    Stakeholder Voice in Water Resource Planning

    Stakeholder engagement for natural resource management at the state and local levels has become an important governance practice. This study examines the association of individual traits (aggressive communication, comfort with technology, and argumentativeness) with stakeholder participant voice in a water basin planning virtual meeting setting. Individual participants of the Edisto River Basin Council (RBC) meetings are the subject of the study. South Carolina decentralized water planning to the river basin level, creating RBCs and appointing interested and relevant stakeholders as members. While the river basin planning process did not envisage virtual (Zoom) meetings for the regular meetings of the RBC, the COVID pandemic required this to begin the planning process. Moreover, meeting participants possess diverse interests, powers, and individual traits that may affect the use of voice and engagement. There is well-established literature on stakeholder participation in resource planning. However, there are gaps in the literature regarding use of voice in virtual meeting settings in water resources planning, especially in settings like water-abundant areas in the Southeastern United States. Using the Edisto RBC as a pilot basin and quantitative surveys, preliminary results found that while RBC participants were on average comfortable with technology, they generally avoided conflict, they exhibited average communication apprehension in a meeting environment, and virtual meetings appear to limit participant’s use of voice. Consequently, meeting planners must recognize that not all participants express themselves optimally in virtual meeting settings. In this vein, planners must work to develop opportunities for as much active engagement and sharing as possible

    Numerical model simulation of the Saharan dust event of 6–11 March 2006 using the Regional Climate Model version 3 (RegCM3)

    The Sahara desert is the world's primary source of mineral dust aerosols and is known to be an important but poorly understood component of the climate system. Climate models which incorporate dust modules have the potential to improve our understanding of the climate impacts of dust. In this study, the performance of the Regional Climate Model version 3 (RegCM3) with an active dust scheme is evaluated, using a major dust event of 6-11 March 2006 as a test case. To account for the distribution of preferential dust source regions, soil texture characteristics were modified in dust source regions identified from long-term SEVIRI satellite data. The dust event was associated with a pronounced cold outbreak of midlatitude air over the northern Sahara which produced anomalously strong northerly winds, which propagated from west to east over the Sahara during the study period. This resulted in dust mobilization from multiple dust sources across the domain. RegCM3 represents the space/time structure of near-surface meteorology well, although surface winds are underestimated in absolute terms. The experiment in which soils are modified provides a better representation of local dust sources and emission and resulting atmospheric optical thickness (AOT). In this experiment, model simulated dust flux exported from the Sahara to the Sahel and the tropical east Atlantic is estimated as 1.9 Tg d(-1). The dust event had a profound impact on the surface solar radiation budget of similar to-140 W m(-2) per unit AOT (domain average). The shortwave radiative effect at the top of the atmosphere is similar to-10 W m(-2) per unit AOT over the study domain. However, this is strongly dependent on surface albedo. The results also highlight how errors in model simulated circulation lead to errors in the position of the dust plume

    Performance of the CMS Cathode Strip Chambers with Cosmic Rays

    The Cathode Strip Chambers (CSCs) constitute the primary muon tracking device in the CMS endcaps. Their performance has been evaluated using data taken during a cosmic ray run in fall 2008. Measured noise levels are low, with the number of noisy channels well below 1%. Coordinate resolution was measured for all types of chambers, and fall in the range 47 microns to 243 microns. The efficiencies for local charged track triggers, for hit and for segments reconstruction were measured, and are above 99%. The timing resolution per layer is approximately 5 ns

    Performance and Operation of the CMS Electromagnetic Calorimeter

    The operation and general performance of the CMS electromagnetic calorimeter using cosmic-ray muons are described. These muons were recorded after the closure of the CMS detector in late 2008. The calorimeter is made of lead tungstate crystals and the overall status of the 75848 channels corresponding to the barrel and endcap detectors is reported. The stability of crucial operational parameters, such as high voltage, temperature and electronic noise, is summarised and the performance of the light monitoring system is presented

    A Novel Sperm-Delivered Toxin Causes Late-Stage Embryo Lethality and Transmission Ratio Distortion in C. elegans

    The evolutionary fate of an allele ordinarily depends on its contribution to host fitness. Occasionally, however, genetic elements arise that are able to gain a transmission advantage while simultaneously imposing a fitness cost on their hosts. We previously discovered one such element in C. elegans that gains a transmission advantage through a combination of paternal-effect killing and zygotic self-rescue. Here we demonstrate that this element is composed of a sperm-delivered toxin, peel-1, and an embryo-expressed antidote, zeel-1. peel-1 and zeel-1 are located adjacent to one another in the genome and co-occur in an insertion/deletion polymorphism. peel-1 encodes a novel four-pass transmembrane protein that is expressed in sperm and delivered to the embryo via specialized, sperm-specific vesicles. In the absence of zeel-1, sperm-delivered PEEL-1 causes lethal defects in muscle and epidermal tissue at the 2-fold stage of embryogenesis. zeel-1 is expressed transiently in the embryo and encodes a novel six-pass transmembrane domain fused to a domain with sequence similarity to zyg-11, a substrate-recognition subunit of an E3 ubiquitin ligase. zeel-1 appears to have arisen recently, during an expansion of the zyg-11 family, and the transmembrane domain of zeel-1 is required and partially sufficient for antidote activity. Although PEEL-1 and ZEEL-1 normally function in embryos, these proteins can act at other stages as well. When expressed ectopically in adults, PEEL-1 kills a variety of cell types, and ectopic expression of ZEEL-1 rescues these effects. Our results demonstrate that the tight physical linkage between two novel transmembrane proteins has facilitated their co-evolution into an element capable of promoting its own transmission to the detriment of organisms carrying it

    The study of the collapse of past societies raises many questions for the theory and practice of archaeology. Interest in collapse extends as well into the natural sciences and environmental and sustainability policy. Despite a range of approaches to collapse, the predominant paradigm is environmental collapse, which I argue obscures recognition of the dynamic role of social processes that lie at the heart of human communities. These environmental discourses, together with confusion over terminology and the concepts of collapse, have created widespread aporia about collapse and resulted in the creation of mixed messages about complex historical and social processes

    The Seventeenth Data Release of the Sloan Digital Sky Surveys: Complete Release of MaNGA, MaStar and APOGEE-2 Data

    This paper documents the seventeenth data release (DR17) from the Sloan Digital Sky Surveys; the fifth and final release from the fourth phase (SDSS-IV). DR17 contains the complete release of the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey, which reached its goal of surveying over 10,000 nearby galaxies. The complete release of the MaNGA Stellar Library (MaStar) accompanies this data, providing observations of almost 30,000 stars through the MaNGA instrument during bright time. DR17 also contains the complete release of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) survey which publicly releases infra-red spectra of over 650,000 stars. The main sample from the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), as well as the sub-survey Time Domain Spectroscopic Survey (TDSS) data were fully released in DR16. New single-fiber optical spectroscopy released in DR17 is from the SPectroscipic IDentification of ERosita Survey (SPIDERS) sub-survey and the eBOSS-RM program. Along with the primary data sets, DR17 includes 25 new or updated Value Added Catalogs (VACs). This paper concludes the release of SDSS-IV survey data. SDSS continues into its fifth phase with observations already underway for the Milky Way Mapper (MWM), Local Volume Mapper (LVM) and Black Hole Mapper (BHM) surveys
