    Applying welfare science to cetacean strandings : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Zoology at Massey University, Albany, New Zealand

    Animal welfare science can provide critical knowledge to inform ethical wildlife management and human intervention efforts. Despite live stranding events being recognised by the International Whaling Commission as a major welfare concern for free-ranging cetaceans, little research has to date, been conducted on stranded cetacean welfare. Live cetacean stranding events offer a quintessential exemplar of wildlife management, where assessment or integration of welfare has been limited in the decision-making process. This thesis contributes new understanding of how welfare science can be applied to cetacean stranding events to inform decision-making processes. Here, the first welfare-centric data regarding live stranded cetaceans is presented. Specifically, this research presents novel contributions to science via: (1) conceptualisation of stranded cetacean welfare and survival likelihood; (2) recognition of key knowledge gaps and concerns that must be addressed to ensure optimal welfare and survival likelihood outcomes; (3) identification of potential valuable and practical indicators for assessing stranded cetacean welfare and survival likelihood; (4) evidenced feasibility of welfare indicator application to live cetacean stranding events; (5) incorporation of indicators to undertake holistic welfare assessments; (6) identification of potential welfare implications of strandings management, including efficacy of euthanasia; and (7) provision of key recommendations and requirements to ensure humane end-of-life outcomes for non-viable stranded cetaceans. This thesis documents inextricable links between animal welfare and survival likelihood of stranded cetaceans and demonstrates a clear need for integration of welfare science alongside conservation biology at live stranding events. Systematic, standardised data collection and welfare-centric assessment of stranded cetaceans can, if applied scientifically, inform intervention decisions, to ensure consistent guidance and improve strandings management to safeguard humane outcomes for affected cetaceans. Collectively, this research provides a significant contribution to the current scientific understanding of stranded cetacean welfare, by providing key knowledge required for the development of a welfare assessment framework that can support decision-making at stranding events

Ecosphere, 10(3), (2019):e02610, doi:10.1002/ecs2.2610.Capture–mark–recapture methods have been extensively used to estimate abundance, demography, and life history parameters of populations of several taxa. However, the high mobility of many species means that dedicated surveys are logistically complicated and expensive. Use of opportunistic data may be an alternative, if modeling takes into account the inevitable heterogeneity in capture probability from imperfect detection and incomplete sampling, which can produce significant bias in parameter estimates. Here, we compare covariate‐based open Jolly‐Seber models (POPAN) and multi‐state open robust design (MSORD) models to estimate demographic parameters of the sperm whale population summering in the Azores, from photo‐identification data collected opportunistically by whale‐watching operators and researchers. The structure of the MSORD also allows for extra information to be obtained, estimating temporary emigration and improving precision of estimated parameters. Estimates of survival from both POPAN and MSORD were high, constant, and very similar. The POPAN model, which partially accounted for heterogeneity in capture probabilities, estimated an unbiased super‐population of ~1470 whales, with annual abundance showing a positive trend from 351 individuals (95% CI: 234–526) in 2010 to 718 (95% CI: 477–1082) in 2015. In contrast, estimates of abundance from MSORD models that explicitly incorporated imperfect detection due to temporary emigration were less biased, more precise, and showed no trend over years, from 275 individuals (95% CI: 188–404) in 2014 to 367 (95% CI: 248–542) in 2012. The MSORD estimated short residence time and an even‐flow temporary emigration, meaning that the probability of whales emigrating from and immigrating to the area was equal. Our results illustrate how failure to account for transience and temporary emigration can lead to biased estimates and trends in abundance, compromising our ability to detect true population changes. MSORD models should improve inferences of population dynamics, especially when capture probability is low and highly variable, due to wide‐ranging behavior of individuals or to non‐standardized sampling. Therefore, these models should provide less biased estimates and more accurate assessments of uncertainty that can inform management and conservation measures.We acknowledge IFAW for providing photo‐identification data from the early period of the study (1987–1993), Biosphere Expeditions and clients of Whale Watch Azores for making data collection possible.     Association between rheumatoid arthritis disease activity, progression of functional limitation and long-term risk of orthopaedic surgery : Combined analysis of two prospective cohorts supports EULAR treat to target DAS thresholds

