    THE COMMUNICATIVE ACTION TO HABERMAS: THE NECESSARY ADOPTION OF THE THEORY BY THE UN SECURITY COUNCIL

    ABSTRACT Objective: The present study has as main objective to analyze whether the theory of communicative action proposed by Jürgen Habermas should be applied to the voting procedure of the United Nations Security Council.Methodology: The inductive methodology used is based on research on bibliography, legislation and United Nations Resolutions, as well as in doctrine, cases and articles published in specialized journals. Results: It was concluded that the theory proposed by Habermas identifies language as a means by which those involved in a discourse can influence one another in order to change their minds or conceive intentions that corroborate their purposes. It can be clearly said that the UN Security Council has, to a certain extent, the same objective, as its purpose is to create resolutions that have the power to guarantee international peace and security. Contributions: This study has as contribution the theory of communicative action proposed by Habermas which is explained by way of a concrete case.Keywords: Communicative action; living world; Security Council; veto power; United States of America. RESUMO Objetivo: O presente estudo tem como objetivo central analisar se a teoria do agir comunicativo proposta por Jürgen Habermas, deveria ser aplicada às normas de votação do Conselho de Segurança das Nações Unidas. Metodologia: A metodologia indutiva utilizada é baseada em pesquisas bibliográficas, legislativas e de resoluções das Nações Unidas, bem como em doutrina, casos e artigos publicados em periódicos especializados. Resultados: Concluiu-se que a adoção da teoria da ação comunicativa seria importante para alcançar os objetivos da Organização, a saber, paz e segurança global. A teoria proposta por Habermas identifica a linguagem como um meio pelo qual os envolvidos em um discurso podem influenciar-se mutuamente, a fim de mudar de ideia ou conceber intenções que corroborem seus propósitos. Diante disso, pode-se dizer claramente que o Conselho de Segurança da ONU tem, em certa medida, o mesmo objetivo, pois seu objetivo é criar resoluções que tenham o poder de garantir a paz e a segurança internacionais.     polyphenols from vitis vinifera lambrusco by products leaves from pruning extraction parameters evaluation through design of experiment

    Vitis vinifera L. leaves from pruning are by-products of the wine industry and represent an important source of secondary raw material, thanks to their polyphenols content. Optimization of the extraction processes is a key factor for their valorization, and Design of Experiment (DOE) could be a tool to obtain the most performing extract in terms of polyphenols quality/quantity and bioactivity. Vitis vinifera Lambrusco leaves were subjected to ultrasound-assisted extractions guided by a 23 factorial design. Three independent parameters (% solvent, time of extraction, and solvent:solid ratio) were considered to evaluate the extraction process by analyzing the extraction yield, the total phenolic content (Folin-Ciocalteu assay), and the antioxidant capacity (DPPH assay). Moreover, the content of the main molecules was identified and quantified by reversed-phase high-performance liquid chromatography coupled with diode array detection and mass spectrometry. The DOE highlighted the best extraction conditions that showed slight changes considering the different evaluating parameters. The highest extraction yield was obtained by extraction with 100% water, 60 minutes of extraction time, and 30:1 solvent:solid ratio, but it was neither the richest in polyphenols nor antioxidant capacity. The latter 2 characteristics were associated with the extraction performed using 50% ethanol, 35 minutes of extraction time, and a 20:1 solvent:solid ratio.     TEN YEARS OF THE MULTIPROFESSIONAL RESIDENCY OF THE CLINICAL HOSPITAL COMPLEX OF THE FEDERAL UNIVERSITY OF PARANÁ

