    Les coopérations transfrontalières comme outils d’intégration régionale : analyse croisée dans les Suds (Amérique centrale, Afrique de l’Ouest)

    L’article s’intéresse à la place des coopérations transfrontalières dans la construction des intégrations régionales, en croisant l’analyse de deux régions dans les Suds qui se sont largement inspirées du modèle européen : le Système d’Intégration Centraméricain (SICA) et l’ensemble formé par l’Union Economique et Monétaire Ouest Africaine (UEMOA) et la Communauté Economique des États de l’Afrique de l’Ouest (CEDEAO). Il s’agit de questionner les enjeux politiques et territoriaux des processus d’intégration régionale en s’intéressant à ce qui se passe sur leurs frontières internes, l’intégration régionale ayant en effet pour objectif de lever les barrières liées à leur présence. Les auteurs analysent comment les processus de coopération transfrontalière ont été promus comme outils d’intégration régionale dans chacun des deux ensembles étudiés. La comparaison permet ensuite d’identifier des obstacles et des freins communs, mais également de souligner une évolution vers des modèles de coopération transfrontalière et d’intégration différenciés.The article focuses on the place of cross-border cooperation in the construction of regional integrations, by crossing the analysis of two regions in the global South which have largely inspired the European model: the Central American Integration System (SICA in Spanish) and a whole formed by the West African Economic and Monetary Union (UEMOA in French) and the Economic Community of West African States (ECOWAS, CEDEAO in French). It’s about questioning the political and territorial issues of regional integration processes by focusing on what is happening on their internal borders, regional integration having the objective of removing the barriers related to their presence. The authors analyze how cross-border cooperation processes have been promoted as regional integration tools in each of the two groups studied. Then, the comparison allows to identify common obstacles and barriers, but also to highlight a move towards differentiated cross-border cooperation and integration models

    The "Valley of Roses" (the lower valley of the Assif Mgoun, and a part of the Dades Valley), is a tourist destination being developped around a local specificity : the culture of Damascus rose. But although highly mediatized, especially through advertising brochures, the rose plays a minor role in the tourist activity, despite the efforts of the hotel managers and other local actors, travel agencies and public authorities. The rose mainly serves as of an original and catchy image for the region, which is reinforced by an annual 3-day festival, but nobody really tries to develop real activities centered on the rose. Therefore, the tourist destination per se hardly emerges, and tourists just pass by along their route towards more famous areas. The « country of the rose » is still to be invented.Correspondiendo al valle bajo del Assif Mgoun, y por extensión, a una parte del valle del Dadès, el « Valle de las Rosas » es un destino turístico en proceso de construcción en torno a una especificidad local que es el cultivo de la rosa de Damas. Pero aunque altamente mediatizado, especialmente por los folletos publicitarios, la rosa juega un papel todavía minor en la actividad turística, a pesar de los esfuerzos de los anfitriones, de los actores locales, de las agencias de viaje y accesoriamente de los poderes públicos. De hecho el destino, que se satisface del efecto llamada de una imagen original y llamativa y de un festival anual de tres días sin hacer el esfuerzo en desarrollar verdaderas actividades en torno a la rosa, tiene dificultades para emerger. A esto se agrega cierta indiferencia de los turistas que simplemente pasan. El destino del país de la rosa queda por inventar.Correspondant à la basse vallée de l’Assif Mgoun, et par extension, à une partie de la vallée du Dadès, la « Vallée des roses », est une destination touristique en cours de construction autour d’une spécificité locale qui est la culture de la rose de Damas. Mais bien que fortement médiatisée, notamment par les brochures publicitaires, la rose joue un rôle encore mineur dans l’activité touristique, malgré les efforts des hébergeurs, des acteurs locaux, des agences de voyage et secondairement de la puissance publique. De ce fait la destination qui se contente de l’effet d’appel d’une image originale et accrocheuse et d’un festival annuel de 3 jours sans faire l’effort de développer de vraies activités autour de la rose, a du mal à émerger. A cela s’ajoute une certaine indifférence des touristes qui ne font que passer. La destination du pays de la rose reste donc à inventer

    Altimetry for the future: Building on 25 years of progress

    In 2018 we celebrated 25 years of development of radar altimetry, and the progress achieved by this methodology in the fields of global and coastal oceanography, hydrology, geodesy and cryospheric sciences. Many symbolic major events have celebrated these developments, e.g., in Venice, Italy, the 15th (2006) and 20th (2012) years of progress and more recently, in 2018, in Ponta Delgada, Portugal, 25 Years of Progress in Radar Altimetry. On this latter occasion it was decided to collect contributions of scientists, engineers and managers involved in the worldwide altimetry community to depict the state of altimetry and propose recommendations for the altimetry of the future. This paper summarizes contributions and recommendations that were collected and provides guidance for future mission design, research activities, and sustainable operational radar altimetry data exploitation. Recommendations provided are fundamental for optimizing further scientific and operational advances of oceanographic observations by altimetry, including requirements for spatial and temporal resolution of altimetric measurements, their accuracy and continuity. There are also new challenges and new openings mentioned in the paper that are particularly crucial for observations at higher latitudes, for coastal oceanography, for cryospheric studies and for hydrology. The paper starts with a general introduction followed by a section on Earth System Science including Ocean Dynamics, Sea Level, the Coastal Ocean, Hydrology, the Cryosphere and Polar Oceans and the ‘‘Green” Ocean, extending the frontier from biogeochemistry to marine ecology. Applications are described in a subsequent section, which covers Operational Oceanography, Weather, Hurricane Wave and Wind Forecasting, Climate projection. Instruments’ development and satellite missions’ evolutions are described in a fourth section. A fifth section covers the key observations that altimeters provide and their potential complements, from other Earth observation measurements to in situ data. Section 6 identifies the data and methods and provides some accuracy and resolution requirements for the wet tropospheric correction, the orbit and other geodetic requirements, the Mean Sea Surface, Geoid and Mean Dynamic Topography, Calibration and Validation, data accuracy, data access and handling (including the DUACS system). Section 7 brings a transversal view on scales, integration, artificial intelligence, and capacity building (education and training). Section 8 reviews the programmatic issues followed by a conclusion

    Azimuthal anisotropy of charged jet production in root s(NN)=2.76 TeV Pb-Pb collisions

    We present measurements of the azimuthal dependence of charged jet production in central and semi-central root s(NN) = 2.76 TeV Pb-Pb collisions with respect to the second harmonic event plane, quantified as nu(ch)(2) (jet). Jet finding is performed employing the anti-k(T) algorithm with a resolution parameter R = 0.2 using charged tracks from the ALICE tracking system. The contribution of the azimuthal anisotropy of the underlying event is taken into account event-by-event. The remaining (statistical) region-to-region fluctuations are removed on an ensemble basis by unfolding the jet spectra for different event plane orientations independently. Significant non-zero nu(ch)(2) (jet) is observed in semi-central collisions (30-50% centrality) for 20 <p(T)(ch) (jet) <90 GeV/c. The azimuthal dependence of the charged jet production is similar to the dependence observed for jets comprising both charged and neutral fragments, and compatible with measurements of the nu(2) of single charged particles at high p(T). Good agreement between the data and predictions from JEWEL, an event generator simulating parton shower evolution in the presence of a dense QCD medium, is found in semi-central collisions.
