Business consulting para definir una estrategia nacional para incrementar las publicaciones científicas del Perú desde la Dirección de Evaluación y Gestión del Conocimiento (DEGC) del CONCYTEC
El presente documento tiene como finalidad definir la línea base para conocer el contexto actual y la situación deseada respecto a la baja producción científica del país en la región y establecer una hoja de ruta para lograr los objetivos del presente business consulting. El análisis de la información obtenida permitió detectar actividades claves que el Concytec requiere implementar para resolver el problema central detectado, definido como la baja producción de publicaciones científicas, y de este modo, incrementar dicha cantidad sin descuidar los niveles de calidad. Para ello, se propuso estrategias generales soportadas por los lineamientos de una estructura de comunicación definida, desarrollando áreas de investigación prioritarias para el país, con un permanente seguimiento y evaluación del impacto de la inversión en la investigación.
Para cumplir este objetivo, es importante resaltar que dentro de la estructura organizacional del Concytec, se tiene a la Dirección de Evaluación y Gestión del Conocimiento (DEGC) que tiene dentro de sus competencias la de promover y regular la gestión de la información y conocimiento en materia de ciencia, tecnología e innovación en el país. Asimismo, dentro de sus funciones están el seguimiento y evaluación de la gestión del conocimiento científico, y por lo tanto, debe hacerse de las herramientas y presupuesto necesario para proveer un feedback técnico e informativo a las demás direcciones y a la Presidencia del Concytec, quien debe relevar al Consejo Directivo para promover el diseño de políticas que ayuden a construir la estrategia nacional, todo esto para incrementar la producción científica en el país. Por lo expuesto, se sugiere que la Presidencia del Concytec nomine como responsable de evaluar e implementar las posibles alternativas de solución al problema central detectado a la DEGC, por ser la dirección que reúne las competencias de acuerdo con el Reglamento de Organización y Funciones de dicha institución. La implementación del proyecto tiene una duración de 400 días, con un costo de S/ 439,000.00, que, de acuerdo con las proyecciones realizadas generaría un incremento del 100% de publicaciones en 24 meses luego de haber sido ejecutado el plan de implementación propuesto.The purpose of this document is to define the baseline to know the current context and the desired situation regarding the low scientific production of the country in the region and to establish a road map to achieve the objectives of this business consulting. The analysis of the information obtained made it possible to detect key activities that Concytec needs to implement to solve the central problem detected, defined as the low production of scientific publications, and thus increase said quantity, without neglecting quality levels and propose general strategies supported by the guidelines of a defined communication structure, developing priority research areas for the country, with a permanent follow-up and evaluation of the impact of the investment in research.
To achieve the aforementioned objective, it is important to highlight that within the organizational structure of Concytec, the Directorate of Evaluation and Knowledge Management (DEGC) is responsible for promoting and regulating the management of information and knowledge on science, technology and innovation in the country, Its functions include the monitoring and evaluation of the management of scientific knowledge and, therefore, it must have the necessary tools and budget to provide technical and informative feedback to the other directorates and to the Presidency of Concytec, relieving the Board of Directors to promote the design of policies that help to build the national strategy, all this to increase the scientific production in the country. Therefore, it is suggested that the Presidency of Concytec nominate the DEGC as responsible for evaluating and implementing the possible alternative solutions to the central problem detected, as it is within its competence according to the Regulation of Organization and Functions of that institution.

Propuesta en supplyn chain management y logística en la empresa Just Time SAS.
El presente documento contiene una evaluación de la cadena de suministros y la logística que se aplica actualmente en la empresa Just time S.A.S, empresa del mercado nacional que actualmente se dedica al sector de transporte de productos de origen vegetal en las carreteras del Cesar, siendo actualmente INDUPALMA, su contratante.
El mercado global ha sufrido una transformación en lo que va del siglo XXI, por lo que dentro de cada organización se hace necesario identificar que estrategias están siendo implementadas por la empresa, que tanto aportan estas a la competitividad de la misma para poder comparar con otras empresas del sector para buscar el mejoramiento continuo y así cumplir con las metas de desarrolla a corto, mediano y largo plazo.
Una empresa será altamente competitiva en la medida que genere empleos, brinde un servicio de calidad, posea una cadena de suministros eficiente e implemente una logística que brinde competitividad ante los diferentes actores del sector en que se desempeña, por lo que aspectos como la evaluación de proveedores, las decisiones sobre productos, la integración de los aspectos del Supply Chain se hace cada vez más importante. Esto conlleva a que las organizaciones tengan que revisar aspectos como el transporte, el abastecimiento, distribución, control, verificación, producción, prestación del servicio hechos por la empresa Just Time S.A.S, es decir se aborda de manera detallada como esta gestiona su cadena de suministros.
Finalmente podemos decir que el documento recopila la propuesta de trabajo hecho por el grupo para el aprovechamiento de la red de valor a la que pertenece la cadena de abastecimiento para la empresa de estudio, detallando su posición actual, la logística que implementa y haciendo sugerencias y cambios en los aspectos que consideramos sean falencias y que presenten oportunidades de mejora que se puedan implementar a corto y mediano plazo

