    Investigation of the Impacts of Effective Fuel Cost Increase on the US Air Transportation Network and Fleet

    The cost of aviation fuel increased 244% between July 2004 and July 2008, becoming the largest operating cost item for airlines. Given the potential for future increases in crude oil prices, as well as environmental costs (i.e. from cap and trade schemes or taxes), the effective cost of aviation fuel may continue to increase, further impacting airlines’ financial performance and the provision of air service nationwide. We evaluate how fuel price increase and volatility affected continental US air transportation networks and fleets in the short- and medium-term using the increase in the 2007-08 and 2004-08 periods as a natural experiment. It was found that non-hub airports serving small communities lost 12% of connections, compared to an average loss of 2.8%, July 2004-08. It is believed that reduced access to the national air transportation system had social and economic impacts for small communities. Complementary analyses of aircraft fuel efficiency, airline economics, and airfares provided a basis for understanding some airline decisions. Increased effective fuel costs will provide incentives for airlines to improve fleet fuel efficiency, reducing the environmental effects of aviation, but may cause an uneven distribution of social and economic impacts as airline networks adapt.     Deregulation and environmental differentiation in the electric utility industry

    This paper analyzes how economic deregulation impacts firm strategies and environmental quality in the electric utility industry. We find evidence that the deregulation introduced to this historically staid industry has stimulated environmental differentiation. Differentiation is most likely to appear where its point of uniqueness is valued by customers, and we confirm this relationship in our sample. Specifically, utilities that served customers who exhibited higher levels of environmental sensitivity generated more green power. The tendency for firms to differentiate in this way is lessened if they are relatively more dependent on coal-fired generation or relatively more efficient. Thus, there is evidence that firms sort themselves into either differentiation or low-cost strategies as the competitive realities of a deregulated world unfold. Deregulation and the ensuing environmental differentiation illustrate how utilities exploited formerly unmet customer demand for green power.     Methodology and applications of city level CO2 emission accounts in China

    China is the world's largest energy consumer and CO2 emitter. Cities contribute 85% of the total CO2 emissions in China and thus are considered as the key areas for implementing policies designed for climate change adaption and CO2 emission mitigation. However, the emission inventory construction of Chinese cities has not been well researched, mainly owing to the lack of systematic statistics and poor data quality. Focusing on this research gap, we developed a set of methods for constructing CO2 emissions inventories for Chinese cities based on energy balance table. The newly constructed emission inventory is compiled in terms of the definition provided by the IPCC territorial emission accounting approach and covers 47 socioeconomic sectors, 17 fossil fuels and 9 primary industry products, which is corresponding with the national and provincial inventory. In the study, we applied the methods to compile CO2 emissions inventories for 24 common Chinese cities and examined uncertainties of the inventories. Understanding the emissions sources in Chinese cities is the basis for many climate policy and goal research in the future

    The role of hydrogen and fuel cells in the global energy system

    Hydrogen technologies have experienced cycles of excessive expectations followed by disillusion. Nonetheless, a growing body of evidence suggests these technologies form an attractive option for the deep decarb onisation of global energy systems, and that recent improvements in their cost and performance point towards economic viability as well. This paper is a comprehensive review of the potential role that hydrogen could play in the provision of electricity, h eat, industry, transport and energy storage in a low - carbon energy system, and an assessment of the status of hydrogen in being able to fulfil that potential. The picture that emerges is one of qualified promise: hydrogen is well established in certain nic hes such as forklift trucks, while mainstream applications are now forthcoming. Hydrogen vehicles are available commercially in several countries, and 225,000 fuel cell home heating systems have been sold. This represents a step change from the situation of only five years ago. This review shows that challenges around cost and performance remain, and considerable improvements are still required for hydrogen to become truly competitive. But such competitiveness in the medium - term future no longer seems an unrealistic prospect, which fully justifies the growing interest and policy support for these technologies around the world

    The index of rural access: an innovative integrated approach for measuring primary care access

    <p>Abstract</p> <p>Background</p> <p>The problem of access to health care is of growing concern for rural and remote populations. Many Australian rural health funding programs currently use simplistic rurality or remoteness classifications as proxy measures of access. This paper outlines the development of an alternative method for the measurement of access to primary care, based on combining the three key access elements of spatial accessibility (availability and proximity), population health needs and mobility.</p> <p>Methods</p> <p>The recently developed two-step floating catchment area (2SFCA) method provides a basis for measuring primary care access in rural populations. In this paper, a number of improvements are added to the 2SFCA method in order to overcome limitations associated with its current restriction to a single catchment size and the omission of any distance decay function. Additionally, small-area measures for the two additional elements, health needs and mobility are developed. By utilising this improved 2SFCA method, the three access elements are integrated into a single measure of access. This index has been developed within the state of Victoria, Australia.</p> <p>Results</p> <p>The resultant index, the Index of Rural Access, provides a more sensitive and appropriate measure of access compared to existing classifications which currently underpin policy measures designed to overcome problems of limited access to health services. The most powerful aspect of this new index is its ability to identify access differences within rural populations at a much finer geographical scale. This index highlights that many rural areas of Victoria have been incorrectly classified by existing measures as homogenous in regards to their access.</p> <p>Conclusion</p> <p>The Index of Rural Access provides the first truly integrated index of access to primary care. This new index can be used to better target the distribution of limited government health care funding allocated to address problems of poor access to primary health care services in rural areas.</p
