    Strateški okviri EU za održivi razvoj industrije i mogućnosti našeg usklađivanja

    U radu su analizirani strateški okviri EU u planiranju održivog razvoja industrije i mogućnost našeg prilagođavanja. Cilj analize je pokušaj iznalaženja prihvatljivih načina formulisanja osnova i mogućnosti harmonizacije planiranja održivog razvoja industrije u Srbiji u odnosu na evropske strateške okvire postavljene Lisabonskom agendom, Perspektivama evropskog prostornog razvoja ka uravnoteženom i održivom razvoju teritorije EU (ESDP) i mogućnost uvođenja Direktive EU o integralnoj kontroli zagađivanja u industriji (Directive IPPC) i Direktive EU o proceni strateških efekata planova i programa na životnu sredinu (tzv. SEA-strateška procena uticaja). U radu se izučavaju strateški okviri, pristupi i ciljevi održivog razvoja industrije u EU i predlaže prilagođavanje Srbije u periodu tranzicije ka tržišnom privređivanju. U razmatranje su uključene prednosti i nedostaci za primenu pristupa planiranja održivog razvoja u periodu tranzicije u Srbiji, i predlaže se formulisanje nove održive industrijske politike koja bi trebalo da sadrži kombinovane elemente tržišnih i envajronmentalnih mehanizama i način implementacije (standardi, indikatori set raznih politika, instrumenata, mera i dr).     Attributable deaths and disability-adjusted life-years caused by infections with antibiotic-resistant bacteria in the EU and the European Economic Area in 2015: a population-level modelling analysis

    Background: Infections due to antibiotic-resistant bacteria are threatening modern health care. However, estimating their incidence, complications, and attributable mortality is challenging. We aimed to estimate the burden of infections caused by antibiotic-resistant bacteria of public health concern in countries of the EU and European Economic Area (EEA) in 2015, measured in number of cases, attributable deaths, and disability-adjusted life-years (DALYs). Methods: We estimated the incidence of infections with 16 antibiotic resistance–bacterium combinations from European Antimicrobial Resistance Surveillance Network (EARS-Net) 2015 data that was country-corrected for population coverage. We multiplied the number of bloodstream infections (BSIs) by a conversion factor derived from the European Centre for Disease Prevention and Control point prevalence survey of health-care-associated infections in European acute care hospitals in 2011–12 to estimate the number of non-BSIs. We developed disease outcome models for five types of infection on the basis of systematic reviews of the literature. Findings: From EARS-Net data collected between Jan 1, 2015, and Dec 31, 2015, we estimated 671 689 (95% uncertainty interval [UI] 583 148–763 966) infections with antibiotic-resistant bacteria, of which 63·5% (426 277 of 671 689) were associated with health care. These infections accounted for an estimated 33 110 (28 480–38 430) attributable deaths and 874 541 (768 837–989 068) DALYs. The burden for the EU and EEA was highest in infants (aged <1 year) and people aged 65 years or older, had increased since 2007, and was highest in Italy and Greece. Interpretation: Our results present the health burden of five types of infection with antibiotic-resistant bacteria expressed, for the first time, in DALYs. The estimated burden of infections with antibiotic-resistant bacteria in the EU and EEA is substantial compared with that of other infectious diseases, and has increased since 2007. Our burden estimates provide useful information for public health decision-makers prioritising interventions for infectious diseases

    Somatostatin analogues for receptor targeted photodynamic therapy

    Photodynamic therapy (PDT) is an established treatment modality, used mainly for anticancer therapy that relies on the interaction of photosensitizer, light and oxygen. For the treatment of pathologies in certain anatomical sites, improved targeting of the photosensitizer is necessary to prevent damage to healthy tissue. We report on a novel dual approach of targeted PDT (vascular and cellular targeting) utilizing the expression of neuropeptide somatostatin receptor (sst2) on tumor and neovascular-endothelial cells. We synthesized two conjugates containing the somatostatin analogue [Tyr3]-octreotate and Chlorin e6 (Ce6): Ce6-K3-[Tyr3]-octreotate (1) and Ce6-[Tyr3]-octreotate-K3-[Tyr3]-octreotate (2). Investigation of the uptake and photodynamic activity of conjugates in-vitro in human erythroleukemic K562 cells showed that conjugation of [Tyr3]-octreotate with Ce6 in conjugate 1 enhances uptake (by a factor 2) in cells over-expressing sst2 compared to wild-type cells. Co-treatment with excess free Octreotide abrogated the phototoxicity of conjugate 1 indicative of a specific sst2-mediated effect. In contrast conjugate 2 showed no receptor-mediated effect due to its high hydrophobicity. When compared with un-conjugated Ce6, the PDT activity of conjugate 1 was lower. However, it showed higher photostability which may compensate for its lower phototoxicity. Intra-vital fluorescence pharmacokinetic studies of conjugate 1 in rat skin-fold observation chambers transplanted with sst2+ AR42J acinar pancreas tumors showed significantly different uptake profiles compared to free Ce6. Co-treatment with free Octreotide significantly reduced conjugate uptake in tumor tissue (by a factor 4) as well as in the chamber neo-vasculature. These results show that conjugate 1 might have potential as an in-vivo sst2 targeting photosensitizer conjugate

