    Expanding national policy space for development: Why the Multilateral Trading System must change

    With the increasing political and economic integration that accompanies globalisation, a growing number of international agreements now restrict the national ‘policy space’ of developed and developing countries alike. The paper demonstrates how developing countries’ national policy space is affected by agreements comprising the Multilateral Trading System (MTS) under the World Trade Organization (WTO). Focus is given to examining the narrowing range of policy options permissible under international trade and finance agreements, and the adverse effects this can have on countries in earlier stages of economic development. These effects are reviewed with the finding that the playing field resulting from international trade agreements, that have ostensibly equivalent rules for all contracting parties, may provide a much smaller policy space for developing than developed countries because of differences in initial conditions and national policy implementation capacities. It is argued that special and differential treatment (S&DT) for developing countries under the MTS needs to be enhanced and made more actionable and effective in order to provide developing countries with essential national policy space for development. Finally, general areas where improved S&DT is needed, and should be pursued by developing countries in the ongoing Doha Round of WTO negotiations, are summarised.trade, development, developing countries, global economic governance, WTO

    Environmental Goods: Where Do the Dynamic Trade Opportunities for Developing Countries Lie?

    This study seeks to review some of the key issues surrounding ongoing WTO negotiations on trade liberalisation of environmental goods and to provide trade data and analyses to assess developing countries’ current and potential performance in environmental goods trade. Data indicate that developing countries have significant export strength and potential, not only in environmentally preferable products, but in many manufactured and chemical goods used in the provision of environmental services as well. For many developing countries, this latter class of goods includes some of their most dynamic exports, which can be significantly expanded by trade liberalisation, particularly through increased South-South trade. For other developing countries, trade liberalisation of environmentally preferable products may provide immediate gains needed to support rural economies and facilitate the integration of their small and medium sized enterprises into global supply chains. The study finds that to provide gains for all countries – each with a unique production and export profile – the scope and spectrum of environmental goods targeted for liberalisation must be wide and selective, allowing developing countries to select a limited ‘best- fit’ subset of goods for their tariff reduction commitments within an eventual WTO agreement.trade liberalisation, environmental goods, developing countries, WTO, negotiations

    Orbital Studies of the Cataclysmic Variables CZ Orionis, V1193 Orionis and BZ Ursae Majoris

    Time-resolved spectroscopy reveals the orbital periods of three cataclysmic variables. CZ Ori has an orbital period of 0.2189 d. This is within 3 per cent of a prediction relating orbital period and dwarf nova outburst decline time. We find the M2.5 ± 1.0 secondary, and infer an absolute magnitude for CZ Ori in RKc of 8.5 ± 1.0 and a distance of 260 ± 110 pc. V1193 Ori, also called Hamuy\u27s Blue Variable, has an orbital period of 0.165 d. In 1988, Ha emission line profile variations suggested red star illumination. In 1989, this line\u27s red wing flared at orbital phases 0.2 and 0.8. We set limits for the absolute magnitude in RKc of \u3c 5.9 and for the distance of \u3e 4 70 pc. BZ UMa has an orbital period of 0.0679 d, shown by Ha radial velocities and an S-wave. The velocities have anomalous low-frequency variations, strongest in the line wings. This rumbling, observed during all three observing runs, is of amplitude comparable to the orbit\u27s. Explanations of instrumental effects, magnetism or disc waves are considered. The M5.5 ± 0.5 secondary implies an absolute magnitude for BZ UMain RKc of 10.7(+0.7/−0.9) and a distance of 110(+44/−51)pc

    Active Amplification of the Terrestrial Albedo to Mitigate Climate Change: An Exploratory Study

    This study explores the potential to enhance the reflectance of solar insolation by the human settlement and grassland components of the Earth's terrestrial surface as a climate change mitigation measure. Preliminary estimates derived using a static radiative transfer model indicate that such efforts could amplify the planetary albedo enough to offset the current global annual average level of radiative forcing caused by anthropogenic greenhouse gases by as much as 30 percent or 0.76 W/m2. Terrestrial albedo amplification may thus extend, by about 25 years, the time available to advance the development and use of low-emission energy conversion technologies which ultimately remain essential to mitigate long-term climate change. However, additional study is needed to confirm the estimates reported here and to assess the economic and environmental impacts of active land-surface albedo amplification as a climate change mitigation measure.Comment: 21 pages, 3 figures.     Beyond the public and private divide: Remapping transnational climate governance in de 21th century

