    Análise da eficiência das IFES no uso de recursos financeiros : uma aplicação DEA em dois estágios

    As IFES são compostas por universidades, instituições isoladas e pelos centros de ensino tecnológico, sendo que desempenham um papel de fundamental importância estratégica no desenvolvimento econômico, social, científico e tecnológico do país. Cada vez mais, as IFES estão sendo chamadas a prestarem contas à sociedade, acerca dos impactos e dos resultados de suas ações, uma vez que utilizam recursos financeiros públicos. Este estudo buscou avaliar a eficiência das IFES em relação aos gastos de recursos públicos do programa REUNI em 2015 e verificar a relação de eficiência das IFES com variáveis ambientais. Os indicadores de desempenho dos Relatórios de Gestão do TCU foram utilizados para analisar a qualidade dos gastos nas IFES. A metodologia empregada para medir essa eficiência das IFES foi a Data Envelopment Analysis (DEA) em dois estágios e a Regressão Tobit. O cálculo da análise de eficiência para o ano 2015 mostrou que 24 IFES foram consideradas eficientes, correspondendo a 44% da amostra, sendo que se destacaram dentre as eficientes a UNIRIO, a UFMG, a UFVJM, a UNIFAP, a UFPA e a UFRJ. Na análise de Regressão Tobit verificou-se a adequação do modelo de eficiência das IFES e como essa eficiência está relacionada com as variáveis ambientais

    Impact of public sector employment changes on local labour markets: evidence for the Brazilian mesoregions from 2003 to 2010

    We estimate the parameter of the impact of an increase in the public sector employment on private sector employment in the two terms of President Lula (2003 to 2010), taking the formal labor market in 137 mesoregions and 20 subsectors of economic activity in Brazil. We adapt the instrumental variable method of Faggio and Overman (2014) to a panel data econometric model that allows the impact parameter to vary across the two President Lula’s terms. The results showed that under the contractionary fiscal policy of the Lula’s first term the impact was crowding out, but under the expansionary fiscal policy of the Lula’s second term, the impact was multiplier. Moreover, the change in the public employment affected the sectorial composition of employment in Brazil in the short run, as we found crowding out and multiplier effects for the first and second Lula terms in the tradable goods (industry) and non tradable (construction and services) sectors of the Brazilian economy.Estima-se o parâmetro de impacto do aumento no emprego no setor público sobre o emprego no setor privado local nos dois governos Lula (2003 a 2010), considerando o mercado de trabalho formal em 137 mesorregiões e 20 subsetores de atividades econômicas no Brasil. Adaptou-se o método de variável instrumental de Faggio e Overman (2014) a um modelo econométrico de dados em painel que permite ao parâmetro de impacto variar em cada governo Lula. Os resultados mostraram que sob a política fiscal contracionista do primeiro governo Lula o impacto foi eliminador, mas no seu segundo mandato, sob política fiscal expansionista, o impacto foi multiplicador. Ademais, a mudança no emprego no setor público afetou a composição setorial do emprego no curto prazo no Brasil, pois nos setores de bens comercializáveis (indústria) e não comercializáveis (construção e serviços) houve um impacto eliminador no primeiro governo Lula e um impacto multiplicador no segundo governo Lula

    Promoting competition in the port sector : an analysis from the global models and application to the Brazilian case

    O crescimento da demanda por serviços em setores de infraestrutura, associado à falta de investimentos públicos, induziu políticas de promoção da participação privada. No setor portuário isso se deu no início da década de 1990, quando o crescimento do comércio internacional decorrente do aumento da globalização evidenciou a ineficiência generalizada desse setor. Este artigo tem por objetivo discutir a participação privada no setor portuário a partir da análise de formas de organização e evolução do setor em diferentes países, analisando os possíveis modelos de competição associados a diferentes estruturas de propriedade em áreas do porto. O artigo inova em relação à literatura ao especificar a propriedade privada de áreas de uso restrito localizadas dentro do porto. O artigo apresenta, ainda, a evolução e a organização atual do setor portuário brasileiro. Ao longo da discussão, exemplos de portos são apresentados para ilustrar os conceitos apresentados.The growth in demand for services in the infrastructure sectors, coupled with the lack of public investment, led to policies to promote private participation in those sectors. In the port sector, the private participation started in the early 90s, when the growth of international trade resulted from increasing globalization has highlighted the generalized inefficiency of this sector. This article aims to discuss the private participation in the port sector from the analysis of ways of organization, as well as the evolution of this sector in different countries, analyzing the possible competition models associated to different ownership structures in the areas of the port. The article also presents the evolution and the current organization of the Brazilian port model. Throughout the discussion, examples of ports are presented to illustrate the discussed concepts.El crecimiento de la demanda de servicios en los sectores de infraestructura, junto con la falta de inversión pública, condujo políticas de promoción de la participación privada. En el sector portuario la participación privada recibió impulso a principios de 1990, cuando el crecimiento del comercio internacional y creciente globalización ha puesto de manifiesto la ineficacia general de este sector. Este artículo tiene como objetivo discutir la participación privada en el sector portuario desde el análisis de las formas de organización en esto sector en los distintos países y los modelos de competencia asociados a las diferentes estructuras de propiedad en las zonas del puerto. El artículo innova en relación con la literatura mediante la propuesta de la propiedad privada de zonas de uso restringido en el puerto. El artículo también presenta la evolución y organización actual del sector portuario brasileño. A lo largo de la discusión, los ejemplos se presentan para ilustrar los conceptos presentados