    In vivo quantification of photosensitizer concentration using fluorescence differential path-length spectroscopy:influence of photosensitizer formulation and tissue location

    In vivo measurement of photosensitizer concentrations may optimize clinical photodynamic therapy (PDT). Fluorescence differential path-length spectroscopy (FDPS) is a non-invasive optical technique that has been shown to accurately quantify the concentration of Foscan (R) in rat liver. As a next step towards clinical translation, the effect of two liposomal formulations of mTHPC, Fospeg (R) and Foslip (R), on FDPS response was investigated. Furthermore, FDPS was evaluated in target organs for head-and-neck PDT. Fifty-four healthy rats were intravenously injected with one of the three formulations of mTHPC at 0.15 mgkg(-1). FDPS was performed on liver, tongue, and lip. The mTHPC concentrations estimated using FDPS were correlated with the results of the subsequent harvested and chemically extracted organs. An excellent goodness of fit (R-2) between FDPS and extraction was found for all formulations in the liver (R-2 = 0.79). A much lower R-2 between FDPS and extraction was found in lip (R-2 = 0.46) and tongue (R-2 = 0.10). The lower performance in lip and in particular tongue was mainly attributed to the more layered anatomical structure, which influences scattering properties and photosensitizer distribution.     Self-shaping of oil droplets via the formation of intermediate rotator phases upon cooling.

    Revealing the chemical and physical mechanisms underlying symmetry breaking and shape transformations is key to understanding morphogenesis. If we are to synthesize artificial structures with similar control and complexity to biological systems, we need energy- and material-efficient bottom-up processes to create building blocks of various shapes that can further assemble into hierarchical structures. Lithographic top-down processing allows a high level of structural control in microparticle production but at the expense of limited productivity. Conversely, bottom-up particle syntheses have higher material and energy efficiency, but are more limited in the shapes achievable. Linear hydrocarbons are known to pass through a series of metastable plastic rotator phases before freezing. Here we show that by using appropriate cooling protocols, we can harness these phase transitions to control the deformation of liquid hydrocarbon droplets and then freeze them into solid particles, permanently preserving their shape. Upon cooling, the droplets spontaneously break their shape symmetry several times, morphing through a series of complex regular shapes owing to the internal phase-transition processes. In this way we produce particles including micrometre-sized octahedra, various polygonal platelets, O-shapes, and fibres of submicrometre diameter, which can be selectively frozen into the corresponding solid particles.     Urban land planning in Serbia

    In this paper, the capitalization, urban land management and planning routine have been explored. The focus dwells on the praxis and urban planning perspectives as a link and means for realizing the public interest in space and the role of 'urban transplants' as a lever of urban development. It has also been pointed to a certain discrimination of the property status and property rights through the category of 'public interest', which is articulated by way of urban planning. The unfairness of the existing planning system towards private property and 'taxation' of entrepreneurial activities is evident, especially in urban land use i.e. installing the height of the land rent. It is expected that urban planning is competent upon the background of societal democratization, privatization and introduction of market institutions where the perspectives shift towards democratic transformation, the regulatory role and protection of property rights and different actors’ interests in using urban land. The conclusion is that changes in the management of urban land are required with recommendations to consider public-private sector partnerships

    Serbian heavy clays behavior: Application in rough ceramics

    This study is focused on the behavior of five new deposits of heavy clays from Serbia, with the aim to evaluate their potential suitability as raw materials in rough ceramic applications. The Pfefferkorn plasticity coefficient (PC) and drying susceptibility using Bigot’s curve were measured for each raw sample. Thermodilatometric analysis (TDA) showed the behaviour of dry products during firing. Samples groups were fired in the range of 850°C - 1000°C. Water absorption capacity (WAC) and compressive strength (CS) were done in order to characterize clays after firing. Linear regression models were used to fit the results. Mathematical tools were used to determine statistical difference of major oxides content, shaping moist and compressive strength of dry laboratory products, using post-hoc Tukey`s HSD test. The chemical and mineralogical compositions of samples do not differ considerably, but their possible application does. All studied clays seem to be easily adaptable to a correct brick making process
