    Data envelopment analysis (DEA) and financial ratios : a pro-stakeholders’ view of performance measurement for sustainable value creation of the wind energy

    Purpose: The purpose of the paper is to explore business performance in a rather sensitive sector that equally combines economic, environmental and social dimensions. The paper investigates the efficiency of wind farm companies, in a framework of pursuing more diverse stakeholders’ interests Design/Methodology/Approach: Ratios and DEA approaches are combined to measure economic efficiency among the DMUs of a sample of wind farms, using data from their financial statements. Findings: Productivity and effectiveness comprise the performance measured by the economic efficiency. We show that by choosing inputs and outputs that are closely related in forming an appropriate financial ratio, it helps to design and explain more fully the impact of a policy intervention aiming at improving economic efficiency. DEA supplements ratios to design, implement and assess a strategy of benchmarking towards bolstering performance, that favors a wider range of stakeholders. Originality/Value: The study provides an in-depth insight into using Data Envelopment Analysis and financial ratios to study economic efficiency. The approach combines economic, social and environmental dimensions (indirectly) of performance, and the composite ratio Return on Total Assets (ROTA). The analysis caters the specific features of the sector renewable energy and their diverse stakeholders.peer-reviewe

    Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses.     Quota Trading and Profitability: Theoretical Models and Applications to Danish Fisheries

    Using Data Envelopment Analysis (DEA), we provide a framework to analyze the potential gains from quota trading. We compare the industry profit and structure before and after a free trade reallocation of production quotas. The effects of tradable production quotas depend on several technological and behavioral characteristics, including the ability to learn best practice (catch-up) and the ability to change the input and output composition (mix). To illustrate the usefulness of our approach, we analyze a dataset from the Danish fishery.     Environmental Concerns in Water Pricing Policy:   an Application of Data Envelopment Analysis (DEA)

    Water management is subject to conflicting economic and environmental objectives, and policymakers require a clear overview of the different outcomes derived from different water management options. The aim of this paper is to assess the efficiency of several irrigation water pricing policies with a special focus on their environmental implications. Irrigation is chosen here as a crucial sector of water use in large parts of southern Europe, where pressure on the resource is expected to increase due to climate change. A novel methodological approach for performing an ex ante analysis of alternative water pricing policies is proposed here, where environmental and technical performance are simultaneously considered. This approach takes place in two steps: the first is a simulation of alternative water policies through a mathematical programming model, and the second is the analysis of results by using the Data Envelopment Analysis (DEA) technique. A case study is applied in Puglia (southern Italy), where irrigation is the primary factor of strategic relevance for policymakers regarding water management. Our results show that on the one hand alternative pricing policies perform similarly in terms of technical efficiency and environmental efficiency. On the other hand, inefficiency appears to depend mainly on technical rather than environmental concerns. According to the assigned weights, through the DEA technique, the highest improvement for inefficient options may be obtained by better labour use. We conclude that the proposed approach may be a comprehensive and versatile framework for water policy analysis, offering a tool for supporting the decision-making process.Irrigation, Policy assessment, Efficiency, Data Envelopment Analysis, Linear Programming

    Optimal Capacity Utilization and Reallocation in a German Bank Branch Network: Exploring Some Strategic Scenarios

    Quite a few studies have considered efficiency at the bank branch level by comparing mostly a single branch network, while an abundance of studies have focused on comparing banking institutions. However, to the best of our knowledge no study has ever assessed performance at the level of the branch bank network by looking for ways to reallocate resources such that overall performance improves. Here, we introduce the Johansen-Färe measure of plant capacity of the firm into a multi-output, frontier-based version of the short-run Johansen industry model. The first stage capacity model carefully checks for the impact of the convexity assumption on the estimated capacity utilization results. Policy scenarios considered for the short-run Johansen industry model vary in terms of their tolerance with respect to existing bank branch inefficiencies, the formulation of closure policies, the reallocation of labor in terms of integer units, etc. The application to a network of 142 bank branches of a German savings bank in the year 1998 measures their efficiency and capacity utilization and demonstrate that by this industry model approach one can improve the performance of the whole branch network.Bank Branch Network, Efficiency, Capacity, Reallocation

