    Poverty and place in North America: Overview

    This paper provides an overview of poverty in North America. In it we look at the three countries of North America, Mexico, the US, and to a lesser extent Canada and attempt to both describe poverty as it exists in the three countries and explore some of the correlates of poverty. In doing so, we attempt to bring together the concepts and approaches used mostly in studying poverty in developing countries and those used in developed countries. We propose some definitions of poverty that we believe can be usefully applied across very different countries. We explore some correlates of poverty in the three countries, and both the similarities and the differences in the correlates of poverty across the three. We take note of the policy issues that are raised by these relationships. As might be expected, we raise more questions that we answer, about both our approach and our findings. We begin with an overview of growth and inequality in the three countries. The second section of the paper presents concepts and measures of poverty and reports the overall incidence of poverty in the three countries using various measures. The third section explores the relationship between the level of economic development and poverty, both between and within countries. The fourth section looks at the relationships between household composition and poverty and between race/ethnicity and poverty in the US and Mexico. The final section briefly raises policy issues that emerge from the analysis

    Is Mexican Migration to the United States an Issue of Economic Inequality?

    This document presents an analytical overview of the following three questions: how does inequality affect migration? how much do we know about this link, particularly for the case of migration from Mexico to the United States? and can public policy play a role towards decreasing incentives to move north through inequality alleviation in Mexico? The first section includes a brief discussion of past and recent patterns in Mexican migration to the United States. Since inequality has been mainly addressed as an economic issue in the study of migration, the second part of the paper provides a general examination of different economic theoretical approaches developed to understand the extent to which inequality has an effect on the decision to migrate, on the rates of migration, and on the characteristics of migrants. The aim is to identify how inequality has been conceptualized to explain migration, as well as to identify facts about the Mexico-US case. The final section includes some considerations regarding public policy options. In conclusion, Mexico-US labor migration is associated with income inequalities between both countries. Inequality has also consequences for migrant selectivity in terms of educational characteristics and work skills. However, whether inequality within Mexico and within the sending communities promotes emigration or not remains an open question

    En el presente trabajo detalla el proceso realizado en la implementación del sistema integrado de gestión de seguridad HOC DNV – GL, aplicado en la empresa especializada BCL ingenieros contratistas SAC, el cual se realizó desde el mes de agosto 2018 hasta enero del año 2019, en la U.O. Arcata. Planteando como objetivo desarrollar y aplicar la implementación de dicho sistema integrado de gestión de seguridad, con la finalidad de dirigir las operaciones en función a una correcta identificación de los peligros, evaluación y control de riesgos, para la disminución de incidentes y accidentes en la E.E. BCL – Unidad Operativa Arcata. El sistema DNV – GL consta de 15 procesos diseñados para su implementación, por lo que en el desarrollo no se consideraron los procesos N° 11 (Gestión de contratistas y compras) y N° 15 (Resultados y revisión), la aplicación de este sistema de gestión de riesgos HOC DNV – GL nos permitirá tener un índice de accidentabilidad mínimo para lo cual se buscara las mejores prácticas y un adecuado uso de las herramientas de gestión como: IPERC base, IPERC continuo, PETAR, Orden de trabajo, check list pre-uso, formato reporte de acto-condición sub-estándar y formatos OTO – OPT, que permitirá identificar peligros, evaluar sus riesgos y poderlos controlar. Al realizar la correspondiente evaluación después del implementado se obtuvo un resultado de 93.99%; podemos concluir que este sistema de gestión ha sido efectivo y eficaz al disminuir la incidencia de accidentes en la unidad, para lo cual los procesos implementados deben estar en constante evaluación a fin de que se desarrolle de la mejor manera y en condiciones óptimos, proporcionando un sólido respaldo a las operaciones mineras.Examen de Suficiencia de Competencia Profesiona
