    Democracy and Digital Authoritarianism: An Assessment of the EU’s External Engagement in the Promotion and Protection of Internet Freedom. College of Europe EU Diplomacy Paper 01/2020

    The past decade has seen a gradual global increase in digital authoritarianism. Internet shutdowns, online censorship, mass surveillance and violations of privacy rights have all become more frequent in parts of the world where citizens are not guaranteed sufficient digital rights. The task of defending, promoting and protecting internet freedom is becoming increasingly relevant for the European Union (EU) − for internal digital and cybersecurity policies as well as for the EU’s external promotion of democracy and human rights. Whilst much has been written about the various internal policies which establish and protect internet freedom within the European Union and its member states, the EU’s external engagement in this field remains critically under-researched. To what extent does the EU engage externally in the promotion and protection of internet freedom? This paper answers this question by covering a wide variety of policy fields including human rights and democracy promotion, digital policy, enlargement and neighbourhood policy, development cooperation and trade policy. Whereas the EU faces a limited opportunity to shape global norms with regard to internet freedom or to change the course of digitally authoritarian states, it has demonstrated several strengths which deserve not to be overlooked. These include, for example, the externalisation of internal data protection and policies and the provision of direct support and protection for civil society. Despite facing significant obstacles, the promotion and protection of internet freedom has become an important area of the EU’s external action which is only set to become more relevant in the coming years

    Discrete-event simulation of process control in low volume high value industries

    This paper presents a new method of process control for set-up dominant processes. This new method known as Set-up Process Algorithm (SUPA) was compared with existing industrial practices and statistical techniques in the literature. To test the method’s robustness, a generic discrete-event simulation model was built. This model was used to test four different statistical approaches to process control. It was concluded that SUPA offers a method of process control for set-up dominant processes, which is easier to apply than classically derived SPC approaches, by using simple rules and a traffic light system based on design specification. Simulation analysis shows that SUPA: is more sensitive, at detecting an incapable process as it will monitor more units when a process is less capable; is more sensitive than PRE-Control at detecting mean shifts in a process. SUPA is also a nonparametric methodology and therefore robust against processes with non-Gaussian distributions

    Pre-Registration Students Reactions To Simulation As An Education Approach Within An Operating Department Practitioner Curriculum – A Qualitative Review

    Background The Operating Department Practitioner (ODP) is a key member of the perioperative multidisciplinary health care team in the United Kingdom. To effectively prepare students for this challenging role, simulated learning and assessment is increasingly being built into the ODP curriculum. Owing to a paucity of evidence, a pilot study was undertaken to explore ODP students' experiences and emotional responses to simulation teaching and assessment strategies. Methods A phenomenological qualitative approach using a semistructured focus-group interview, using a purposive sample (n = 5) of ODP students, was conducted and followed up by a questionnaire. Analysis was informed by Braun and Clarke's thematic approach. Results Key findings identified included: emotional responses, learning styles, authenticity, and assessment preparation. Conclusion ODP students responded positively to simulated learning strategies with emphasis to increase the frequency and their exposure to normalize simulated assessment. It is essential, however, to ensure simulation has clinical relevance and authenticity

    Intraosseous vascular access in critically ill adults-a review of the literature

    Aim & objectives. This literature review aim is to present a detailed investigation critiquing contemporary practices of intraosseous vascular access in adult patients. Specific objectives identified led to the exploration of clinical contexts, IO device/s and anatomical sites; education and training requirements; implications and recommendations for emergency healthcare practice and any requirements for further research. Background. The intraosseous route is an established method of obtaining vascular access in children in acute and emergency situations and is now increasingly being used in adults as an alternative to intravenous access, yet a paucity of evidence exists regarding its use, effectiveness and implementation. Search strategies. An exploratory literature review was undertaken in acknowledgement of the broad and complex nature of the project aim. Five electronic search engines were examined iteratively from June 2013 to February 2014. The search terms were ‘intraosseous’ AND ‘adult’ which were purposely limited due to the exploratory nature of the review. Studies that met the inclusion criteria of primary research articles with adult focus, paediatric lead research were excluded. Primary research international also included. Secondary research, reviews, case reports, editorials and opinion papers were excluded. Conclusion. Intraosseous vascular access is considered an alternative vascular access route although debate considering the preferred anatomical site is ongoing. Documented practices are only established in pre-hospital and specialist Emergency Department settings, however variety exists in policy and actual practice. Achieving insertion competence is relatively uncomplicated following minimal preparation although ongoing skill maintenance is less clear. Intraosseous vascular access is associated with minimal complications although pain is a significant issue for the conscious patient especially during fluid administration. Relevance to clinical practice. The intraosseous route is clearly a valuable alternative to problematic intravascular access. However further research, including cost effectiveness reviews, is required to gain clarity of whole acute care approaches

    DReAM: Dynamic Re-arrangement of Address Mapping to Improve the Performance of DRAMs

    The initial location of data in DRAMs is determined and controlled by the 'address-mapping' and even modern memory controllers use a fixed and run-time-agnostic address mapping. On the other hand, the memory access pattern seen at the memory interface level will dynamically change at run-time. This dynamic nature of memory access pattern and the fixed behavior of address mapping process in DRAM controllers, implied by using a fixed address mapping scheme, means that DRAM performance cannot be exploited efficiently. DReAM is a novel hardware technique that can detect a workload-specific address mapping at run-time based on the application access pattern which improves the performance of DRAMs. The experimental results show that DReAM outperforms the best evaluated address mapping on average by 9%, for mapping-sensitive workloads, by 2% for mapping-insensitive workloads, and up to 28% across all the workloads. DReAM can be seen as an insurance policy capable of detecting which scenarios are not well served by the predefined address mapping

    HAPPY: Hybrid Address-based Page Policy in DRAMs

    Memory controllers have used static page closure policies to decide whether a row should be left open, open-page policy, or closed immediately, close-page policy, after the row has been accessed. The appropriate choice for a particular access can reduce the average memory latency. However, since application access patterns change at run time, static page policies cannot guarantee to deliver optimum execution time. Hybrid page policies have been investigated as a means of covering these dynamic scenarios and are now implemented in state-of-the-art processors. Hybrid page policies switch between open-page and close-page policies while the application is running, by monitoring the access pattern of row hits/conflicts and predicting future behavior. Unfortunately, as the size of DRAM memory increases, fine-grain tracking and analysis of memory access patterns does not remain practical. We propose a compact memory address-based encoding technique which can improve or maintain the performance of DRAMs page closure predictors while reducing the hardware overhead in comparison with state-of-the-art techniques. As a case study, we integrate our technique, HAPPY, with a state-of-the-art monitor, the Intel-adaptive open-page policy predictor employed by the Intel Xeon X5650, and a traditional Hybrid page policy. We evaluate them across 70 memory intensive workload mixes consisting of single-thread and multi-thread applications. The experimental results show that using the HAPPY encoding applied to the Intel-adaptive page closure policy can reduce the hardware overhead by 5X for the evaluated 64 GB memory (up to 40X for a 512 GB memory) while maintaining the prediction accuracy
