2018. Published articles on pregnancy and perinatal or congenital risks in female cancer survivors were screened for eligibility. Study designs with a sample size larger than 40 pregnancies in childhood, adolescent, and young adult cancer survivors (diagnosed before the age of 25 years, not pregnant at that time) were eligible. This guideline from the International Late Effects of Childhood Cancer Guideline Harmonization Group systematically appraised the quality of available evidence for adverse obstetrical outcomes in childhood, adolescent, and young adult cancer survivors using Grading of Recommendations Assessment, Development, and Evaluation methodology and formulated recommendations to enhance evidence-based obstetrical care and preconception counseling of female childhood, adolescent, and young adult cancer survivors. Healthcare providers should discuss the risk of adverse obstetrical outcomes based on cancer treatment exposures with all female childhood, adolescent, and young adult cancer survivors of reproductive age, before conception. Healthcare providers should be aware that there is no evidence to support an increased risk of giving birth to a child with congenital anomalies (high-quality evidence). Survivors treated with radiotherapy to volumes exposing the uterus and their healthcare providers should be aware of the risk of adverse obstetrical outcomes such as miscarriage (moderate-quality evidence), premature birth (high-quality evidence), and low birthweight (high-quality evidence); therefore, high-risk obstetrical surveillance is recommended. Cardiomyopathy surveillance is reasonable before pregnancy or in the first trimester for all female survivors treated with anthracyclines and chest radiation. Female cancer survivors have increased risks of premature delivery and low birthweight associated with radiotherapy targeting the lower body and thereby exposing the uterus, which warrant high-risk pregnancy surveillance

Global patient outcomes after elective surgery: prospective cohort study in 27 low-, middle- and high-income countries.
BACKGROUND: As global initiatives increase patient access to surgical treatments, there remains a need to understand the adverse effects of surgery and define appropriate levels of perioperative care. METHODS: We designed a prospective international 7-day cohort study of outcomes following elective adult inpatient surgery in 27 countries. The primary outcome was in-hospital complications. Secondary outcomes were death following a complication (failure to rescue) and death in hospital. Process measures were admission to critical care immediately after surgery or to treat a complication and duration of hospital stay. A single definition of critical care was used for all countries. RESULTS: A total of 474 hospitals in 19 high-, 7 middle- and 1 low-income country were included in the primary analysis. Data included 44Â 814 patients with a median hospital stay of 4 (range 2-7) days. A total of 7508 patients (16.8%) developed one or more postoperative complication and 207 died (0.5%). The overall mortality among patients who developed complications was 2.8%. Mortality following complications ranged from 2.4% for pulmonary embolism to 43.9% for cardiac arrest. A total of 4360 (9.7%) patients were admitted to a critical care unit as routine immediately after surgery, of whom 2198 (50.4%) developed a complication, with 105 (2.4%) deaths. A total of 1233 patients (16.4%) were admitted to a critical care unit to treat complications, with 119 (9.7%) deaths. Despite lower baseline risk, outcomes were similar in low- and middle-income compared with high-income countries. CONCLUSIONS: Poor patient outcomes are common after inpatient surgery. Global initiatives to increase access to surgical treatments should also address the need for safe perioperative care. STUDY REGISTRATION: ISRCTN5181700
Search for dark matter produced in association with bottom or top quarks in âs = 13 TeV pp collisions with the ATLAS detector
A search for weakly interacting massive particle dark matter produced in association with bottom or top quarks is presented. Final states containing third-generation quarks and miss- ing transverse momentum are considered. The analysis uses 36.1 fbâ1 of protonâproton collision data recorded by the ATLAS experiment at âs = 13 TeV in 2015 and 2016. No significant excess of events above the estimated backgrounds is observed. The results are in- terpreted in the framework of simplified models of spin-0 dark-matter mediators. For colour- neutral spin-0 mediators produced in association with top quarks and decaying into a pair of dark-matter particles, mediator masses below 50 GeV are excluded assuming a dark-matter candidate mass of 1 GeV and unitary couplings. For scalar and pseudoscalar mediators produced in association with bottom quarks, the search sets limits on the production cross- section of 300 times the predicted rate for mediators with masses between 10 and 50 GeV and assuming a dark-matter mass of 1 GeV and unitary coupling. Constraints on colour- charged scalar simplified models are also presented. Assuming a dark-matter particle mass of 35 GeV, mediator particles with mass below 1.1 TeV are excluded for couplings yielding a dark-matter relic density consistent with measurements