    Objectives: To examine the association between disease activity in early rheumatoid arthritis (RA), functional limitation and long-term orthopaedic episodes. Methods: Health Assessment Questionnaire (HAQ) disability scores were collected from two longitudinal early RA inception cohorts in routine care; Early Rheumatoid Arthritis Study and Early Rheumatoid Arthritis Network from 1986 to 2012. The incidence of major and intermediate orthopaedic surgical episodes over 25 years was collected from national data sets. Disease activity was categorised by mean disease activity score (DAS28) annually between years 1 and 5; remission (RDAS≀2.6), low (LDAS>2.6-3.2), low-moderate (LMDAS≄3.2-4.19), high-moderate (HMDAS 4.2-5.1) and high (HDAS>5.1). Results: Data from 2045 patients were analysed. Patients in RDAS showed no HAQ progression over 5 years, whereas there was a significant relationship between rising DAS28 category and HAQ at 1 year, and the rate of HAQ progression between years 1 and 5. During 27 986 person-years follow-up, 392 intermediate and 591 major surgeries were observed. Compared with the RDAS category, there was a significantly increased cumulative incidence of intermediate surgery in HDAS (OR 2.59 CI 1.49 to 4.52) and HMDAS (OR 1.8 CI 1.05 to 3.11) categories, and for major surgery in HDAS (OR 2.48 CI 1.5 to 4.11), HMDAS (OR 2.16 CI 1.32 to 3.52) and LMDAS (OR 2.07 CI 1.28 to 3.33) categories. There was no significant difference in HAQ progression or orthopaedic episodes between RDAS and LDAS categories. Conclusions: There is an association between disease activity and both poor function and long-term orthopaedic episodes. This illustrates the far from benign consequences of persistent moderate disease activity, and supports European League Against Rheumatism treat to target recommendations to secure low disease activity or remission in all patients.Peer reviewedFinal Published versio

    Site use and connectivity of female grey seals (Halichoerus grypus) around Wales

NRW funded survey work by MB, LM, SW and PS; contracted LH for survey design, software development and data management; IL and PP for work related to the production of this manuscript.Grey seals (Halichoerus grypus) are a qualifying feature of three special areas of conservation (SACs) in Wales, yet relatively little is known of their site use along this coastline. Since 1992, many individuals and organisations have contributed to a grey seal photographic identification database held by Natural Resources Wales, which is one of the largest and oldest of its kind, providing key information from grey seal haul-out sites around the Celtic and Irish Seas. Here, we investigated spatial connectivity of haul-out sites and fidelity of adult females to breeding sites. The minimum number of adult female grey seals using the area between 1992 and 2016 was 2688. Individual capture histories and relative spatial transition probabilities (Pij) between pairs of location groups were calculated. Adjacent locations were highly connected (e.g. Lleyn Peninsula and Bardsey, Pij = 0.7) but connections spanned the entire region, up to 230 km apart (e.g. Skomer and Dee Estuary, Pij = 0.004). Resights were recorded within SACs (e.g. Lleyn Peninsula and Bardsey [Lleyn Peninsula and the Sarnau SAC], Pij = 0.7), between SACs (e.g. Bardsey and Skomer [Pembrokeshire Marine], Pij = 0.03), between SACs and non-designated areas (e.g. Skerries and Bardsey, Pij = 0.09) and between sites outside any protected area (e.g. Dee Estuary and Anglesey, Pij = 0.5). While inter-annual fidelity to breeding sites was high (Pij = 0.82–1), individual female grey seals moved throughout the region. This evidence of extensive site use beyond protected areas is important for the management and conservation of grey seals around Wales.Publisher PDFPeer reviewe

    Effects of ocean sprawl on ecological connectivity: impacts and solutions

    The growing number of artificial structures in estuarine, coastal and marine environments is causing “ocean sprawl”. Artificial structures do not only modify marine and coastal ecosystems at the sites of their placement, but may also produce larger-scale impacts through their alteration of ecological connectivity - the movement of organisms, materials and energy between habitat units within seascapes. Despite the growing awareness of the capacity of ocean sprawl to influence ecological connectivity, we lack a comprehensive understanding of how artificial structures modify ecological connectivity in near- and off-shore environments, and when and where their effects on connectivity are greatest. We review the mechanisms by which ocean sprawl may modify ecological connectivity, including trophic connectivity associated with the flow of nutrients and resources. We also review demonstrated, inferred and likely ecological impacts of such changes to connectivity, at scales from genes to ecosystems, and potential strategies of management for mitigating these effects. Ocean sprawl may alter connectivity by: (1) creating barriers to the movement of some organisms and resources - by adding physical barriers or by modifying and fragmenting habitats; (2) introducing new structural material that acts as a conduit for the movement of other organisms or resources across the landscape; and (3) altering trophic connectivity. Changes to connectivity may, in turn, influence the genetic structure and size of populations, the distribution of species, and community structure and ecological functioning. Two main approaches to the assessment of ecological connectivity have been taken: (1) measurement of structural connectivity - the configuration of the landscape and habitat patches and their dynamics; and (2) measurement of functional connectivity - the response of organisms or particles to the landscape. Our review reveals the paucity of studies directly addressing the effects of artificial structures on ecological connectivity in the marine environment, particularly at large spatial and temporal scales. With the ongoing development of estuarine and marine environments, there is a pressing need for additional studies that quantify the effects of ocean sprawl on ecological connectivity. Understanding the mechanisms by which structures modify connectivity is essential if marine spatial planning and eco-engineering are to be effectively utilised to minimise impacts

    Adding Spice to the Porridge: The development of a synthetic cannabinoid market in an English prison.

