    The article it will be absolved regarding whether or not public bodies are obliged to pay taxes on the concept of the Vehicle Equity Tax, from the definition of a tax and its direct relationship with the principle of contributory capacity; as well as, if they are included within the unaffectedness referred to in article 37 of the Single Ordered Text of the Municipal Taxation Law. In the same way, if the pronouncements issued by the Fiscal Court and by the Supreme Court of Justice of the Republic, on the matter, are subject to the nature of the tax and the principle defined above.El presente artículo desarrolla lo concerniente a si los organismos públicos se encuentran o no obligados a tributar por concepto del Impuesto al Patrimonio Vehicular, desde la definición de impuesto y su relación directa con el principio de capacidad contributiva; así como, si se encuentran comprendidos dentro de la inafectación a que se refiere el artículo 37 del Texto Único Ordenado de la Ley de Tributación Municipal.     Efecto de la suplementación alimenticia sobre la composición bioquímica sérica y fluido folicular en alpacas

    Evalúa el efecto de la restricción alimenticia sobre la composición bioquímica sérica y fluido folicular en alpacas. Utilizando 12 alpacas vacías, de la variedad Suri, sin cría al pie que fueron distribuidas al azar a uno de los siguientes tratamientos: T1 (alpacas que consumen pastura natural), T2 (alpacas que consumen concentrado + pastura natural). El T2 tuvo un periodo de adaptación al suplemento por 15 días. Posteriormente, el T2 fue suplementado con 150g/animal/día de concentrado para ganado de engorde por 30 días en horas de la mañana y luego procedía a pastorear junto al T1 durante 8 horas diarias. Se evaluó semanalmente con un ecógrafo Aloka SSD 500 y transductor lineal 7.5 MHz para verificar el tamaño folicular en ambos ovarios del T1 y T2. Además se realizó el pesaje semanal de todos los animales. El día 30 se tomó muestras de sangre de todas las alpacas en ayuno y se realizó la extracción del fluido folicular de aquellos folículos de tamaño ≥7mm. Tanto para las muestras de sangre como en las de fluido folicular se evaluaron los siguientes metabolitos: glucosa, colesterol, triglicéridos, proteínas totales y albúmina. La suplementación alimenticia incrementa los niveles de glucosa (T1: 120,42±12,35; T2: 254,83±32,63) y proteínas totales (T1: 8,62±2,71; T2: 12,43±1,24) en suero sanguíneo y los triglicéridos (T1:9,69±1,65; T2: 17,66±2,70) y proteínas totales (T1: 1,12±0,56; T2: 3,02±0,72) en fluido folicular (p>0,05). Estos resultados indican que la suplementación alimenticia tiene efecto sobre la glucosa y proteínas totales a nivel sanguíneo; y a nivel folicular sobre los triglicéridos y proteínas totales.Tesi

    Efectos del acoso sexual callejero y sexismo ambivalente sobre la autoestima en mujeres jóvenes y adultas en una muestra nacional

    El objetivo principal de este estudio de investigación fue explicar el efecto que genera el acoso sexual callejero y sexismo ambivalente sobre los niveles de autoestima en mujeres jóvenes y adultas de nacionalidad peruana. La muestra estuvo compuesta por 504 mujeres mayores de 18 a 40 años de edad. Asimismo, este trabajo fue cuantitativo y de estrategia asociativa con diseño explicativo. Los resultados demostraron la validez de estructura interna, a través del análisis factorial confirmatoria. También, la confiabilidad se obtuvo por medio del método de consistencia interna utilizando el coeficiente alfa y omega, con ello se puede referir que los instrumentos utilizados son confiables. Por otro lado, se evidenció que el 34% de las mujeres presentan ASC y de acuerdo a los valores obtenidos del modelo existe un β = 0.24 que estaría explicando los bajos niveles de autoestima, por lo tanto esta se estaría viendo afectada en consecuencia de las otras variables. Además el sexismo hostil estaría influenciando de manera inversa a la autoestima, sin embargo en los valores de asociación de la explicación del sexismo benevolente no fueron estadísticamente significativo, por lo que se llega a concluir que el ASC y el sexismo ambivalente afectan a la autoestima de las mujeres en un contexto nacional, de acuerdo a los resultados obtenidos en esta investigación

    Análisis del comercio electrónico en la cadena logística de El Salvador.

