    The Development of a Common Investment Appraisal for Urban Transport Projects.

    In December 1990 we were invited by Birmingham City Council and Centro to submit a proposal for an introductory study of the development of a common investment appraisal for urban transport projects. Many of the issues had arisen during the Birmingham Integrated Transport Study (BITS) in which we were involved, and in the subsequent assessment of light rail schemes of which we have considerable experience. In subsequent discussion, the objectives were identified as being:- (i) to identify, briefly, the weaknesses with existing appraisal techniques; (ii) to develop proposals for common methods for the social cost-benefit appraisal of both urban road and rail schemes which overcome these weaknesses; (iii) to develop complementary and consistent proposals for common methods of financial appraisal of such projects; (iv) to develop proposals for variants of the methods in (ii) and (iii) which are appropriate to schemes of differing complexity and cost; (v) to consider briefly methods of treating externalities, and performance against other public sector goals, which are consistent with those developed under (ii) to (iv) above; (vi) to recommend work to be done in the second phase of the study (beyond March 1991) on the provision of input to such evaluation methods from strategic and mode-specific models, and on the testing of the proposed evaluation methods. Such issues are particularly topical at present, and we have been able to draw, in our study, on experience of:- (i) evaluation methods developed for BITS and subsequent integrated transport studies (MVA) (ii) evaluation of individual light rail and heavy rail investment projects (ITS,MVA); (iii) the recommendations of AMA in "Changing Gear" (iv) advice to IPPR on appraisal methodology (ITS); (v) submissions to the House of Commons enquiry into "Roads for the Future" (ITS); (vi) advice to the National Audit Office (ITS) (vii) involvement in the SACTRA study of urban road appraisal (MVA, ITS

    Current-carrying cosmic string loops 3D simulation: towards a reduction of the vorton excess problem

    The dynamical evolution of superconducting cosmic string loops with specific equations of state describing timelike and spacelike currents is studied numerically. This analysis extends previous work in two directions: first it shows results coming from a fully three dimensional simulation (as opposed to the two dimensional case already studied), and it now includes fermionic as well as bosonic currents. We confirm that in the case of bosonic currents, shocks are formed in the magnetic regime and kinks in the electric regime. For a loop endowed with a fermionic current with zero-mode carriers, we show that only kinks form along the string worldsheet, therefore making these loops slightly more stable against charge carrier radiation, the likely outcome of either shocks or kinks. All these combined effects tend to reduce the number density of stable loops and contribute to ease the vorton excess problem.     Examining the Context of Strategy Instruction

    The goal of literacy instruction is to teach reading and writing as tools to facilitate thinking and reasoning in a broad array of literacy events. An important difference in the disposition of children to participate in literacy experiences is the extent to which they engage in intentional self-regulated learning. The contexts attending six traditional models of strategy instruction are examined.     TESS hunt for young and maturing exoplanets (THYME). V. A sub-neptune transiting a young star in a newly discovered 250myr association

    The detection and characterization of young planetary systems offer a direct path to study the processes that shape planet evolution. We report on the discovery of a sub-Neptune-sized planet orbiting the young star HD 110082 (TOI-1098). Transit events we initially detected during TESS Cycle 1 are validated with time-series photometry from Spitzer. High-contrast imaging and high-resolution, optical spectra are also obtained to characterize the stellar host and confirm the planetary nature of the transits. The host star is a late-F dwarf (Må = 1.2Me) with a low-mass, M dwarf binary companion (Må = 0.26Me) separated by nearly one arcminute (∼6200 au). Based on its rapid rotation and Lithium absorption, HD 110082 is young, but is not a member of any known group of young stars (despite proximity to the Octans association). To measure the age of the system, we search for coeval, phase-space neighbors and compile a sample of candidate siblings to compare with the empirical sequences of young clusters and to apply quantitative age-dating techniques. In doing so, we find that HD 110082 resides in a new young stellar association we designate MELANGE-1, with an age of 250-+7050 Myr. Jointly modeling the TESS and Spitzer light curves, we measure a planetary orbital period of 10.1827 days and radius of Rp = 3.2 ± 0.1R+. HD 110082 b’s radius falls in the largest 12% of field-age systems with similar host-star mass and orbital period. This finding supports previous studies indicating that young planets have larger radii than their field-age counterparts

    A Mini-Neptune from TESS and CHEOPS Around the 120 Myr Old AB Dor Member HIP 94235

    The Transiting Exoplanet Survey Satellite (TESS) mission has enabled discoveries of the brightest transiting planet systems around young stars. These systems are the benchmarks for testing theories of planetary evolution. We report the discovery of a mini-Neptune transiting a bright star in the AB Doradus moving group. HIP 94235 (TOI-4399, TIC 464646604) is a V mag = 8.31 G-dwarf hosting a 3.00-0.28+0.32R⊠mini-Neptune in a 7.7 day period orbit. HIP 94235 is part of the AB Doradus moving group, one of the youngest and closest associations. Due to its youth, the host star exhibits significant photometric spot modulation, lithium absorption, and X-ray emission. Three 0.06% transits were observed during Sector 27 of the TESS Extended Mission, though these transit signals are dwarfed by the 2% peak-To-peak photometric variability exhibited by the host star. Follow-up observations with the Characterising Exoplanet Satellite confirmed the transit signal and prevented the erosion of the transit ephemeris. HIP 94235 is part of a 50 au G-M binary system. We make use of diffraction limited observations spanning 11 yr, and astrometric accelerations from Hipparcos and Gaia, to constrain the orbit of HIP 94235 B. HIP 94235 is one of the tightest stellar binaries to host an inner planet. As part of a growing sample of bright, young planet systems, HIP 94235 b is ideal for follow-up transit observations, such as those that investigate the evaporative processes driven by high-energy radiation that may sculpt the valleys and deserts in the Neptune population

    TESS Spots a Compact System of Super-Earths around the Naked-eye Star HR 858

    Transiting Exoplanet Survey Satellite (TESS) observations have revealed a compact multiplanet system around the sixth-magnitude star HR 858 (TIC 178155732, TOI 396), located 32 pc away. Three planets, each about twice the size of Earth, transit this slightly evolved, late F-type star, which is also a member of a visual binary. Two of the planets may be in mean motion resonance. We analyze the TESS observations, using novel methods to model and remove instrumental systematic errors, and combine these data with follow-up observations taken from a suite of ground-based telescopes to characterize the planetary system. The HR 858 planets are enticing targets for precise radial velocity observations, secondary eclipse spectroscopy, and measurements of the Rossiter-McLaughlin effect