    In 2014, the annual report of the Her Majesty's Chief Inspector of Prisons (HMIP) for England and Wales raised concerns regarding New Psychoactive Substance (NPS) use in custody, specifically the consumption of synthetic cannabinoids. To date, however, the use of these substances in prison populations, and the markets that have emerged to facilitate it, have been under-researched.Our research was conducted in an English adult male prison using multi-method techniques. These included: in-depth interviews and focus groups with prison staff and prisoners; observations of prisoner-led focus groups, workshops and restorative justice circles involving discussion of synthetic cannabinoid use and markets; and analysis of routinely collected prison data measuring drug seizures, incidents of violence and incidents of self-harm.The findings highlight: (1) the scale and nature of synthetic cannabinoid markets in a custodial setting and the motivations for establishing them; (2) the nature and motivations for synthetic cannabinoids use in prison; and (3) the impact synthetic cannabinoid markets in this setting have upon prisoners, the prison system and the wider criminal justice system. The policy implications of the stated motivations for use and reported problems are discussed in relation to both prison and community settings, and the recently implemented Psychoactive Substance Act (2016).The paper concludes that the rise in synthetic cannabinoid use in custody and the size of the drug market are posing significant challenges to the management of offenders; including healthcare, appropriate detection techniques, license recall and sanctions for both use and supply. We argue that the primary motivation for consumption in this setting is the avoidance of drug use detection, and that this is likely to supersede other motivations for consumption in the future. We propose a revision of the use of mandatory drug tests (MDTs) both in prisons and in the management of offenders in the community

    ASSESSING FINANCIAL HEALTH OF LOCAL GOVERNMENTS: GOING BEYOND ACCOUNTING STANDARDS : A COMPARATIVE STUDY BETWEEN FRANCE AND ITALY

The issue of fiscal sustainability has affected not only central governments but also – and in some instances with more severe impacts – local governments (LGs) especially in contexts with high autonomy. This has exacerbated, at both the operational and scientific level, the issue of having effective measurement systems and assessment methodologies to detect, and therefore to prevent, financial defaults. Accounting plays an important role to understand the financial health of local governments. Yet, not only the debate about which system of accounts is more suitable for this purpose is still open, but also the growing development of overlaps and linkages within governments and private-sector organizations to provide local services in the era of the so-called " network governance " (e.g., outsourcing, public-private partnership, and, in some countries, the increasing phenomenon of public owned enterprises) and the intertwining of fiscal rules provided by central governments as well as the differentiated effects of local economies have tangled further. Problem. A greater need for cross countries comparative financial health analysis has emerged for several years, not only to compare central governments, but also LGs, especially in those supra-national settings like the EU. The work on international accounting standards is a great move toward more accurate cross country comparisons. However, the cultural background, the risks and protections offered by each country to LGs may lead to different financial health analysis's objectives and to various methodologies and focuses, that cannot be taken into account by accounting standards only. Objective. The paper offers to identify and discuss practitioners' visions of LGs' financial health and their objectives when assessing LGs' financial health. What do they consider to be a " bad financial situation " ? It aims at understanding the perceived influence of national environment (legislation, accounting reliability, LG perimeter
) on financial analysis objectives and methods, and operates a comparison of Italian and French situation on these issues. Method. To do so, we use a qualitative methodology. Several practitioners in France and in Italy will be interviewed: financial managers in local governments, public auditors and bankers that work in the context of LGs' economies (factoring services to LGs' providers, dealer of LGs' bonds, borrowing to LGs). The content of interviews will be analyzed through a thematic analysis. The main themes that will emerge in France and Italy will be compared and discussed. The qualitative methodology aims at identifying the practitioners' views, without measuring their representativeness. How LGs' " financial health " and " financial risk " is shaped, the methodology used to assess financial health, and issues such as LG perimeter, accounting reliability and country specificities will be discussed. Originality and value. The study aims at giving an overview of elements that should be taken into account for cross cultural financial health analysis, beyond issues of accounting harmonization. Usual cross cultural financial analysis methods neglects differences in risk vision, and in LG's perimeter.
