    Planning for a Prosumer Future: The Case of Central Park, Sydney

    Rapid convergence of utility and mobility solutions enabled by data and the Internet of Things is future-proofing economies around the world, delivering liveability, sustainability and resilience, and importantly decreases pressure on utility bills and infrastructure costs. Australians cannot miss out on the many benefits brought to families and businesses by the digitisation of infrastructure and services are bringing—not just reduced household bills but also the ability to generate income as prosumers, not consumers. Localised sustainable Next-Gen infrastructure and services are growing from within communities, creating a new class of consumer—the prosumer: where customers are more than consumers but also producers. Prosumers have the ability to generate free energy from the sun at home or office and sell the excess, recycle water and waste reaping the financial benefit, avoid the second largest household expense of a car by sharing mobility, and access shared data networks to plug in and play at little cost. Planning frameworks play a critical role in enabling a new utility prosumer future in Australia and reform of planning gateway processes is essential. This article highlights Sydney’s Central Park as a best practice urban infill development showcasing how the flows of water and energy are organised to provide enhanced sustainability, liveability and resilience for the local and neighbouring communities. Central Park proves the benefits of taking a precinct approach to utility and mobility services. It shows how these benefits can grow and be exported to neighbouring buildings and existing communities, in this case University of Technology driving inclusion and affordability. Central Park also demonstrates the opportunities to drive deeper socio/environmental benefits by enabling prosumer services through low-cost access to utility services and circular resource flows. Importantly, this article demonstrates that Central Park’s phenomenal sustainability benefits can be replicated at scale in land release communities, but planning reform is required

    The value of life in English law: revered but not sacred?

    Terms such as sanctity and inviolability have failed to provide a legally coherent or ethically sound principle upon which to determine the scope of the intrinsic value of life against extrinsic, quality-of-life considerations in a medical context. In their recent work, Margaret Brazier and Suzanne Ost introduce a new term, reverence for life, which they suggest may be more appropriate when attempting to navigate the murky waters of the meaning of life and the value that should be attached to it. They suggest that reverence should be utilised as an alternative that better reflects the nuances and the realities of the dilemma. This paper explores the existing difficulties before considering how the principle of reverence might provide a principled compromise over when the presumption in favour of preserving life should be rebutted

    Explicit kinetic heterogeneity: mechanistic models for interpretation of labeling data of heterogeneous cell populations

    Estimation of division and death rates of lymphocytes in different conditions is vital for quantitative understanding of the immune system. Deuterium, in the form of deuterated glucose or heavy water, can be used to measure rates of proliferation and death of lymphocytes in vivo. Inferring these rates from labeling and delabeling curves has been subject to considerable debate with different groups suggesting different mathematical models for that purpose. We show that the three models that are most commonly used are in fact mathematically identical and differ only in their interpretation of the estimated parameters. By extending these previous models, we here propose a more mechanistic approach for the analysis of data from deuterium labeling experiments. We construct a model of "kinetic heterogeneity" in which the total cell population consists of many sub-populations with different rates of cell turnover. In this model, for a given distribution of the rates of turnover, the predicted fraction of labeled DNA accumulated and lost can be calculated. Our model reproduces several previously made experimental observations, such as a negative correlation between the length of the labeling period and the rate at which labeled DNA is lost after label cessation. We demonstrate the reliability of the new explicit kinetic heterogeneity model by applying it to artificially generated datasets, and illustrate its usefulness by fitting experimental data. In contrast to previous models, the explicit kinetic heterogeneity model 1) provides a mechanistic way of interpreting labeling data; 2) allows for a non-exponential loss of labeled cells during delabeling, and 3) can be used to describe data with variable labeling length

    Germplasm enhancement for resistance to Pyrenophra tritici-repentis in wheat

    Yellow spot (syn. tan spot), caused by Pyrenophora tritici-repentis , is an important foliar disease of wheat in Australia that causes losses exceeding 50 % when conditions are favourable for disease development. Although good progress has been made internationally to understand yellow spot resistance, relatively few resistance genes have been identifi ed and mapped in Australian germplasm and only one (tsn1 on chromosome 5BL) is in general and known use in Australian breeding programs. Although tsn1 is an important yellow spot resistance gene, it doesn’t explain the full spectrum of resistance and there is a significant opportunity to enhance expression of yellow spot resistance through identification of resistance factors other than tsn1 . Six doubled haploid (DH) mapping populations (five of which were fixed for tsn1) were screened for yellow spot resistance at the seedling/tillering and adult plant stages at the Department of Agriculture and Food, Western Australia (DAFWA) and the Department of Environment and Primary Industries Victoria (DEPIVic) from 2009 to 2012. Four of the above populations were screened at the Department of Agriculture, Fisheries and Forestry Queensland (DAFFQ). Frequency distribution of individuals within each population for various levels of yellow spot resistance was continuous indicating that resistance is conditioned by several genes with partial effects. A few lines within each population consistently showed high levels of resistance probably resulting from a combination of several genes with additive effects.     Multiply-imaged submm galaxy in a z~2.5 group