    Objetivo: relatar a experiência dos dez anos de implementação do Programa de Residência Multiprofissional em Atenção Hospitalar no Complexo Hospital de Clínicas da Universidade Federal do Paraná. Desenvolvimento: relato de experiência, sobre os dez anos de implementação do programa de residência. Os dados foram coletados de documentos internos e dos relatos dos coordenadores e preceptores. Trezentos e setenta e dois profissionais foram formados. Dentre os avanços do programa, destaca-se o aumento no número de vagas e especialidades, consolidação do Regimentos Interno, gerenciamento informatizado das informações Acadêmicas, incentivo à pesquisa e melhoria da assistência no âmbito hospitalar. Considerações finais: Os dez anos de programa foram marcados pelo desafio da desconstrução do olhar uniprofissional para um projeto que contemplasse a diversidade das múltiplas profissões, proporcionando a construção de novos paradigmas, a transformação das práticas profissionais, o desenvolvimento de competências do trabalho em equipe, a integração ensino-serviço e o avanço na formação.Objective: to report the experience of the ten years since the implementation of the Multiprofessional Residency Program in Hospital Care at the Clinical Hospital Complex of the Federal University of Paraná. Development: an experience report on the ten years since the implementation of the residency program. The data were collected from internal documents and from the coordinators’ and preceptors’ reports. Three hundred and seventy-two professionals were trained. Among the advances of the program, the increase in the number of vacancies and specialties, consolidation of the Internal Regulations, computerized management of the Academic information, incentive to research, and improvement of the assistance provided in the hospital environment stand out. Final Considerations: the ten years of the program were marked by the challenge of deconstructing the uniprofessional perspective towards a project that contemplated the diversity of the multiple professions, providing the construction of new paradigms, transformation of the professional practices, development of teamwork skills, teaching-service integration, and advancement in training.Objetivo: relatar la experiencia de los diez años de implementación del Programa de Residencia Multiprofesional en Atención Hospitalaria en el Complejo Hospital de Clínicas de la Universidad Federal de Paraná. Desarrollo: reporte de experiencia de los diez años de implementación del programa de residencia. Los datos se obtuvieron de documentos internos e informes de coordinadores y tutores. Se capacitó a trescientos setenta y dos profesionales. Entre los avances del programa, cabe destacar el incremento en el número de vacantes y especialidades, la consolidación del Reglamento Interno, la gestión computarizada de la información académica, el incentivo a la investigación y el mejoramiento de la asistencia en el ámbito hospitalario.     Formation and stability of oil-in-water nanoemulsions containing rice bran oil: in vitro and in vivo assessments

    <p>Abstract</p> <p>Background</p> <p>Nanoemulsions have practical application in a multitude of commercial areas, such as the chemical, pharmaceutical and cosmetic industries. Cosmetic industries use rice bran oil in sunscreen formulations, anti ageing products and in treatments for skin diseases. The aim of this study was to create rice bran oil nanoemulsions using low energy emulsification methods and to evaluate their physical stability, irritation potential and moisturising activity on volunteers with normal and diseased skin types.</p> <p>Results</p> <p>The nanoemulsion developed by this phase diagram method was composed of 10% rice bran oil, 10% surfactants sorbitan oleate/PEG-30 castor oil, 0.05% antioxidant and 0.50% preservatives formulated in distilled water. The nanoemulsion was stable over the time course of this study. <it>In vitro </it>assays showed that this formulation has a low irritation potential, and when applied to human skin during <it>in vivo </it>studies, the nanoemulsion improved the skin's moisture and maintained normal skin pH values.</p> <p>Conclusion</p> <p>The results of irritation potential studies and <it>in vivo </it>assessments indicate that this nanoemulsion has potential to be a useful tool to treat skin diseases, such as atopic dermatitis and psoriasis.</p