    El presente trabajo de investigación analiza el comercio electrónico en El Salvador permitiendo construir una cadena logística de última milla, enfocada a compradores que han tenido acceso al sistema de comercio electrónico y que han sido objetos de la logística, asimismo, empresarios que forman la oferta que origina la actividad logística y negocios de los tres rubros de la economía con un sistema logístico propio o subcontratado. Este documento consta de tres capítulos, donde se desarrolla el marco referencial, generalidades del comercio electrónico en la cadena logística de El Salvador, metodología de la investigación, unidades de análisis, determinación de universo y muestra y procesamiento de la información en función de un plan de solución. El capítulo I contiene una base teórica basada en la historia y actualidad del comercio electrónico a nivel mundial y en El Salvador, asimismo, aportaciones de diferentes autores sobre la logística tradicional y la logística basada en el comercio electrónico. El capítulo II se compone de metodologías técnicas de estudios basadas en la población de interés para el desarrollo del documento, comprendiendo y analizando los diferentes enfoques metodológicos. El capítulo III comprende el análisis e interpretación de los datos recolectados en la investigación, asimismo, conforme a los resultados el diseño de una propuesta práctica con el desarrollo de soluciones enfocada a los elementos funcionales de la cadena de valor, fortalecimiento de los marcos legales relativos al comercio electrónico y el fortalecimiento del transporte logístico para la entrega final con una modalidad de última milla

    Efecto de la COVID-19 en el estilo de vida de los latinoamericanos: una revisión bibliográfica

    COVID-19 is an infectious disease that has caused significant rates of morbidity and mortality in the world population. As measures to contain the SARS-CoV-2 infection, the use of a mask and hand sanitization were recommended to the general population, in addition, as a policy of the States, mainly Latin American countries, imposed mandatory quarantine, decision that has produced a great impact on mental health, with behavioral changes. A bibliographic review was carried out with the objective of demonstrating through scientific data the current panorama on the effects on mental health, in the context of COVID-19, and its repercussion on the lifestyle of Latin Americans. An exploratory literature search was carried out in the PubMed, Scielo, Medline, Web of Science and Scopus databases, after applying the selection criteria, the analysis was carried out with 25 articles. Mandatory quarantine is identified as the main stressor, causing psychopathologies such as anxiety, depression, and sleep disorders, favoring addictive and violent behaviors. Mentioned psychological manifestations are associated with individual vulnerability, being detected more frequently in populations with low economic resources and the female gender. However, positive consequences are identified that were implemented as a measure to deal with the situation, including physical activity, healthy eating habits, emotional intelligence, resilience, empathy, and values of responsibility and self-care. It is concluded that there is evidence that demonstrates the psychosocial impact on the population, affecting their well-being. The implementation of a comprehensive intervention is recommended, directed with special attention to the most vulnerable groups of people. Como medidas para contener la infección por SARS-CoV-2, se recomendó a la población en general el uso de mascarilla y la higienización de las manos, además, como política de los Estados, principalmente, países latinoamericanos, impusieron la cuarentena obligatoria, decisión que ha producido gran impacto en la salud mental, con cambios de conducta. Se realizó una revisión de bibliográfica con el objetivo de evidenciar a través de datos científicos el panorama actual sobre los efectos sobre la salud mental, en contexto COVID-19, y su repercusión en el estilo de vida de los latinoamericanos. Se realizó una búsqueda exploratoria de literatura en las bases de datos PubMed, Scielo, Medline, Web of Science y Scopus, luego de aplicar los criterios de selección, se realiza el análisis con 25 artículos. Se identifica a la cuarentena obligatoria como el principal estresor, originando psicopatologías como la ansiedad, depresión, trastorno el sueño, favorece a conductas adictivas y violentas. Mencionadas manifestaciones psicológicas están asociada a la vulnerabilidad individual, detectándose con más frecuencia en poblaciones con bajo recursos económicos y el género femenino. Sin embargo, se identifica consecuencias positivas que se implementaron como medida para lidiar con la situación, entre ellos actividad física, hábitos alimenticios saludables, inteligencia emocional, resiliencia, empatía y valores de responsabilidad y autocuidado. Se concluye, que existe evidencia que demuestra el impacto psicosocial sobre la población afectando su bienestar. Se recomienda la implementación de intervención integral, dirigida con especial atención a los grupos de personas con mayor vulnerabilidad.     Exome-wide association study to identify rare variants influencing COVID-19 outcomes : Results from the Host Genetics Initiative