Measurement of the cosmic ray spectrum above eV using inclined events detected with the Pierre Auger Observatory
A measurement of the cosmic-ray spectrum for energies exceeding
eV is presented, which is based on the analysis of showers
with zenith angles greater than detected with the Pierre Auger
Observatory between 1 January 2004 and 31 December 2013. The measured spectrum
confirms a flux suppression at the highest energies. Above
eV, the "ankle", the flux can be described by a power law with
index followed by
a smooth suppression region. For the energy () at which the
spectral flux has fallen to one-half of its extrapolated value in the absence
of suppression, we find

Energy Estimation of Cosmic Rays with the Engineering Radio Array of the Pierre Auger Observatory
The Auger Engineering Radio Array (AERA) is part of the Pierre Auger
Observatory and is used to detect the radio emission of cosmic-ray air showers.
These observations are compared to the data of the surface detector stations of
the Observatory, which provide well-calibrated information on the cosmic-ray
energies and arrival directions. The response of the radio stations in the 30
to 80 MHz regime has been thoroughly calibrated to enable the reconstruction of
the incoming electric field. For the latter, the energy deposit per area is
determined from the radio pulses at each observer position and is interpolated
using a two-dimensional function that takes into account signal asymmetries due
to interference between the geomagnetic and charge-excess emission components.
The spatial integral over the signal distribution gives a direct measurement of
the energy transferred from the primary cosmic ray into radio emission in the
AERA frequency range. We measure 15.8 MeV of radiation energy for a 1 EeV air
shower arriving perpendicularly to the geomagnetic field. This radiation energy
-- corrected for geometrical effects -- is used as a cosmic-ray energy
estimator. Performing an absolute energy calibration against the
surface-detector information, we observe that this radio-energy estimator
scales quadratically with the cosmic-ray energy as expected for coherent
emission. We find an energy resolution of the radio reconstruction of 22% for
the data set and 17% for a high-quality subset containing only events with at

Measurement of the Radiation Energy in the Radio Signal of Extensive Air Showers as a Universal Estimator of Cosmic-Ray Energy
We measure the energy emitted by extensive air showers in the form of radio
emission in the frequency range from 30 to 80 MHz. Exploiting the accurate
energy scale of the Pierre Auger Observatory, we obtain a radiation energy of
15.8 \pm 0.7 (stat) \pm 6.7 (sys) MeV for cosmic rays with an energy of 1 EeV
arriving perpendicularly to a geomagnetic field of 0.24 G, scaling
quadratically with the cosmic-ray energy. A comparison with predictions from
state-of-the-art first-principle calculations shows agreement with our
measurement. The radiation energy provides direct access to the calorimetric
energy in the electromagnetic cascade of extensive air showers. Comparison with
our result thus allows the direct calibration of any cosmic-ray radio detector
against the well-established energy scale of the Pierre Auger Observatory.Comment: Replaced with published version. Added journal reference and DOI.

The 13th Data Release of the Sloan Digital Sky Survey: First Spectroscopic Data from the SDSS-IV Survey Mapping Nearby Galaxies at Apache Point Observatory
The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) began observations in July 2014. It pursues three core programs: APOGEE-2,MaNGA, and eBOSS. In addition, eBOSS contains two major subprograms: TDSS and SPIDERS. This paper describes the first data release from SDSS-IV, Data Release 13 (DR13), which contains new data, reanalysis of existing data sets and, like all SDSS data releases, is inclusive of previously released data. DR13 makes publicly available 1390 spatially resolved integral field unit observations of nearby galaxies from MaNGA,the first data released from this survey. It includes new observations from eBOSS, completing SEQUELS. In addition to targeting galaxies and quasars, SEQUELS also targeted variability-selected objects from TDSS and X-ray selected objects from SPIDERS. DR13 includes new reductions ofthe SDSS-III BOSS data, improving the spectrophotometric calibration and redshift classification. DR13 releases new reductions of the APOGEE-1data from SDSS-III, with abundances of elements not previously included and improved stellar parameters for dwarf stars and cooler stars. For the SDSS imaging data, DR13 provides new, more robust and precise photometric calibrations. Several value-added catalogs are being released in tandem with DR13, in particular target catalogs relevant for eBOSS, TDSS, and SPIDERS, and an updated red-clump catalog for APOGEE.This paper describes the location and format of the data now publicly available, as well as providing references to the important technical papers that describe the targeting, observing, and data reduction. The SDSS website, http://www.sdss.org, provides links to the data, tutorials and examples of data access, and extensive documentation of the reduction and analysis procedures. Tämä opas on kirjoitettu avuksi pienimuotoisten kosteikkojen perustamiseen. Oppaassa esitetään käytännönläheisesti kosteikon toteuttamisen eri vaiheet paikan valinnasta suunnitteluun ja rakentamiseen. Vuonna 2010 julkaistun painoksen tiedot on saatettu ajantasalle.
