    The challenge of embedding an ecosystems approach:patterns of knowledge utilisation in public policy appraisal

    The ‘ecosystem services approach’ (ESA) to policy making has refocused attention on how knowledge is embedded in policy. Appraisal has long been identified as an important venue for embedding, but suffers from well-known difficulties. This paper examines the extent to which an ESA appears in UK policy appraisal documents, and how far implementing an ESA via appraisal may encounter the same difficulties. A clear understanding of this is vital for interrogating claims that improving knowledge necessarily leads to more sustainable ecosystem management. The paper reports on the content of seventy-five national-level policy appraisals undertaken in the United Kingdom between 2008 and 2012. Only some elements of an ESA appear, with even the environment ministry failing to systematically pick up the concept, which is indeed subject to many of the familiar barriers to embedding environmental knowledge in appraisals. Policy initiatives attempting to institutionalise ecosystem values need to be conversant with these barriers

    Interactions between climate change and land use change on biodiversity: attribution problems, risks, and opportunities

    Global change drivers are known to interact in their effects on biodiversity, but much research to date ignores this complexity. As a consequence, there are problems in the attribution of biodiversity change to different drivers and, therefore, our ability to manage habitats and landscapes appropriately. Few studies explicitly acknowledge and account for interactive (i.e., nonadditive) effects of land use and climate change on biodiversity. One reason is that the mechanisms by which drivers interact are poorly understood. We evaluate such mechanisms, including interactions between demographic parameters, evolutionary trade-offs and synergies and threshold effects of population size and patch occupancy on population persistence. Other reasons for the lack of appropriate research are limited data availability and analytical issues in addressing interaction effects. We highlight the influence that attribution errors can have on biodiversity projections and discuss experimental designs and analytical tools suited to this challenge. Finally, we summarize the risks and opportunities provided by the existence of interaction effects. Risks include ineffective conservation management; but opportunities also arise, whereby the negative impacts of climate change on biodiversity can be reduced through appropriate land management as an adaptation measure. We hope that increasing the understanding of key mechanisms underlying interaction effects and discussing appropriate experimental and analytical designs for attribution will help researchers, policy makers, and conservation practitioners to better minimize risks and exploit opportunities provided by land use-climate change interactions

    Making space for cultural ecosystem services: insights from a study of the UK Nature Improvement Initiative

    A study of the cultural ecosystem services (CES) arising from peoples’ interactions with the rural environment is conducted within the context of a landscape scale, ‘nature improvement’ initiative in the United Kingdom. Taking a mixed methodological approach, the research applies, and demonstrates empirically, a framework for CES developed under the UK National Ecosystem Assessment (Fish et al., 2016). Applications of the framework involve the study of the ‘environmental spaces’ and ‘cultural practices’ that contribute to the realisation of benefits to well-being. In this paper empirical work is undertaken to inform the CES evidence base informing management priorities of the Northern Devon Nature Improvement Area (NDNIA) in south west England. Findings from a questionnaire survey, qualitative mapping, group discussion and a participatory arts-based research process are presented to document the many and diverse ways this study area matters to local communities. The paper analyses the qualities that research participants attribute to the environmental space of the NDNIA, the cultural practices conducted and enabled within it, and their associated benefits.     Predicting the cost of the consequences of a large nuclear accident in the UK

    Nuclear accidents have the potential to lead to significant off-site effects that require actions to minimise the radiological impacts on people. Such countermeasures may include sheltering, evacuation, restrictions on the sale of locally-grown food, and long-term relocation of the population amongst others. Countries with nuclear facilities draw up emergency preparedness plans, and put in place such provisions as distributing instructions and iodine prophylaxis to the local population. Their plans are applied in simulated exercises on a regular basis. The costs associated with emergency preparedness and the safety provisions to reduce the likelihood of an accident, and/or mitigate the consequences, are justified on the basis of the health risks and accident costs averted. There is, of course, only limited actual experience to indicate the likely costs so that much of the costing of accidents is based on calculations. This paper reviews the methodologies used, in particular the approach that has been developed in the UK, to appraise the costs of a hypothetical nuclear accident. Results of analysing a hypothetical nuclear accident at a fictitious reactor site within the United Kingdom are discussed in relation to the accidents at Three Mile Island 2, Chernobyl and Fukushima Dai-ichi

