    Analysing the Creative Process through a Modelling of Tools and Methods for Composition in Hans Tutschku’s Entwurzelt

    The analysis of the creative processes involved in electroacoustic music may to a large extent rely on the thorough study of the technological tools used for the realisation of a musical work, both on the composition and on the performance sides. Understanding the behaviour and potential range of aesthetic results of such tools enables the musicologist to approach the studied work much beyond its final form, as presented on tape or as performed on a particular occasion: gaining knowledge on a wider technological context leads to considering the actual artistic decisions in the perspective of the potential outcomes that the composer and performer could face but not necessarily adopt. Hence, analysing an electroacoustic work on the basis of the study of its creative context, technological tools and compositional methods may constitute a useful approach to a better understanding of its related creative processes. However, the implementation of such an approach, mainly based on the hardware or software elements used during the creation of a given work, is not straightforward. First, it implies that the considered technologies are still in use and have not be come irreversibly obsolete. In this matter, new performances of a work are good opportunities for such investigations, as they often provide a technical update and require a deep understanding of the composer’s intentions. The musicologist also needs to have access to the resources, which may not be available without a direct contact with the composer. Assuming these conditions are reached,the musicological and organological studies can encounter another issue, particularly in the digital domain: the sources are not always presented under forms that are directly readable by the analyst, for instance with a specific programming language. Despite all these possible difficulties, many cases of technological tools lean themselves to an in-depth investigation, leading to relevant conclusions on some of the creative processes appearing in the field of electroacoustic music. In the context of a common session of several analytical approaches to a same electroacoustic piece, Hans Tutschku’s Entwurzelt for six singers and electronics (2012), this article focuses on the investigation and modelling of tools and methods of the compositional stage of the realisation of the work. During a performance of Entwurzelt, the electronic materials are simply triggered as events by one of the singers, without further interactivity–thus, the essential part of the research on the electroacoustic realisation aims at exploring the processes used during the compositional stage itself. As the electronics are used as an extension of the live vocal expression by the means of harmonic amplification and complex texturing, the tools for generation and processing of both symbolic representations and audio explored. Since the software tools that constitute the primary sources for our research were not directly designed to be used beyond their creative purposes, this talk presents software modelling implemented by the two authors to demonstrate the technological context in which Tutschku could compose Entwurzelt, emphasizing his creative methods and the decisions he could make upon a wider range of possible materials and processing techniques

    A new solution for mirror coating in Îł\gamma-ray Cherenkov Astronomy

    In the Îł\gamma-ray Cherenkov Astronomy framework mirror coating plays a crucial role in defining the light response of the telescope. We carried out a study for new mirror coating solutions with both a numerical simulation software and a vacuum chamber for small sample production. In this article, we present a new mirror coating solution consisting of a 28-layer interferometric SiO2_{2}-TiO2_{2}-HfO2_{2} design deposited on a glass substrate, whose average reflectance is above 90%90\% for normally incident light in the wavelength range between 300 and 550 nm.Comment: 6 pages, 5 figures.     From Rent-Seeking Activities to Economic Activities: The Strategic Transformation of the Deregulated Firm

    The political theory of regulation holds that deregulation of utilities obliges the former monopoly to abandon its rent-seeking activities to concentrate upon economic activities. However, the arguments presented by scholars to explain this strategic transformation are not entirely convincing. We argue in this paper that the role and the nature of the firm during the deregulation process have been underestimated in previous works.     International expansion, diversification and regulated firms' nonmarket strategy

    Previous studies have shown that regulated firms tend to diversify for different reasons than unregulated ones. This is the case for product but also for geographical diversification, i.e. international expansion. The logic generally advanced is that regulated firms tend to diversify when they face costly and difficult relationships with the regulatory authority in charge of their sector. This approach, however, does not explain (1) what is really at the core of the problem in regulated firms’ relationships with regulators, (2) why these firms cannot overcome part of the problem by developing nonmarket strategies –lobbying, campaign contributions, etc.– to influence regulatory decisions, and (3) why they sometimes opt for international expansion rather than product diversification. In this paper, we propose a theoretical model that provides potential answers to these questions. We start by considering the firm-regulator relationship as an incomplete information problem, in which the firms know things that the regulator does not, but can cannot convey hard information about these things. In this setting, we show that when firms face tough nonmarket competition domestically, going abroad can create a mechanism that makes information transmission credible and therefore strengthen their position in their home market. International expansion, in consequence, can be a way to solve some of the problems that regulated firms face at home in addition to a way for these firms to grow their business abroad.International diversification, regulated firms, lobbying

    The political economy of international regulatory convergence in public utilities

    To what extent should public utilities regulation be expected to converge across countries? When it occurs, will regulatory convergence lead to positive outcomes for utility sectors? This paper attempts to provide new answers to these questions. Building on the core proposition of the New Institutional Economics (NIE) that similar regulations generate different outcomes depending on their fit with the underlying domestic institutions, we develop a simple theoretical model and explore its implications by examining the diffusion of local loop unbundling (LLU) regulations in the telecommunications sector. We find support for the ideas (1) that once institutional factors are taken into account, one should expect some convergence in public utility regulation but with still a significant degree of local experimentation, and (2) this process will lead to very different results regarding the impact of regulation.Regulatory convergence, lobbying, utilities

    The Mirror Alignment and Control System for CT5 of the H.E.S.S. experiment

    The High Energy Stereoscopic System (H.E.S.S.) experiment is one of the largest observatories for gamma-ray astronomy. It consists of four telescopes with a reflecting dish diameter of 12m (CT1 to CT4) and a newer large telescope (CT5) with a reflecting dish diameter of 28m. On CT5 876 mirror facets are mounted, all of them equipped with a computerised system for their alignment. The design of the mirror alignment and control system and the performance of the hardware installed to the telescope are presented. Furthermore the achieved point spread function of the telescope over the full operational elevation range as well as the stability of the alignment over an extended period of time are shown

    The Balance between Choice and Control: Risk Management in New Zealand Intellectual Disability Services

    Support for people with intellectual disability (ID) in New Zealand has been through great changes in the past 20 years, many of them positive and driven by a vision for real participation in the community for all New Zealanders. Movement from a service model of institutional care to a model that supports community participation, flexibility, and choice has been steady and in many cases has shown positive change in people’s lives. There is growing concern, however that the pace of progress has slowed, and that people with intellectual disabilities continue to experience barriers to living an \u27ordinary\u27 life in New Zealand. Approximately 17% of New Zealanders report that they have a disability, of which 5% (33,700) have an intellectual disability. The Ministry of Health is responsible for strategic planning and funding needs assessment and disability support for adults with disability, including approximately 6,500 people with intellectual disability who require 24 hour residential support. Studies completed in New Zealand, as well as international studies, suggest that people with intellectual disability experience greater vulnerability to poor health outcomes, higher behavioural support needs, and are at greater risk of abuse or neglect, compared to the general population. This report examines the approach to risk management in New Zealand, particularly in the context of services for people with intellectual disability. It reviews the development of the philosophy of service provision to provide necessary background, followed by an analysis of how risk management is perceived and applied by a number of stakeholders, including people with intellectual disability and their families.