    This article provides a first step towards a better theoretical and empirical knowledge of the emerging arena of transnational climate governance. The need for such a re-conceptualization emerges from the increasing relevance of non-state and transnational approaches towards climate change mitigation at a time when the intergovernmental negotiation process has to overcome substantial stalemate and the international arena becomes increasingly fragmented. Based on a brief discussion of the increasing trend towards transnationalization and functional segmentation of the global climate governance arena, we argue that a remapping of climate governance is necessary and needs to take into account different spheres of authority beyond the public and international. Hence, we provide a brief analysis of how the public/private divide has been conceptualized in Political Science and International Relations. Subsequently, we analyse the emerging transnational climate governance arena. Analytically, we distinguish between different manifestations of transnational climate governance on a continuum ranging from delegated and shared public-private authority to fully non-state and private responses to the climate problem. We suggest that our remapping exercise presented in this article can be a useful starting point for future research on the role and relevance of transnational approaches to the global climate crisis

    Towards a comprehensive climate impacts assessment of solar geoengineering

    Despite a growing literature on the climate response to solar geoengineering – proposals to cool the planet by increasing the planetary albedo – there has been little published on the impacts of solar geoengineering on natural and human systems such as agriculture, health, water resources, and ecosystems. An understanding of the impacts of different scenarios of solar geoengineering deployment will be crucial for informing decisions on whether and how to deploy it. Here we review the current state of knowledge about impacts of a solar geoengineered climate and identify major research gaps. We suggest that a thorough assessment of the climate impacts of a range of scenarios of solar geoengineering deployment is needed and can build upon existing frameworks. However, solar geoengineering poses a novel challenge for climate impacts research as the manner of deployment could be tailored to pursue different objectives making possible a wide range of climate outcomes. We present a number of ideas for approaches to extend the survey of climate impacts beyond standard scenarios of solar geoengineering deployment to address this challenge. Reducing the impacts of climate change is the fundamental motivator for emissions reductions and for considering whether and how to deploy solar geoengineering. This means that the active engagement of the climate impacts research community will be important for improving the overall understanding of the opportunities, challenges and risks presented by solar geoengineering

    Liberalizing climate-friendly goods and technologies in the WTO: product coverage, modalities, challenges and the way forward

    The Doha Round Agenda (paragraph 31(3)) mandates to liberalize environmental goods and services. This mandate offers a good opportunity to put climate-friendly goods and services on a fast track to liberalization. Agreement on this paragraph should represent one immediate contribution that the WTO can make to fight against climate change. This paper presents the key issues surrounding liberalized trade in climate-friendly goods and technologies in WTO environmental goods negotiations. It begins with what products to liberalize and how. Clearly, WTO environmental goods negotiations to date show that WTO member countries are divided by this key issue. Focusing on the issue, the paper explores options available to liberalize trade in climate-friendly goods and technologies, both within and outside the WTO, and along with these discussion, discusses how to serve the best interests of developing countries

    The 2MASS Redshift Survey - Description and Data Release

    We present the results of the 2MASS Redshift Survey (2MRS), a ten-year project to map the full three-dimensional distribution of galaxies in the nearby Universe. The 2 Micron All-Sky Survey (2MASS) was completed in 2003 and its final data products, including an extended source catalog (XSC), are available on-line. The 2MASS XSC contains nearly a million galaxies with Ks <= 13.5 mag and is essentially complete and mostly unaffected by interstellar extinction and stellar confusion down to a galactic latitude of |b|=5 deg for bright galaxies. Near-infrared wavelengths are sensitive to the old stellar populations that dominate galaxy masses, making 2MASS an excellent starting point to study the distribution of matter in the nearby Universe. We selected a sample of 44,599 2MASS galaxies with Ks =5 deg (>= 8 deg towards the Galactic bulge) as the input catalog for our survey. We obtained spectroscopic observations for 11,000 galaxies and used previously-obtained velocities for the remainder of the sample to generate a redshift catalog that is 97.6% complete to well-defined limits and covers 91% of the sky. This provides an unprecedented census of galaxy (baryonic mass) concentrations within 300 Mpc. Earlier versions of our survey have been used in a number of publications that have studied the bulk motion of the Local Group, mapped the density and peculiar velocity fields out to 50 Mpc, detected galaxy groups, and estimated the values of several cosmological parameters. Additionally, we present morphological types for a nearly-complete sub-sample of 20,860 galaxies with Ks = 10 deg.Comment: Accepted for publication in The Astrophysical Journal Supplement Series.
