Operational Research in Education

Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions

What is Community Operational Research?

Community Operational Research (Community OR) has been an explicit sub-domain of OR for more than 30 years. In this paper, we tackle the controversial issue of how it can be differentiated from other forms of OR. While it has been persuasively argued that Community OR cannot be defined by its clients, practitioners or methods, we argue that the common concern of all Community OR practice is the meaningful engagement of communities, whatever form that may take – and the legitimacy of different forms of engagement may be open to debate. We then move on to discuss four other controversies that have implications for the future development of Community OR and its relationship with its parent discipline: the desire for Community OR to be more explicitly political; claims that it should be grounded in the theory, methodology and practice of systems thinking; the similarities and differences between the UK and US traditions; and the extent to which Community OR offers an enhanced understanding of practice that could be useful to OR more generally. Consumer finance: challenges for operational research

Consumer finance has become one of the most important areas of banking, both because of the amount of money being lent and the impact of such credit on global economy and the realisation that the credit crunch of 2008 was partly due to incorrect modelling of the risks in such lending. This paper reviews the development of credit scoring—the way of assessing risk in consumer finance—and what is meant by a credit score. It then outlines 10 challenges for Operational Research to support modelling in consumer finance. Some of these involve developing more robust risk assessment systems, whereas others are to expand the use of such modelling to deal with the current objectives of lenders and the new decisions they have to make in consumer finance. <br/

Counter-Mortar Operational Research in the 21 Army Group

The campaign in Northwest Europe has been the subject of thousands of books and articles, including a number based on careful documentary research. But even the best accounts pay insufficient attention to the German weapons systems that inflicted the majority of Allied casualties. The mortar and the Nebelwerfer were chiefly responsible for the Wehrmacht’s temporary success in stablizing the front in Normandy, and for the balance of the war they played a major role in demoralizing and reducing the strength of Allied infantry units. The Allies did not foresee the central role these weapons would play in Northwest Europe and all three armies left counter-mortar operations to the initiative of individual divisional commanders. This paper focuses on the work of 21 Army Group’s No. 2 Operational Research Section (ORS) in developing a systematic and ultimately successful system of neutralizing enemy mortar and Nebelwerfer fire. Other attempts to deal with the problem were undertaken concurrently in the Mediterranean theatre and in First American Army but they are not examined here

MATHEMATIC MODELING AND ITS ROLE IN OPERATIONAL RESEARCH

Relation between mathematics and economic activity has a dual character: mathematics feed from economic and social environment through different kinds while economic sciences, including leading science, are mathematized in a fast rhythm. Under the conditions of the dynamic of contemporary economic life, is impossible to have the decisions adopted only by the means of intuition and usual judgment. For this, an important aid is given by mathematic-statistic methods, that is, operational research. Grace of operational research, the usual reasoning, which is always more or less empiric and intuitive, is filled with mathematic reasoning, rigorous, exact. For have an overview over the object of operational research applied in economy, we consider to shortly study in this work, how appeared and developed management and leading branches and also the links between these branches. The Union and Médecins Sans Frontières approach to operational research.

Operational research (OR) has become a hot topic at national meetings, international conferences and donor fora. The International Union Against Tuberculosis and Lung Disease (The Union) and Médecins Sans Frontières (MSF) Operational Centre Brussels strongly promote and implement OR with colleagues in low- and middle-income countries. Here we describe how the two organisations define OR, and explain the guiding principles and methodology that underpin the strategy for developing and expanding OR in those countries. We articulate The Union's and MSF's approach to supporting OR, highlighting the main synergies and differences. Then, using the Malawi National Tuberculosis Control Programme as an example, we show how OR can be embedded within tuberculosis control activities, leading to changes in policy and practice at the national level. We discuss the difficult, yet vitally important, issue of capacity building, and share our vision of a new paradigm of product-related training and performance-based OR fellowships as two ways of developing the necessary skills at country level to ensure research is actually performed. Finally, we highlight the need to consider and incorporate into practice the ethical components of OR. This is a key moment to be involved in OR. We are confident that in partnership with interested stakeholders, including the World Health Organization, we can stimulate the implementation of quality, relevant OR as an integral part of health service delivery that in turn will lead to better health for people, particularly for those living in the poorer parts of the world
