Centralized versus market-based approaches to mobile task allocation problem: State-of-the-art
Centralized approach has been adopted for finding solutions to resource allocation problems (RAPs) in many real-life applications. On the other hand, market-based approach has been proposed as an alternative to solve the problem due to recent advancement in ICT technologies. In spite of the existence of some efforts to review the pros and cons of each approach in RAPs, the studies cannot be directly applied to specific problem domains like mobile task allocation problem which is characterised with high level of uncertainty on the availability of resources (workers). This paper aims to review existing studies on task allocation problems(TAPs) focusing on those two approaches and their comparison and identify major issues that need to be resolved for comparing the two approaches in mobile task allocation problems. Mobile Task Allocation Problem (MTAP) is defined and its problematic structures are explained in relation with task allocation to mobile workers. Solutions produced by each approach to some applications and variations of MTAP are also discussed and compared. Finally, some future research directions are identified in order to compare both approaches in function of uncertainty emerging from the mobile nature of the MTAP
The right place at the right time: assisting spatio-temporal planning in construction
21st - 24th October 2003 This paper describes research carried out for requirements capture in the development of a computer-based decision support tool (VIRCON) for space-time scheduling and visualisation of construction tasks. The focus was on pre-tender work and involved interviews with construction planners. Both space-time scheduling and visualisation of tasks are largely informal/intuitive processes for planners. They form an important part of the planner\'s risk identification function. Planners tend to opt for a robust spatio-temporal schedule rather than an optimal one. They require decision support tools that are quick and easy to use rather than highly sophisticated. The research highlights the extent to which construction planning is a communicative and co-operative activity in addition to a complex problem-solving one. Questions arise about the cost to the client of non-involvement by the construction planner at the design stage, the costs of short pre-tender periods, inadequate design data and sub-optimal construction periods specified in tender documents
An integrated approach for requirement selection and scheduling in software release planning
It is essential for product software companies to decide which requirements should be included in the next release and to make an appropriate time plan of the development project. Compared to the extensive research done on requirement selection, very little research has been performed on time scheduling. In this paper, we introduce two integer linear programming models that integrate time scheduling into software release planning. Given the resource and precedence constraints, our first model provides a schedule for developing the requirements such that the project duration is minimized. Our second model combines requirement selection and scheduling, so that it not only maximizes revenues but also simultaneously calculates an on-time-delivery project schedule. Since requirement dependencies are essential for scheduling the development process, we present a more detailed analysis of these dependencies. Furthermore, we present two mechanisms that facilitate dynamic adaptation for over-estimation or under-estimation of revenues or processing time, one of which includes the Scrum methodology. Finally, several simulations based on real-life data are performed. The results of these simulations indicate that requirement dependency can significantly influence the requirement selection and the corresponding project plan. Moreover, the model for combined requirement selection and scheduling outperforms the sequential selection and scheduling approach in terms of efficiency and on-time delivery. \u
Project scheduling under undertainty â survey and research potentials.
The vast majority of the research efforts in project scheduling assume complete information about the scheduling problem to be solved and a static deterministic environment within which the pre-computed baseline schedule will be executed. However, in the real world, project activities are subject to considerable uncertainty, that is gradually resolved during project execution. In this survey we review the fundamental approaches for scheduling under uncertainty: reactive scheduling, stochastic project scheduling, stochastic GERT network scheduling, fuzzy project scheduling, robust (proactive) scheduling and sensitivity analysis. An efficient particle swarm optimizer with application to Man-Day project scheduling problems
The multimode resource-constrained project scheduling problem (MRCPSP) has been confirmed to be an NP-hard problem. Particle swarm optimization (PSO) has been efficiently applied to the search for near optimal solutions to various NP-hard problems. MRCPSP involves solving two subproblems: mode assignment and activity priority determination. Hence, two PSOs are applied to each subproblem. A constriction PSO is proposed for the activity priority determination while a discrete PSO is employed for mode assignment. A least total resource usage (LTRU) heuristic and minimum slack (MSLK) heuristic ensure better initial solutions. To ensure a diverse initial collection of solutions and thereby enhancing the PSO efficiency, a best heuristic rate (HR) is suggested. Moreover, a new communication topology with random links is also introduced to prevent slow and premature convergence. To verify the performance of the approach, the MRCPSP benchmarks in PSPLIB were evaluated and the results compared to other state-of-the-art algorithms. The results demonstrate that the proposed algorithm outperforms other algorithms for the MRCPSP problems. Finally, a real-world man-day project scheduling problem (MDPSP)âa MRCPSP problemâwas evaluated and the results demonstrate that MDPSP can be solved successfull

Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions
Balancing labor requirements in a manufacturing environment
âThis research examines construction environments within manufacturing facilities, specifically semiconductor manufacturing facilities, and develops a new optimization method that is scalable for large construction projects with multiple execution modes and resource constraints. The model is developed to represent real-world conditions in which project activities do not have a fixed, prespecified duration but rather a total amount of work that is directly impacted by the level of resources assigned. To expand on the concept of resource driven project durations, this research aims to mimic manufacturing construction environments by allowing a non-continuous resource allocation to project tasks. This concept allows for resources to shift between projects in order to achieve the optimal result for the project manager. Our model generates a novel multi-objective resource constrained project scheduling problem. Specifically, two objectives are studied; the minimization of the total direct labor cost and the minimization of the resource leveling. This research will utilize multiple techniques to achieve resource leveling and discuss the advantage each one provides to the project team, as well as a comparison of the Pareto Fronts between the given resource leveling and cost minimization objective functions. Finally, a heuristic is developed utilizing partial linear relaxation to scale the optimization model for large scale projects. The computation results from multiple randomly generated case studies show that the new heuristic method is capable of generating high quality solutions at significantly less computational timeâ--Abstract, page iv
Applying autonomy to distributed satellite systems: Trends, challenges, and future prospects
While monolithic satellite missions still pose significant advantages in terms of accuracy and
operations, novel distributed architectures are promising improved flexibility, responsiveness,
and adaptability to structural and functional changes. Large satellite swarms, opportunistic satellite
networks or heterogeneous constellations hybridizing small-spacecraft nodes with highperformance
satellites are becoming feasible and advantageous alternatives requiring the adoption
of new operation paradigms that enhance their autonomy. While autonomy is a notion that
is gaining acceptance in monolithic satellite missions, it can also be deemed an integral characteristic
in Distributed Satellite Systems (DSS). In this context, this paper focuses on the motivations
for system-level autonomy in DSS and justifies its need as an enabler of system qualities. Autonomy
is also presented as a necessary feature to bring new distributed Earth observation functions
(which require coordination and collaboration mechanisms) and to allow for novel structural
functions (e.g., opportunistic coalitions, exchange of resources, or in-orbit data services). Mission
Planning and Scheduling (MPS) frameworks are then presented as a key component to implement
autonomous operations in satellite missions. An exhaustive knowledge classification explores the
design aspects of MPS for DSS, and conceptually groups them into: components and organizational
paradigms; problem modeling and representation; optimization techniques and metaheuristics;
execution and runtime characteristics and the notions of tasks, resources, and constraints.
This paper concludes by proposing future strands of work devoted to study the trade-offs of
autonomy in large-scale, highly dynamic and heterogeneous networks through frameworks that
consider some of the limitations of small spacecraft technologies.Postprint (author's final draft
