    Método experiencial e avaliação em profundidade: novas perspectivas em políticas públicas

    O artigo apresenta duas propostas de avaliação  de políticas públicas que se interconectam. A desenvolvida por Raul Lejano (2012), centrada na noção de experiência, e a desenvolvida por Lea Rodrigues (2008, 2011a) com foco em análise de categorias do entendimento, noções de tempo (percursos e trajetória) e espaço (territorialidade). Apresenta-se as duas propostas e, em seguida, de forma esquematizada, seus pontos de conexão e diferenciação. Por fim, se tomará um setor específico das políticas públicas, o turismo como estratégia de desenvolvimento, e se apresentarão alguns aportes analíticos com base nas referidas propostas

    Cet article présente une analyse du savoir anthropologique dans le Brésil contemporain à partir de la description des formes particulières de savoir et des styles anthropologiques qui ont construit l’ethnographie et ses objets privilégiés à certains moments historiques dans notre pays. Nous nous référons tout d’abord aux contextes politiques et socioculturels au sein desquels, entre la fin du XIXe siècle et 1930, s’est développée une production qui présente une réflexion sur la construction de la société brésilienne. Ensuite, nous décrivons les processus d’institutionnalisation de l’anthropologie, de 1940 jusqu’à son développement contemporain. Au terme de cet article, nous présentons le problème des rapports institutionnels et des pouvoir sous-jacents au savoir ethnographique, qui configurent ses limites et ses possibilités au Brésil.This article presents an analysis of anthropological knowledge in contemporary Brazil, based on a description of the specific forms of knowledge and anthropological styles that have constructed ethnography and its privileged objects at certain key moments in the history of our country. We refer first of all to the political and socio-cultural contexts within which, between the end of the 19th century and 1930, work developed which presented a reflection on the construction of Brazilian society. We then describe the progressive institutionalisation of anthropology, from 1940 to its current development. Finally, we examine the problems of institutional relationships and power which underlie ethnographic knowledge and configure its limits and possibilities in Brazil

    This is a reflection about the tensions and controversies on the founding principles of the idea of nation, through a comparison between the processes of nationalities formation in two countries of the African continent, Cape Verde and Guine-Bissau. The article focus on the diverse forms which both nations duel with the elements that stand, or at least they argue to stand, their developing nationalities, mostly in the post colonial period, or, said in a different way, since the independence wars that occurred in the 70’s until today.Trata-se de uma reflexão sobre as tensões e controvérsias acerca dos princípios norteadores da idéia de nação, a partir da comparação entre os processos de formação de nacionalidades em dois países do continente africano, Cabo Verde e Guiné-Bissau. O artigo aborda a forma diversa como ambos os países travam embates em torno dos elementos que marcam, ou que se julga devem marcar, as suas nacionalidades em formação, sobretudo no período pós-colonial; ou, dito de outra maneira, desde as guerras de independência, na década  e 1970, até os dias atuais

    Risk portfolio on modern finance has become increasingly technical, requiring the use of sophisticated mathematical tools in both research and practice. Since companies cannot insure themselves completely against risk, as human incompetence in predicting the future precisely that written in Al-Quran surah Luqman verse 34, they have to manage it to yield an optimal portfolio. The objective here is to minimize the variance among all portfolios, or alternatively, to maximize expected return among all portfolios that has at least a certain expected return. Furthermore, this study focuses on optimizing risk portfolio so called Markowitz MVO (Mean-Variance Optimization). Some theoretical frameworks for analysis are arithmetic mean, geometric mean, variance, covariance, linear programming, and quadratic programming. Moreover, finding a minimum variance portfolio produces a convex quadratic programming, that is minimizing the objective function ðð¥with constraintsð ð 𥠥 ðandð´ð¥ = ð. The outcome of this research is the solution of optimal risk portofolio in some investments that could be finished smoothly using MATLAB R2007b software together with its graphic analysis

    Impact of COVID-19 on cardiovascular testing in the United States versus the rest of the world

    Objectives: This study sought to quantify and compare the decline in volumes of cardiovascular procedures between the United States and non-US institutions during the early phase of the coronavirus disease-2019 (COVID-19) pandemic. Background: The COVID-19 pandemic has disrupted the care of many non-COVID-19 illnesses. Reductions in diagnostic cardiovascular testing around the world have led to concerns over the implications of reduced testing for cardiovascular disease (CVD) morbidity and mortality. Methods: Data were submitted to the INCAPS-COVID (International Atomic Energy Agency Non-Invasive Cardiology Protocols Study of COVID-19), a multinational registry comprising 909 institutions in 108 countries (including 155 facilities in 40 U.S. states), assessing the impact of the COVID-19 pandemic on volumes of diagnostic cardiovascular procedures. Data were obtained for April 2020 and compared with volumes of baseline procedures from March 2019. We compared laboratory characteristics, practices, and procedure volumes between U.S. and non-U.S. facilities and between U.S. geographic regions and identified factors associated with volume reduction in the United States. Results: Reductions in the volumes of procedures in the United States were similar to those in non-U.S. facilities (68% vs. 63%, respectively; p = 0.237), although U.S. facilities reported greater reductions in invasive coronary angiography (69% vs. 53%, respectively; p < 0.001). Significantly more U.S. facilities reported increased use of telehealth and patient screening measures than non-U.S. facilities, such as temperature checks, symptom screenings, and COVID-19 testing. Reductions in volumes of procedures differed between U.S. regions, with larger declines observed in the Northeast (76%) and Midwest (74%) than in the South (62%) and West (44%). Prevalence of COVID-19, staff redeployments, outpatient centers, and urban centers were associated with greater reductions in volume in U.S. facilities in a multivariable analysis. Conclusions: We observed marked reductions in U.S. cardiovascular testing in the early phase of the pandemic and significant variability between U.S. regions. The association between reductions of volumes and COVID-19 prevalence in the United States highlighted the need for proactive efforts to maintain access to cardiovascular testing in areas most affected by outbreaks of COVID-19 infection

    Search for heavy resonances decaying to two Higgs bosons in final states containing four b quarks

    A search is presented for narrow heavy resonances X decaying into pairs of Higgs bosons (H) in proton-proton collisions collected by the CMS experiment at the LHC at root s = 8 TeV. The data correspond to an integrated luminosity of 19.7 fb(-1). The search considers HH resonances with masses between 1 and 3 TeV, having final states of two b quark pairs. Each Higgs boson is produced with large momentum, and the hadronization products of the pair of b quarks can usually be reconstructed as single large jets. The background from multijet and t (t) over bar events is significantly reduced by applying requirements related to the flavor of the jet, its mass, and its substructure. The signal would be identified as a peak on top of the dijet invariant mass spectrum of the remaining background events. No evidence is observed for such a signal. Upper limits obtained at 95 confidence level for the product of the production cross section and branching fraction sigma(gg -> X) B(X -> HH -> b (b) over barb (b) over bar) range from 10 to 1.5 fb for the mass of X from 1.15 to 2.0 TeV, significantly extending previous searches. For a warped extra dimension theory with amass scale Lambda(R) = 1 TeV, the data exclude radion scalar masses between 1.15 and 1.55 TeV
