    Energy demand for everyday mobility and domestic life: Exploring the justice implications

    The consumption of energy services for everyday mobility and domestic life is a fundamental pre-condition for participating in many contemporary societies, but it can also impact upon current and future generations in ways that raise questions of equity and fairness. Whilst the field of ‘energy justice’ has become more established in recent years, much work remains to be done to further this area of study. In this lead article for a Special Issue on ‘Energy demand for mobility and domestic life: new insights from energy justice’, we begin by outlining the many interlocking issues of (in)justice raised by energy consumption for mobility and domestic services, identifying gaps in the current literature. We then describe the articles within the Special Issue, discussing these in relation to three themes: uneven access to energy and transport services; the unequal burdens of low-carbon policies; and reducing energy demand and the good society. We conclude by highlighting potential directions for future research; for example, conceptualising ‘excessive’ consumption as an issue of (in)justice, and identifying low-energy social practices and arrangements that simultaneously contribute to human well-being

    Transport poverty and fuel poverty in the UK: From analogy to comparison

    The notion of ’fuel poverty’, referring to affordable warmth, underpins established research and policy agendas in the UK and has been extremely influential worldwide. In this context, British researchers, official policymaking bodies and NGOs have put forward the notion of ’transport poverty’, building on an implicit analogy between (recognised) fuel poverty and (neglected) transport affordability issues. However, the conceptual similarities and differences between ’fuel’ and ’transport’ poverty remain largely unaddressed in the UK. This paper systematically compares and contrasts the two concepts, examining critically the assumption of a simple equivalence between them. We illustrate similarities and differences under four headings: (i) negative consequences of lack of warmth and lack of access; (ii) drivers of fuel and transport poverty; (iii) definition and measurement; (iv) policy interventions. Our review suggests that there are important conceptual and practical differences between transport and domestic energy consumption, with crucial consequences for how affordability problems amongst households are to be conceptualised and addressed. In a context where transport and energy exhibit two parallel policy worlds, the analysis in the paper and these conclusions reinforce how and why these differences matter. As we embark on an ever closer union between our domestic energy and transport energy systems the importance of these contradictions will become increasingly evident and problematic. This work contributes to the long-term debate about how best to manage these issues in a radical energy transition that properly pays attention to issues of equity and affordability

    What is the state of the art in energy and transport poverty metrics? A critical and comprehensive review

    This review investigates the state of the art in metrics used in energy (or fuel) and transport poverty with a view to assessing how these overlapping concepts may be unified in their measurement. Our review contributes to ongoing debates over decarbonisation, a politically sensitive and crucial aspect of the energy transition, and one that could exacerbate patterns of inequality or vulnerability. Up to 125 million people across the European Union experience the effects of energy poverty in their daily lives. A more comprehensive understanding of the breadth and depth of these conditions is therefore paramount. This review assessed 1,134 articles and critically analysed a deeper sample of 93. In terms of the use of metrics, we find that multiple indicators are better than any single metric or composite. We find work remains to be conducted in the transport poverty sphere before energy poverty metrics can be fully unified with those of transport poverty, namely the stipulation of travel standards. Without such standards, our ability to unify the metrics of both fields and potentially alleviate both conditions simultaneously is limited. The difficulties in defining necessary travel necessitate the further use of vulnerability lenses and holistic assessments focused on energy and transport services

    Magic memories: young children's verbal recall after a 6-year delay

    This report describes the first prospective study specifically designed to assess children's verbal memory for a unique event 6years after it occurred. Forty-six 27- to 51-month-old children took part in a unique event and were interviewed about it twice, after 24-hr and 6-year delays. During the 6-year interview, 9 children verbally recalled the event, including 2 who were under 3years old when the event occurred. This may be the most convincing evidence to date that such early experiences can be verbally recalled after long delays. These data have important implications for current theories of memory development and childhood amnesia and underscore some of the problems associated with evaluating the veracity of early memories under less controlled conditions. © 2011 The Authors.     Energy poverty: Understanding and addressing systemic inequalities

    In this chapter I document the emergence of a socially systemic approach to understanding and addressing energy poverty. This approach, which has grown out of studies of the lived experience of energy poverty, understands energy poverty as a fundamentally social phenomenon, which has emerged from a range of policy agendas (energy, welfare, health, housing), and conceives of this systemically, emphasizing the multiple causal interconnections between a wide variety of drivers and outcomes of energy poverty. Here I characterize this socially systemic understanding, drawing on work on the lived experience of energy poverty in the UK, and the politics of energy poverty policy in a range of European nations. A socially systemic understanding of energy poverty has three key facets: (1) energy poverty has to be understood in the context of social, physical and technological conditions; (2) people's experiences are affected by intersecting challenges according to these conditions; and (3) the nature and the progression of these challenges is variable over time. This suggests a need for a politics of energy poverty that embraces the multi-dimensional experience of the energy poor, and that reaches beyond a narrowly focused energy poverty policy