Previously, the COVID-19 Host Genetics Initiative genome-wide association study used common variants to identify multiple loci associated with COVID-19 outcomes. However, variants with the largest impact on COVID-19 outcomes are expected to be rare in the population. Hence, studying rare variants may provide additional insights into disease susceptibility and pathogenesis, thereby informing therapeutics development. Here, we combined whole-exome and whole-genome sequencing from 21 cohorts across 12 countries and performed rare variant exome-wide burden analyses for COVID-19 outcomes. In an analysis of 5,085 severe disease cases and 571,737 controls, we observed that carrying a rare deleterious variant in the SARS-CoV-2 sensor toll-like receptor TLR7 (on chromosome X) was associated with a 5.3-fold increase in severe disease (95% CI: 2.75–10.05, p = 5.41x10-7). This association was consistent across sexes. These results further support TLR7 as a genetic determinant of severe disease and suggest that larger studies on rare variants influencing COVID-19 outcomes could provide additional insights.Peer reviewe

    Minimal information for studies of extracellular vesicles (MISEV2023): From basic to advanced approaches

    Extracellular vesicles (EVs), through their complex cargo, can reflect the state of their cell of origin and change the functions and phenotypes of other cells. These features indicate strong biomarker and therapeutic potential and have generated broad interest, as evidenced by the steady year-on-year increase in the numbers of scientific publications about EVs. Important advances have been made in EV metrology and in understanding and applying EV biology. However, hurdles remain to realising the potential of EVs in domains ranging from basic biology to clinical applications due to challenges in EV nomenclature, separation from non-vesicular extracellular particles, characterisation and functional studies. To address the challenges and opportunities in this rapidly evolving field, the International Society for Extracellular Vesicles (ISEV) updates its 'Minimal Information for Studies of Extracellular Vesicles', which was first published in 2014 and then in 2018 as MISEV2014 and MISEV2018, respectively. The goal of the current document, MISEV2023, is to provide researchers with an updated snapshot of available approaches and their advantages and limitations for production, separation and characterisation of EVs from multiple sources, including cell culture, body fluids and solid tissues. In addition to presenting the latest state of the art in basic principles of EV research, this document also covers advanced techniques and approaches that are currently expanding the boundaries of the field. MISEV2023 also includes new sections on EV release and uptake and a brief discussion of in vivo approaches to study EVs. Compiling feedback from ISEV expert task forces and more than 1000 researchers, this document conveys the current state of EV research to facilitate robust scientific discoveries and move the field forward even more rapidly

    Mortality and pulmonary complications in patients undergoing surgery with perioperative SARS-CoV-2 infection: an international cohort study

    Background: The impact of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) on postoperative recovery needs to be understood to inform clinical decision making during and after the COVID-19 pandemic. This study reports 30-day mortality and pulmonary complication rates in patients with perioperative SARS-CoV-2 infection. Methods: This international, multicentre, cohort study at 235 hospitals in 24 countries included all patients undergoing surgery who had SARS-CoV-2 infection confirmed within 7 days before or 30 days after surgery. The primary outcome measure was 30-day postoperative mortality and was assessed in all enrolled patients. The main secondary outcome measure was pulmonary complications, defined as pneumonia, acute respiratory distress syndrome, or unexpected postoperative ventilation. Findings: This analysis includes 1128 patients who had surgery between Jan 1 and March 31, 2020, of whom 835 (74·0%) had emergency surgery and 280 (24·8%) had elective surgery. SARS-CoV-2 infection was confirmed preoperatively in 294 (26·1%) patients. 30-day mortality was 23·8% (268 of 1128). Pulmonary complications occurred in 577 (51·2%) of 1128 patients; 30-day mortality in these patients was 38·0% (219 of 577), accounting for 81·7% (219 of 268) of all deaths. In adjusted analyses, 30-day mortality was associated with male sex (odds ratio 1·75 [95% CI 1·28–2·40], p\textless0·0001), age 70 years or older versus younger than 70 years (2·30 [1·65–3·22], p\textless0·0001), American Society of Anesthesiologists grades 3–5 versus grades 1–2 (2·35 [1·57–3·53], p\textless0·0001), malignant versus benign or obstetric diagnosis (1·55 [1·01–2·39], p=0·046), emergency versus elective surgery (1·67 [1·06–2·63], p=0·026), and major versus minor surgery (1·52 [1·01–2·31], p=0·047). Interpretation: Postoperative pulmonary complications occur in half of patients with perioperative SARS-CoV-2 infection and are associated with high mortality. Thresholds for surgery during the COVID-19 pandemic should be higher than during normal practice, particularly in men aged 70 years and older. Consideration should be given for postponing non-urgent procedures and promoting non-operative treatment to delay or avoid the need for surgery.
