    Public Financial Management in Singapore: Key Characteristics and Prospects

    Public financial management (PFM) has played an important role in Singapore's remarkable economic success since its independence. This paper analyzes select characteristics of Singapore's PFM strategy and prospects for their continuation. An underlying theme has been ensuring that PFM is consistent with and enables Singapore's location-based growth strategy. Other characteristics include conducting economic activities outside the conventional government budget giving rise to a much larger role for the public sector than reflected in the budget; extensive use of non-conventional sources of revenue such as from the lease of land, creating property and usage rights to generate tax-like revenue; and limited social risk pooling in financing national spending on healthcare and pensions. As Singapore's business-location-based strategy reaches its limits, and an affluent and ageing population aspires for greater economic and social security, transparency, and effective participation in public policies, current PFM practices will need to undergo significant changes towards a more citizen-centric governance focus. Policymakers' response will not be constrained by lack of fiscal resources, or by institutional and organizational capacities

    An epidemiological study of epilepsy in Hong Kong SAR, China

    SummaryBackgroundSeveral specialist clinic-based epidemiology studies suggested low prevalence in Hong Kong Special Administrative Region (HKSAR) of China. Population-based epidemiological data for epilepsy is not available. We performed the first population-based epidemiological survey of epilepsy in this locality.MethodWe conducted a territory-wide survey. We randomly selected 9547 households from fixed-line telephone directory. We successfully surveyed 17,783 persons of 5178 households by telephone interview. All positive respondents 685 (3.85%) were invited for clinical validation. 127 subjects were validated by board-certified neurologists.ResultsSeizure disorders were confirmed in 28 subjects. The crude prevalence of active epilepsy and seizure disorder were estimated to be 3.94/1000 (95% confidence interval (CI): 2.10–6.74/1000) and 8.49/1000 (95% CI: 5.64–12.27/1000), respectively.ConclusionsThe prevalence of epilepsy in HKSAR is more common than previously thought. The data retrieved is useful for planning and allocation of health resources for patients with seizure disorders

    The total prompt γ-ray energy distributions for the neutron-induced fission of 235U, 239,241Pu at incident neutron energy of 0.025 eV ‒ 100 keV, and the spontaneous fission of 252Cf were measured using the Detector for Advanced Neutron Capture Experiments (DANCE) array in coincidence with the detection of fission fragments by a parallel-plate avalanche counter. DANCE is a highly segmented, highly efficient 4π γ-ray calorimeter. Corrections were made to the measured distribution by unfolding the two-dimension spectrum of total γ-ray energy vs multiplicity using a simulated DANCE response matrix. The mean values of the total prompt γ-ray energy, determined from the unfolded distributions, are ~ 20% higher than those derived from measurements using single γ-ray detector for all the fissile nuclei studied. This raises serious concern on the validity of the mean total prompt γ-ray energy obtained from the product of mean values for both prompt γ-ray energy and multiplicity

    Sex differences in heel pad stiffness during in vivo loading and unloading

    Due to conflicting data from previous studies a new methodological approach to evaluate heel pad stiffness and soft tissue deformation has been developed. The purpose of this study was to compare heel pad (HP) stiffness in both limbs between males and females during a dynamic unloading and loading activity. Ten males and 10 females volunteered to perform three dynamic trials to unload and load the HP. The dynamic protocol consisted of three continuous phases: foot flat (baseline phase), bilateral heel raise (unloading phase) and foot flat (loading phase) with each phase lasting two seconds. Six retroreflective markers (3 mm) were attached to the skin of the left and right heels using a customised marker set. Three-dimensional motion analysis cameras synchronised with force plates collected the kinematic and kinetic data throughout the trials. Three-way repeated measures ANOVA together with a Bonferroni post hoc test were applied to the stiffness and marker displacement datasets. On average, HP stiffness was higher in males than females during the loading and unloading phases. ANOVA results revealed no significant differences for the stiffness and displacement outputs with respect to sex, sidedness or phase interactions (p > .05) in the X, Y and Z directions. Irrespective of direction, there were significant differences in stiffness between the baseline and unloading conditions (p .116). Finally, females portrayed lower levels of mean HP stiffness whereas males had stiffer heels particularly in the vertical direction (Z) when the HP was both unloaded and loaded. High HP stiffness values and very small marker displacements could be valuable indicators for the risk of pathological foot conditions

    The genetic architecture of type 2 diabetes

    The genetic architecture of common traits, including the number, frequency, and effect sizes of inherited variants that contribute to individual risk, has been long debated. Genome-wide association studies have identified scores of common variants associated with type 2 diabetes, but in aggregate, these explain only a fraction of heritability. To test the hypothesis that lower-frequency variants explain much of the remainder, the GoT2D and T2D-GENES consortia performed whole genome sequencing in 2,657 Europeans with and without diabetes, and exome sequencing in a total of 12,940 subjects from five ancestral groups. To increase statistical power, we expanded sample size via genotyping and imputation in a further 111,548 subjects. Variants associated with type 2 diabetes after sequencing were overwhelmingly common and most fell within regions previously identified by genome-wide association studies. Comprehensive enumeration of sequence variation is necessary to identify functional alleles that provide important clues to disease pathophysiology, but large-scale sequencing does not support a major role for lower-frequency variants in predisposition to type 2 diabetes

    Measurement of the cross section for isolated-photon plus jet production in pp collisions at √s=13 TeV using the ATLAS detector

    The dynamics of isolated-photon production in association with a jet in proton–proton collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset with an integrated luminosity of 3.2 fb−1. Photons are required to have transverse energies above 125 GeV. Jets are identified using the anti- algorithm with radius parameter and required to have transverse momenta above 100 GeV. Measurements of isolated-photon plus jet cross sections are presented as functions of the leading-photon transverse energy, the leading-jet transverse momentum, the azimuthal angular separation between the photon and the jet, the photon–jet invariant mass and the scattering angle in the photon–jet centre-of-mass system. Tree-level plus parton-shower predictions from Sherpa and Pythia as well as next-to-leading-order QCD predictions from Jetphox and Sherpa are compared to the measurements

    A search for resonances decaying into a Higgs boson and a new particle X in the XH → qqbb final state with the ATLAS detector

    A search for heavy resonances decaying into a Higgs boson (H) and a new particle (X) is reported, utilizing 36.1 fb−1 of proton–proton collision data at collected during 2015 and 2016 with the ATLAS detector at the CERN Large Hadron Collider. The particle X is assumed to decay to a pair of light quarks, and the fully hadronic final state is analysed. The search considers the regime of high XH resonance masses, where the X and H bosons are both highly Lorentz-boosted and are each reconstructed using a single jet with large radius parameter. A two-dimensional phase space of XH mass versus X mass is scanned for evidence of a signal, over a range of XH resonance mass values between 1 TeV and 4 TeV, and for X particles with masses from 50 GeV to 1000 GeV. All search results are consistent with the expectations for the background due to Standard Model processes, and 95% CL upper limits are set, as a function of XH and X masses, on the production cross-section of the resonance