    Disentangling the European airlines efficiency puzzle: a network data envelopment analysis approach

    © 2015 Elsevier Ltd. In recent years the European airline industry has undergone critical restructuring. It has evolved from a highly regulated market predominantly operated by national airlines to a dynamic, liberalized industry where airline firms compete freely on prices, routes, and frequencies. Although several studies have analyzed performance issues for European airlines using a variety of efficiency measurement methods, virtually none of them has considered two-stage alternatives - not only in this particular European context but in the airline industry in general. We extend the aims of previous contributions by considering a network Data Envelopment Analysis (network DEA) approach which comprises two sub-technologies that can share part of the inputs. Results show that, in general, most of the inefficiencies are generated in the first stage of the analysis. However, when considering different types of carriers several differences emerge - most of the low-cost carriers' inefficiencies are confined to the first stage. Results also show a dynamic component, since performance differed across types of airlines during the decade 2000-2010

    A Stepwise Efficiency Improvement DEA Model for Airport Operations with Fixed Production Factors

    In the spirit of the deregulation movement, Japan is also faced with an ÃgAsia Open SkyÃh agreement which favours aviation liberalization in international services. This means an end to Japan's aviation policy of isolation. In association with this policy change, also environmental concerns grew increasingly severe for small and local regional airports. Consequently, there is a need for an objective analysis of the efficiency of airport operations in Japan. A standard tool to judge the efficiency of such activities is Data Envelopment Analysis (DEA). In the past years, much progress has been made to extend this approach in various directions. Interesting examples are the Distance Friction Minimization (DFM) model and the Context-Dependent (CD) model. The DFM model is based on a generalized distance friction function and serves to improve the performance of a Decision Making Unit (DMU) by identifying the most appropriate movement towards the efficiency frontier surface. Standard DEA models use a uniform input reduction in the improvement projections, but the DFM approach aims to enhance efficiency strategies by introducing a weighted projection function. This approach may address both input reduction and output increase as a strategy of a DMU. Likewise, the CD model yields efficient frontiers at different levels, while it is based on a level-by-level improvement projection. The Stepwise DFM model is an integration of the DFM and the CD model in order to design a stepwise efficiency-improving projection model for a conventional DEA. In general, a DEA model – and neither the mix of the DFM-CD model – doesnÃft take into account a fixed factor. Such a non-controllable of fixed factor may refer to a production factor that cannot be flexibly adjusted in the short run. In our study the newly integrated Stepwise DFM-CD model will be extended with a fixed factor model in order to adapt the DEA model to realistic circumstances in an efficiency improvement projection. The above-mentioned stepwise fixed factor projection model is illustrated on the basis of an application to the efficiency analysis of airport operations in Japan in light of the above mentioned contextual changes in aviation policy.

    Data Envelopment Analysis as a Complement to Marginal Analysis

    The consideration in the present study is mainly conceptual. The objective is to show how Data Envelopment Analysis (DEA) can be used to reveal the true input-output relations in an industry. In the estimation of a production function it is assumed that all firms use the existing technology efficiently. However, in the real world the observed firms produce homogeneous outputs with differences in factor intensities and in managerial capacity. Hence, inefficiencies are hidden in the estimated production functions. In order to overcome this drawback of the parametric approach and to reveal the true nature of the input-output relations in production, given the available technology, the DEA approach is applied. In this study DEA is applied in order to select the farms that utilize efficiently the existing technology, allowing the estimation of a production function that reveals the true input-output relations in sheep-goat farming, using farm accounting data from a sample of 108 sheep-goat farms.Research Methods/ Statistical Methods,

    Multi-national Industry Capacity in the North Sea Flatfish Fishery

    Fisheries managers often see the management of regional fisheries as a more pertinent approach than managing separate national fleet units that exploit numerous fish stocks. This article considers an industry approach, using data envelopment analysis (DEA), to shed light on the exploitation of the North Sea flatfish fishery by a multi-national fleet, identifying overcapacity and possible reductions of the current fleet. The analysis estimates that the same catch could be taken with a fleet at 77% of its current size, and suggests an optimal reallocation of fixed inputs of each national fleet. Further insight is also given to surplus and optimal vessels in terms of catches and vessel characteristics.