    A mixed methods approach to urban ecosystem services: experienced environmental quality and its role in ecosystem assessment within an inner-city estate

    This paper contributes to the notion of ecosystem services (ES) and dis-services (EDS) through an exploration of how they are experienced in an inner-city neighbourhood. We contrast the findings of a science-led assessment with qualitative interview and visual data from the residents of the Woodberry Down Estate (London, UK). We use the ontology of co-production and co-construction to understand how material and interpretative factors condition the translation of identified service-providing units (SPUs) into directly experienced ES and EDS. Findings demonstrate that aspects contributing to the perceived liveability of a neighbourhood also condition the experienced ES and EDS. In our case study, the history of the estate translates into subjective feelings of safety which influence whether individuals access parts of the regenerated estate. While the regeneration project provides a broad range of new and improved SPUs with significant ES potential, the access and recreational functions these offer are especially appreciated for the increased opportunities for social interaction and visitors they provide. However, new SPUs such as landscape vistas and formal gardens that attract people are also assigned further significance as markers of new divisions among social housing residents. We suggest that in order to realise the much-prophesised health and wellbeing benefits of urban ES in an equitable manner, a science-led approach to designing and assessing potential ES should be accompanied by a context-sensitive assessment of community needs and liveability aspects

    Cogeneration: An option to facilitate load following in Small Modular Reactors

    Nuclear Power Plants (NPPs) have been historically deployed to cover the base-load of the electricity demand. Nowadays some NPPs might perform daily load cycling operation (i.e. load following) between 50% and 100% of their rated power. With respect to the insertion of control rods or comparable action to reduce the nuclear power generation, a more efficient alternative might be the “Load Following by Cogeneration”, i.e. diverting the excess of power, respect to the electricity demand, to an auxiliary system. A suitable cogeneration system needs: 1. To have a demand of electricity and/or heat in the region of 500 MWe–1.5 GWt; 2. To meet a significant market demand; 3. To have access to adequate input to process; 4. To be flexible: cogeneration might operate at full load during the night when the request of electricity is low, and be turned off during the daytime. From the economic standpoint, it is essential that the investment in the auxiliary system is profitable. This paper provides a techno-economic assessment of systems potentially suitable for coupling with a NPP for load following. The results show that district heating, desalination and hydrogen might be technically and economically feasible

    The application of an ecosystem services framework to estimate the economic value of dung beetles to the U.K. cattle industry

    Agrobiodiversity is declining across global farm production systems. These declines transcend both farm animal genetic resources (FAnGR) and plant genetic resources (PGR). Both can sustain greater adaptability and resilience in commercial production through so called ‘option value’. In addition, PGR and FAnGR embody cultural and heritage attributes that are often absent in global agriculture, but remain valued by society. Conservation is therefore important and economic incentives represent a potential supply-side mechanism to improve the status of rare breeds, cultivars and crop wild relatives. Yet, the exploration of incentive instruments for their conservation remains underexplored but may improve conservation outcomes. Using different survey instruments and modelling approaches (including choice modelling, linear programming and multi criteria decision analysis) I investigate how rationalising incentive support, through more targeted interventions, could result in better conservation outcomes. The findings suggest optimising subsidy support relies on three key factors. First, conservation contracts offered to farmers for conservation should reflect local farm business preferences and circumstances. This includes addressing barriers-to-entry in conservation programmes and the design of contractual schemes, that when improved will likely increase participation in conservation contracts. Second, identifying least cost suppliers of conservation services may enable more diversity to be conserved at comparable cost. Third, optimising what species, varieties and breeds are supported may improve conservation outcomes through more rational investments in diversity. Policy responses to address declining agrobiodiversity should consider the use of tender instruments (i.e. reverse auctions) to identify least cost suppliers for conservation services. Optimisation modelling and decision analysis techniques can be used to measure trade-offs inherent in different conservation goals, including social equity and diversity. Ultimately there is a need to balance the supply of use and non-use values of diversity that span the total economic value framework. While the drive for sustainable intensification of production may improve productivity, we need to be clear how breed and cultivar diversity can be encompassed into future policy priorities that reflect the need for greater food security plus cultural and heritage value attributes. The implications of deploying new and potentially disruptive technologies (i.e. gene editing) in the context of farm diversity are discussed

