    Equity and efficiency in private and public education: a nonparametric comparison.

    We extend the nonparametric ‘revealed preference’ methodology for analyzing collective consumption behavior (with consumption externalities and public consumption), to render it useful for empirical applications that deal with welfare-related questions. First, we provide a nonparametric necessary and sufficient condition for collectively rational group behavior that incorporates the possibility of assignable quantity information. This characterizes collective rationality in terms of feasible personalized prices, personalized quantities and income shares (representing the underlying sharing rule). Subsequently, we present nonparametric testing tools for data consistency with special cases of the collective model, which impose specific structure on the preferences of the group members (in terms of consumption externalities and public consumption); and we show that these testing tools in turn allow for nonparametrically recovering (bounds on) feasible personalized prices, personalized quantities and income shares that underlie observed (collectively rational) group behavior. In addition, we present formally similar testing and recovery tools for the general collective consumption model, which imposes minimal a priori structure. Interestingly, the proposed testing and recovery methodology can be implemented through integer programming (IP and MILP), which is attractive for practical applications. Finally, while we argue that assignable quantity information generally entails more powerful recovery results, we also demonstrate that precise nonparametric recovery (i.e. tight bounds) can be obtained even if no assignable quantity information is available.Business; Economics; Efficiency; Management; Research; Research in economics; University; University-research;

    Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions

    Conducting process-product studies : some considerations

    One of the major factors which deter mines the validity of research findings is undoubtedly the effectiveness of the decision-making process in setting up a design and a general methodology which are both rigorous and compatible with the aims of the study. Indeed, all the decisions made, be they major or minor ones, and related problems, vary from one study to the next depending largely on the nature and purpose of the exercise. The great majority of decisions required in designing a study are made in its early stages, It is usually the case, however, that in the course of a study other decisions would have to be taken. Since most decisions are interrelated, a change in one would precipitate a change in, or a reconsideration of, at least a second decision. Vis-a-vis the above, it is the purpose of this paper to discuss some of the aspects and issues which should be considered in a research study of the relationship between teaching and attainment. Although most of the following arguments and considerations would be valid for such a study at the primary or secondary level of education, these would be more true at the former level.peer-reviewe

    Blaming the exogenous environment? Conditional efficiency estimation with continuous and discrete exogenous variables

    This paper proposes a fully nonparametric framework to estimate relative efficiency of entities while accounting for a mixed set of continuous and discrete (both ordered and unordered) exogenous variables. Using robust partial frontier techniques, the probabilistic and conditional characterization of the production process, as well as insights from the recent developments in nonparametric econometrics, we present a generalized approach for conditional efficiency measurement. To do so, we utilize a tailored mixed kernel function with a data-driven bandwidth selection. So far only descriptive analysis for studying the effect of heterogeneity in conditional efficiency estimation has been suggested. We show how to use and interpret nonparametric bootstrap-based significance tests in a generalized conditional efficiency framework. This allows us to study statistical significance of continuous and discrete exogenous variables on production process. The proposed approach is illustrated using simulated examples as well as a sample of British pupils from the OECD Pisa data set.     Efficiency of public and publicly-subsidised high schools in Spain. Evidence from PISA 2006

    The purpose of this paper is to compare the efficiency of the Spanish public and publicly-subsidised private high schools using Data Envelopment Analysis (DEA) fed by the results provided by a hierarchical linear model (HLM) applied to PISA-2006 (Programme for International Students Assessment) microdata. This study places special emphasis on the estimation of the determinants of school outcomes, the educational production function being estimated through an HLM that takes into account the nested nature of PISA data. Inefficiencies are then measured through the DEA and decomposed into managerial (related to individual performance) and programme (related to structural differences between management models), following Silva Portela and Thanassoulis (2001) approach. Once differences in pupils’ background and individual management inefficiencies have been eliminated, results reveal that Spanish public high schools are more efficient than publicly-subsidised private ones

    The effectiveness and efficiency of public spending

    This paper shows that the efficiency in public services more generally and in public spending on education and R&D in particular varies significantly between countries. The paper, however, also illustrates the difficulties of measuring efficiency and effectiveness. Progress has been made in developing the necessary measurement techniques, but there is a lack of suitable data to apply those techniques.  Good quality data are needed because the techniques available to measure efficiency are sensitive to outliers and may be influenced by exogenous factors.     School choice, competition and the efficiency of secondary schools in England

    In this paper we calculate the technical efficiencies, based upon multiple outputs - school exam performance and attendance rates - of all secondary schools in England over the period 1993-97. We then estimate models to examine the determinants of efficiency in a particular year, and the determinants of the change in efficiency over the period. Our results suggest that the greater the degree of competition between schools the more efficient they are. The strength of this effect has also increased over time which is consistent with the evolution of the quasi-market in secondary education. Competition is also found to be an important determinant of the change in efficiency over time. There is, however, some evidence of conditional convergence between schools.
