    For a representative democracy to function optimally, citizens from all walks of life should have equal chances to express their preferences through the electoral process. In practice, we know that the actual rate of electoral participation varies greatly depending on individual circumstances and social settings. Better off, better educated, non-Hispanic white citizens are more likely to vote; poor, less educated, and minority individuals are much less likely to do so. Gaining a better understanding of why and how this might be so is crucial for moving toward a more democratic polity

    Are local economic development incentives promoting job growth? An empirical case study

    At a time when cities are competing with one another to attract or retain jobs within a globalizing economy, city governments are providing an array of financial incentives to stimulate job growth and retain existing jobs, particularly in high cost locations. This paper provides the first systematic and comprehensive analysis of datasets on economic development incentives in New York City over the last fifteen years. The evidence on job retention and creation is mixed. Although many companies do not meet their agreed-upon job targets in absolute terms, the evidence suggests that companies receiving subsidies outperform their respective industries in terms of employment growth, that is, the grow more, or decline less. We emphasize that this finding is difficult to interpret, since firms receiving incentives may not be representative of the industry as a whole. In other words, their above-average performance may simply reflect the fact that the Economic Development Corporation (EDC) selects economically promising companies within manufacturing (or other industries) when granting incentives. At the same time, it is also possible that receiving incentives helps these companies to become stronger

    The Second Generation in New York City: A Demographic Overview

    The study analyzes the forces leading to or impeding the assimilation of a 18-32 year olds from immigrant backgrounds that vary in terms of race, language, and the mix of skills and liabilities their parents brought to the United States. To make sure that what we find derives specifically from the immigrant experience, rather than simply being a young person in New York, we are also studying a "control group" of people from native born white, black, and Puerto Rican backgrounds. The main sample is drawn from the inner part of the region where the vast majority of immigrants and native born minority group members live and grow up. Our study groups make possible a number of interesting comparisons. Unlike many other immigrant groups, the West Indian first generation speaks English, but the dominant society racially classifies them as black. We are interested in ways that their experiences resemble or differ from native born African Americans. Dominicans and the Colombian-Peruvian-Ecuadoran population both speak Spanish, but live in different parts of New York, have different class backgrounds prior to immigration, and, quite often, different skin tones. We have compared them to Puerto Rican young people, who, along with their parents, have the benefit of citizenship. Chinese immigrants from the mainland tend to have little education, while young people with overseas Chinese parents come from families with higher incomes, more education, and more English fluency. According to the 1990 Census, the base year for looking at the first generation parents, these five groups accounted for 45 percent of the immigrants who had arrived in metropolitan New York since 1970. Our ability to compare these groups with native born whites, blacks and Puerto Ricans has permitted us to analyze the effects of nativity while controlling for race and language background

    College Mission Change and Neoliberalism in a Community and Technical College

    Administrators of 2-year colleges are working in an environment where they seek to balance the social development of the student and the community\u27s demand for a trained workforce to achieve economic development. This balance has resulted in ambiguity about the mission and purpose of 2-year colleges. The purpose of this case study was to explore a community college\u27s experiences with mission change by exploring the interaction between a neoliberal public policy environment and the traditional social democratic mission of academia. Harvey\u27s conceptualization of neoliberalism was used as the theoretical framework. Data were collected through 15 semi-structured interviews with members of college leadership, faculty members, staff, and members of the college\u27s advisory council. Other data included documentation about policy, mission, and publicly available documents related to the mission change at the institution. These data were deductively coded, and then subjected to content analysis. Key findings indicated that the college initially stalled in the mission change process, and as a result, identified alternative pathways to achieve the goals of career-relevant training the neoliberal environment demanded. In this sense, the perspective of academic capitalism was born from necessity for self-reliance and illustrates the commonality of finding entrepreneurial solutions. The implications for positive social change include recommendations to leaders of 2-year colleges on managing mission change in a way that responds to the needs of the college community while retaining the relevance of students\u27 social development