    Integrating human and ecosystem health through ecosystem services frameworks

    The pace and scale of environmental change is undermining the conditions for human health. Yet the environment and human health remain poorly integrated within research, policy and practice. The ecosystem services (ES) approach provides a way of promoting integration via the frameworks used to represent relationships between environment and society in simple visual forms. To assess this potential, we undertook a scoping review of ES frameworks and assessed how each represented seven key dimensions, including ecosystem and human health. Of the 84 ES frameworks identified, the majority did not include human health (62%) or include feedback mechanisms between ecosystems and human health (75%). While ecosystem drivers of human health are included in some ES frameworks, more comprehensive frameworks are required to drive forward research and policy on environmental change and human health

    Forest regeneration on European sheep pasture is an economically viable climate change mitigation strategy

    Livestock production uses 37% of land globally and is responsible for 15% of anthropogenic greenhouse gas emissions. Yet livestock farmers across Europe receive billions of dollars in annual subsidies to support their livelihoods. This study evaluates whether diverting European subsidies into the restoration of trees on abandoned farmland represents a cost-effective negative-emissions strategy for mitigating climate change. Focusing on sheep farming in the United Kingdom, and on natural regeneration and planted native forests, we show that, without subsidies, sheep farming is not profitable when farmers are paid for their labour. Despite the much lower productivity of upland farms, upland and lowland farms are financially comparable per hectare. Conversion to 'carbon forests' is possible via natural regeneration when close to existing trees, which are seed sources. This strategy is financially viable without subsidies, meeting the net present value of poorly performing sheep farming at a competitive 4/tCO2eq.Iftreeplantingisrequiredtoestablishforests,then 4/tCO2eq. If tree planting is required to establish forests, then ~55/tCO2eq is needed to break-even, making it uneconomical under current carbon market prices without financial aid to cover establishment costs. However, this break-even price is lower than the theoretical social value of carbon ($68/tCO2eq), which represents the economic cost of CO2 emissions to society. The viability of land-use conversion without subsidies therefore depends on low farm performance, strong likelihood of natural regeneration, and high carbon-market price, plus overcoming potential trade-offs between the cultural and social values placed on pastoral livestock systems and climate change mitigation. The morality of subsidising farming practices that cause high greenhouse gas emissions in Europe, whilst spending billions annually on protecting forest carbon in less developed nations to slow climate change is questionable

    Ecosystem services of collectively managed urban gardens : exploring factors affecting synergies and trade-offs at the site level

    Collective management of urban green space is being acknowledged and promoted. The need to understand productivity and potential trade-offs between co-occurring ecosystem services arising from collectively managed pockets of green space is pivotal to the design and promotion of both productive urban areas and effective stakeholder participation in their management. Quantitative assessments of ecosystem service production were obtained from detailed site surveys at ten examples of collectively managed urban gardens in Greater Manchester, UK. Correlation analyses demonstrated high levels of synergy between ecological (biodiversity) and social (learning and well-being) benefits related to such spaces. Trade-offs were highly mediated by site size and design, resulting in a tension between increasing site area and the co-management of ecosystem services. By highlighting synergies, trade-offs and the significance of site area, the results offer insight into the spatially sensitive nature of ecosystem services arising from multi-functional collectively managed urban gardens