    Atualmente, as condições socioeconômicas da Bolívia, a instabilidade política na Venezuela e os desastres naturais no Haiti fazem com que o número de refugiados aumente no Brasil. A imigração boliviana para o país possui um fluxo mais contínuo se comparada àquela de países como Venezuela e Bolívia. Para ampliar o acolhimento dessas pessoas em situação de vulnerabilidade, este artigo tem por objetivo apresentar uma proposta arquitetônica para um abrigo emergencial temporário de caráter sustentável utilizando Wood Frame e bambu, que possibilite a facilidade de transporte, montagem e desmontagem em caso de grandes tragédias e sirva de abrigo para a população carente. Este trabalho foi desenvolvido em duas etapas: inicialmente foram levantados dados sobre questões relativas às tragédias ambientais e suas soluções bem como às necessidades emergenciais das vítimas. Na segunda etapa, foi elaborado um programa de necessidades desses refugiados, o desenvolvimento do projeto e a maquete volumétrica que serviram de subsídio para o desenvolvimento do projeto de habitação emergencial.Currently, the socio economic conditions of Bolivia, the political instability in Venezuela and natural disasters in Haiti, mean that the number of asylum applications are increasing in Brazil. The immigration flow of Bolivian individual to the country is higher compared to others like Venezuelans´ and Haitian´s. To expand the reception of these people in vulnerable situations, this article aims to present an architectural proposal for a temporary emergency shelter of sustainable character using Wood Frame and Bamboo that allows easy transportation, assembly and disassembly in case of major tragedies and shelter for need population. This work was developed in two stages: data were initially collected on issues related to environmental tragedies and their solutions, as well as the victims' emergency needs. In the second stage, a program of needs for these refugees was developed, the development of the project and the volumetric model that served as a subsidy for the development of the emergency housing project

    Rare Variants in APP, PSEN1 and PSEN2 Increase Risk for AD in Late-Onset Alzheimer's Disease Families

    Pathogenic mutations in APP, PSEN1, PSEN2, MAPT and GRN have previously been linked to familial early onset forms of dementia. Mutation screening in these genes has been performed in either very small series or in single families with late onset AD (LOAD). Similarly, studies in single families have reported mutations in MAPT and GRN associated with clinical AD but no systematic screen of a large dataset has been performed to determine how frequently this occurs. We report sequence data for 439 probands from late-onset AD families with a history of four or more affected individuals. Sixty sequenced individuals (13.7%) carried a novel or pathogenic mutation. Eight pathogenic variants, (one each in APP and MAPT, two in PSEN1 and four in GRN) three of which are novel, were found in 14 samples. Thirteen additional variants, present in 23 families, did not segregate with disease, but the frequency of these variants is higher in AD cases than controls, indicating that these variants may also modify risk for disease. The frequency of rare variants in these genes in this series is significantly higher than in the 1,000 genome project (p = 5.09×10−5; OR = 2.21; 95%CI = 1.49–3.28) or an unselected population of 12,481 samples (p = 6.82×10−5; OR = 2.19; 95%CI = 1.347–3.26). Rare coding variants in APP, PSEN1 and PSEN2, increase risk for or cause late onset AD. The presence of variants in these genes in LOAD and early-onset AD demonstrates that factors other than the mutation can impact the age at onset and penetrance of at least some variants associated with AD. MAPT and GRN mutations can be found in clinical series of AD most likely due to misdiagnosis. This study clearly demonstrates that rare variants in these genes could explain an important proportion of genetic heritability of AD, which is not detected by GWAS

    Search for dark matter produced in association with bottom or top quarks in √s = 13 TeV pp collisions with the ATLAS detector

    A search for weakly interacting massive particle dark matter produced in association with bottom or top quarks is presented. Final states containing third-generation quarks and miss- ing transverse momentum are considered. The analysis uses 36.1 fb−1 of proton–proton collision data recorded by the ATLAS experiment at √s = 13 TeV in 2015 and 2016. No significant excess of events above the estimated backgrounds is observed. The results are in- terpreted in the framework of simplified models of spin-0 dark-matter mediators. For colour- neutral spin-0 mediators produced in association with top quarks and decaying into a pair of dark-matter particles, mediator masses below 50 GeV are excluded assuming a dark-matter candidate mass of 1 GeV and unitary couplings. For scalar and pseudoscalar mediators produced in association with bottom quarks, the search sets limits on the production cross- section of 300 times the predicted rate for mediators with masses between 10 and 50 GeV and assuming a dark-matter mass of 1 GeV and unitary coupling. Constraints on colour- charged scalar simplified models are also presented. Assuming a dark-matter particle mass of 35 GeV, mediator particles with mass below 1.1 TeV are excluded for couplings yielding a dark-matter relic density consistent with measurements
