    The Price of Doing Good: Executive Compensation in Nonprofit Organizations

    This article examines whether nonprofit executive pay patterns are consistent with the espoused social mission of these organizations. We find that nonprofit CEOs are paid a significant fixed component, and many CEOs also receive additional pay associated with managing larger sized organizations. Our analysis indicates that nonprofit executive compensation is not significantly related to CEO performance, as measured either by improved fund-raising results or better administrative efficiency. This weak pay-for-performance link may be due in part to nonprofits concern about violating the non-distribution constraint in the sector, which prohibits the distribution of excess earnings. While nonprofits may not be breaching the letter of the law, some organizations appear to challenging its spirit: We present evidence that CEO compensation is significantly higher in organizations where free cash flows is present, as measured by commercial revenues, liquid assets and investment portfolios.This publication is Hauser Center Working Paper No. 8.     The Stages of Scandal and the Roles of General Counsel

    This Essay examines the roles of a general counsel, as the corporation’s chief legal officer, in responding to scandals when they happen and in developing and enforcing internal preventive practices prior to the occurrence of any particular scandal. The Essay differentiates between scandals and crises more generally, emphasizing the integral connection between scandal and jeopardy to reputation and tracing the interrelationships between a corporation’s reputation and that of its general counsel. The Essay argues that risks associated with scandal may strengthen general counsel’s power within the senior management team, in particular in general counsel’s relationship with the corporation’s CEO. Although general counsel’s position as a member of the senior management team may imperil counsel’s ability to bring detached judgment to bear, counsel’s position within the corporation is a critical component of effectiveness in anticipating and addressing scandals

    This paper reports on theoretical research into the effect of stigma and social norms on policy outcomes of the Food Stamp program, in particular the effect on the caseload. As a general rule, it is impossible to predict whether norms will amplify or dampen the response of caseloads to any given policy intervention. Sometimes they have an effect, sometimes they do not. Much depends on whether the norms themselves change very much in response to policy changes. Social feedback (each norm violation encourages more violations) makes policy predictions uncertain. It can translate very small shocks into very large changes in the caseload. Norm systems can collapse abruptly. Norms can alleviate administrative problems involving targeting, since norms can define "true need" in a social sense and allow all of the truly needy to claim benefits. Eligible nonparticipants are viewed as "not needy" in the social sense, though they may be needy according to objective criteria. Norms may also lessen a program's incentive effects (against work, for example). Norms may exacerbate administrative problems involving resource availability. To the extent that program eligibility differs from socially defined need, the program will be unpopular. Norms also add considerable uncertainty to the environment of policy planning and execution. Policymakers who hope to reduce the influence of stigma on program resources and administration should consider localizing program eligibility rules, so that the rules correspond more closely to social definitions of need. Intense, broad-based local outreach efforts may also reduce stigma's power.

    This paper summarizes four novel advanced antenna concepts explored in the framework of the WINNER+ project. The concepts are related to multiuser MIMO communication in cellular networks, focusing on the acquisition and application of channel state information (CSI) at the transmitter in time-division-duplex (TDD) mode. The concepts include new ideas for CSI modeling and sounding for the purposes of multiuser precoding, and methods for pilot signal design with the aim to support the estimation of different CSI quantities. Furthermore, a new relaying strategy for terminal-to-terminal communication is described. All the ideas are feasible for adoption into practical upcoming communication systems such as LTE-Advanced, and most of the proposed concepts have only a minor impact on standards. Our study indicates that the CSI at its best is not only about estimating the channel responses between different antenna pairs. What counts is the nature of the intended communication link as well as the form in which CSI is applied.QC 20111102</p

    Cross-cultural research is dominated by the use of values despite their mixed empirical support and their limited theoretical scope. This article expands the dominant paradigm in crosscultural research by developing a theory of cultural tightness-looseness, the strength of social norms and degree of sanctioning within societies, and advancing a multilevel research agenda for future research. Through an exploration of the top-down, bottom-up, and moderating impact that societal tightness-looseness has on individuals and organizations, as well as on variability across levels of analysis, the theory provides a new and complementary perspective to the values approach

    Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions

    Spiraling Down into Corruption: A Dynamic Analysis of the Social Identity Processes that Cause Corruption in Organizations to Grow

    To date, theory and research on corruption in organizations have primarily focused on its static antecedents. This paper focuses on the spread and growth of corruption in organizations. For this purpose three downward organizational spirals are formulated: the spiral of divergent norms, the spiral of pressure, and the spiral of opportunity. Social Identity Theory is used to explain the mechanisms of each of these spirals. Our dynamic perspective contributes to a greater understanding of the development of corruption in organizations and opens up promising avenues for future research.corruption;dynamics;social identity theory;organizational factors