    We present observations of a remarkable submillimetre-selected galaxy, SMMJ16359+6612. This distant galaxy lies behind the core of a massive cluster of galaxies, A2218, and is gravitationally lensed by the foreground cluster into three discrete images which were identified in deep submillimetre maps of the cluster core at both 450 and 850micron. Subsequent follow-up using deep optical and NIR images identify a faint counterpart to each of the 3 images, with similar red optical--NIR colours and HST morphologies. By exploiting a detailed mass model for the cluster lens we estimate that the combined images of this galaxy are magnified by a factor of ~45, implying that this galaxy would have un-lensed magnitudes K_s=22.9 and I=26.1, and an un-lensed 850micron flux density of only 0.8mJy. Moreover, the highly constrained lens model predicted the redshift of SMMJ16359+6612 to be z=2.6+/-0.4. We confirm this estimate using deep optical and NIR Keck spectroscopy, measuring a redshift of z=2.516. SMMJ16359+6612 is the faintest submm-selected galaxy so far identified with a precise redshift. Thanks to the large gravitational magnification of this source, we identify 3 sub-components in this submm galaxy, which are also seen in the NIRSPEC data, arguing for either a strong dust (lane) absorption or a merger. Interestingly, there are 2 other highly-amplified galaxies at almost identical redshifts in this field (although neither is a strong submm emitter). The 3 galaxies lie within a ~100kpc region on the background sky, suggesting this submm galaxy is located in a dense high-redshift group.Comment: 7 pages, 1 JPEG figure, MNRAS in pres

    Assessing relative spending needs of devolved government: the case of healthcare spending in the UK

    The system used to allocate resources to the UK's devolved territories, known as the Barnett formula, takes no account of the relative expenditure needs of the territories. In this paper we investigate the prospects of developing a needs based model for allocating healthcare resources to Scotland, Wales and Northern Ireland. We compare the method used by the National Health Service in England to allocate resources geographically within England with the method used by the NHS in Scotland to allocate resources to territorial Health Boards. By applying both approaches to the UK's devolved territories, we are able to examine similarities and differences in the two methods, and explore implications for an assessment of the relative healthcare expenditure need of each territory. The implications for the way in which revenue is distributed to Wales, Scotland and Northern Ireland are discussed

    Antimicrobial resistance among migrants in Europe: a systematic review and meta-analysis

    BACKGROUND: Rates of antimicrobial resistance (AMR) are rising globally and there is concern that increased migration is contributing to the burden of antibiotic resistance in Europe. However, the effect of migration on the burden of AMR in Europe has not yet been comprehensively examined. Therefore, we did a systematic review and meta-analysis to identify and synthesise data for AMR carriage or infection in migrants to Europe to examine differences in patterns of AMR across migrant groups and in different settings. METHODS: For this systematic review and meta-analysis, we searched MEDLINE, Embase, PubMed, and Scopus with no language restrictions from Jan 1, 2000, to Jan 18, 2017, for primary data from observational studies reporting antibacterial resistance in common bacterial pathogens among migrants to 21 European Union-15 and European Economic Area countries. To be eligible for inclusion, studies had to report data on carriage or infection with laboratory-confirmed antibiotic-resistant organisms in migrant populations. We extracted data from eligible studies and assessed quality using piloted, standardised forms. We did not examine drug resistance in tuberculosis and excluded articles solely reporting on this parameter. We also excluded articles in which migrant status was determined by ethnicity, country of birth of participants' parents, or was not defined, and articles in which data were not disaggregated by migrant status. Outcomes were carriage of or infection with antibiotic-resistant organisms. We used random-effects models to calculate the pooled prevalence of each outcome. The study protocol is registered with PROSPERO, number CRD42016043681. FINDINGS: We identified 2274 articles, of which 23 observational studies reporting on antibiotic resistance in 2319 migrants were included. The pooled prevalence of any AMR carriage or AMR infection in migrants was 25·4% (95% CI 19·1-31·8; I2 =98%), including meticillin-resistant Staphylococcus aureus (7·8%, 4·8-10·7; I2 =92%) and antibiotic-resistant Gram-negative bacteria (27·2%, 17·6-36·8; I2 =94%). The pooled prevalence of any AMR carriage or infection was higher in refugees and asylum seekers (33·0%, 18·3-47·6; I2 =98%) than in other migrant groups (6·6%, 1·8-11·3; I2 =92%). The pooled prevalence of antibiotic-resistant organisms was slightly higher in high-migrant community settings (33·1%, 11·1-55·1; I2 =96%) than in migrants in hospitals (24·3%, 16·1-32·6; I2 =98%). We did not find evidence of high rates of transmission of AMR from migrant to host populations. INTERPRETATION: Migrants are exposed to conditions favouring the emergence of drug resistance during transit and in host countries in Europe. Increased antibiotic resistance among refugees and asylum seekers and in high-migrant community settings (such as refugee camps and detention facilities) highlights the need for improved living conditions, access to health care, and initiatives to facilitate detection of and appropriate high-quality treatment for antibiotic-resistant infections during transit and in host countries. Protocols for the prevention and control of infection and for antibiotic surveillance need to be integrated in all aspects of health care, which should be accessible for all migrant groups, and should target determinants of AMR before, during, and after migration.