    Differential cross section measurements for the production of a W boson in association with jets in proton–proton collisions at √s = 7 TeV

    Measurements are reported of differential cross sections for the production of a W boson, which decays into a muon and a neutrino, in association with jets, as a function of several variables, including the transverse momenta (pT) and pseudorapidities of the four leading jets, the scalar sum of jet transverse momenta (HT), and the difference in azimuthal angle between the directions of each jet and the muon. The data sample of pp collisions at a centre-of-mass energy of 7 TeV was collected with the CMS detector at the LHC and corresponds to an integrated luminosity of 5.0 fb[superscript −1]. The measured cross sections are compared to predictions from Monte Carlo generators, MadGraph + pythia and sherpa, and to next-to-leading-order calculations from BlackHat + sherpa. The differential cross sections are found to be in agreement with the predictions, apart from the pT distributions of the leading jets at high pT values, the distributions of the HT at high-HT and low jet multiplicity, and the distribution of the difference in azimuthal angle between the leading jet and the muon at low values.United States.     Impacts of the Tropical Pacific/Indian Oceans on the Seasonal Cycle of the West African Monsoon

    The current consensus is that drought has developed in the Sahel during the second half of the twentieth century as a result of remote effects of oceanic anomalies amplified by local land–atmosphere interactions. This paper focuses on the impacts of oceanic anomalies upon West African climate and specifically aims to identify those from SST anomalies in the Pacific/Indian Oceans during spring and summer seasons, when they were significant. Idealized sensitivity experiments are performed with four atmospheric general circulation models (AGCMs). The prescribed SST patterns used in the AGCMs are based on the leading mode of covariability between SST anomalies over the Pacific/Indian Oceans and summer rainfall over West Africa. The results show that such oceanic anomalies in the Pacific/Indian Ocean lead to a northward shift of an anomalous dry belt from the Gulf of Guinea to the Sahel as the season advances. In the Sahel, the magnitude of rainfall anomalies is comparable to that obtained by other authors using SST anomalies confined to the proximity of the Atlantic Ocean. The mechanism connecting the Pacific/Indian SST anomalies with West African rainfall has a strong seasonal cycle. In spring (May and June), anomalous subsidence develops over both the Maritime Continent and the equatorial Atlantic in response to the enhanced equatorial heating. Precipitation increases over continental West Africa in association with stronger zonal convergence of moisture. In addition, precipitation decreases over the Gulf of Guinea. During the monsoon peak (July and August), the SST anomalies move westward over the equatorial Pacific and the two regions where subsidence occurred earlier in the seasons merge over West Africa. The monsoon weakens and rainfall decreases over the Sahel, especially in August.Peer reviewe

    Juxtaposing BTE and ATE – on the role of the European insurance industry in funding civil litigation

    One of the ways in which legal services are financed, and indeed shaped, is through private insurance arrangement. Two contrasting types of legal expenses insurance contracts (LEI) seem to dominate in Europe: before the event (BTE) and after the event (ATE) legal expenses insurance. Notwithstanding institutional differences between different legal systems, BTE and ATE insurance arrangements may be instrumental if government policy is geared towards strengthening a market-oriented system of financing access to justice for individuals and business. At the same time, emphasizing the role of a private industry as a keeper of the gates to justice raises issues of accountability and transparency, not readily reconcilable with demands of competition. Moreover, multiple actors (clients, lawyers, courts, insurers) are involved, causing behavioural dynamics which are not easily predicted or influenced. Against this background, this paper looks into BTE and ATE arrangements by analysing the particularities of BTE and ATE arrangements currently available in some European jurisdictions and by painting a picture of their respective markets and legal contexts. This allows for some reflection on the performance of BTE and ATE providers as both financiers and keepers. Two issues emerge from the analysis that are worthy of some further reflection. Firstly, there is the problematic long-term sustainability of some ATE products. Secondly, the challenges faced by policymakers that would like to nudge consumers into voluntarily taking out BTE LEI

    Search for stop and higgsino production using diphoton Higgs boson decays

    Results are presented of a search for a "natural" supersymmetry scenario with gauge mediated symmetry breaking. It is assumed that only the supersymmetric partners of the top-quark (stop) and the Higgs boson (higgsino) are accessible. Events are examined in which there are two photons forming a Higgs boson candidate, and at least two b-quark jets. In 19.7 inverse femtobarns of proton-proton collision data at sqrt(s) = 8 TeV, recorded in the CMS experiment, no evidence of a signal is found and lower limits at the 95% confidence level are set, excluding the stop mass below 360 to 410 GeV, depending on the higgsino mass
