Rural Development Programme measures on cultivated land in Europe to mitigate greenhouse gas emissions – regional ‘hotspots’ and priority measures

Emissions from European agriculture have been reduced, albeit at the expense of crop yield and the risk of production displacement (the transfer of production, and associated emissions, to land outside of Europe). This article assesses the impact on GHG emissions of selected European Rural Development Program measures, representative of a diversity of management strategies implemented on cultivated land, within nine European Member States. Climatic zone and underlying spatial environmental variables were accounted for using a novel technique, “Regional Variation Categories,” developed with European-scale GIS data sets. Production displacement is assessed with two benchmarks: (1) compared with existing crop production and (2) relative to a “minimum requirement” land management scenario, where an emissions reduction of less than this does not constitute mitigation. Most measures reduce emissions relative to the baseline crop scenario; however, many do not reduce emissions beyond the “minimum requirement,” this being limited to measures such as catch crops and within-field grass areas to prevent soil erosion. Mapping the Future: Policy Applications of Climate Vulnerability Mapping in West Africa
We describe the development of climate vulnerability maps for three Sahelian countries – Mali, Burkina Faso, and Niger – and for coastal West Africa, with a focus on the way the maps were designed to meet decision-making needs and their ultimate influence and use in policy contexts. The paper provides a review of the literature on indicators and maps in the science-policy interface. We then assess the credibility, salience, and legitimacy of the maps as tools for decision-making. Results suggest that vulnerability maps are a useful boundary object for generating discussions among stakeholders with different objectives and technical backgrounds, and that they can provide useful input for targeting development assistance. We conclude with a discussion of the power of maps to capture policy maker attention, and how this increases the onus on map developers to communicate clearly uncertainties and limitations. The assessment of policy uptake in this paper is admittedly subjective; the article includes a discussion of ways to conduct more objective and rigorous assessments of policy impact so as to better evaluate the value and use of vulnerability mapping in decision-making processes
Methodology and applications of city level CO2 emission accounts in China
China is the world's largest energy consumer and CO2 emitter. Cities contribute 85% of the total CO2 emissions in China and thus are considered as the key areas for implementing policies designed for climate change adaption and CO2 emission mitigation. However, the emission inventory construction of Chinese cities has not been well researched, mainly owing to the lack of systematic statistics and poor data quality. Focusing on this research gap, we developed a set of methods for constructing CO2 emissions inventories for Chinese cities based on energy balance table. The newly constructed emission inventory is compiled in terms of the definition provided by the IPCC territorial emission accounting approach and covers 47 socioeconomic sectors, 17 fossil fuels and 9 primary industry products, which is corresponding with the national and provincial inventory. In the study, we applied the methods to compile CO2 emissions inventories for 24 common Chinese cities and examined uncertainties of the inventories. Understanding the emissions sources in Chinese cities is the basis for many climate policy and goal research in the future
Strengths-Weaknesses-Opportunities-Threats analysis of carbon footprint indicator and derived recommendations
ABSTRACT: Demand for a low carbon footprint may be a key factor in stimulating innovation, while prompting politicians to promote sustainable consumption. However, the variety of methodological approaches and techniques used to quantify life-cycle emissions prevents their successful and widespread implementation. This study aims to offer recommendations for researchers, policymakers and practitioners seeking to achieve a more consistent approach for carbon footprint analysis. This assessment is made on the basis of a comprehensive Strengths-Weaknesses-Opportunities-Threats or SWOT Analysis of the carbon footprint indicator. It is carried out bringing together the collective experience from the Carbonfeel Project following the Delphi technique principles. The results include the detailed SWOT Analysis from which specific recommendations to cope with the threats and the weaknesses are identified. In particular, results highlight the importance of the integrated approach to combine organizational and product carbon footprinting in order to achieve a more standardized and consistent approach. These recommendations can therefore serve to pave the way for the development of new, specific and highly-detailed guidelines
Vehicular tracks and the influence of land use and habitat protection in the British uplands
Uplands cover around 25% of the Earth's land surface and comprise highly sensitive soils and habitats of global ecological importance that together provision a suite of valuable ecosystem services. Access to upland areas for land management and recreation is increasingly dependent on the use of motorised vehicles. However, despite the widely acknowledged detrimental consequences of vehicle track development and use, this activity is not currently quantified or monitored.
In this study, surfaced and unsurfaced vehicular tracks, footpaths and land cover in an approximately 5% sample of mainland British uplands (1910 km2) were mapped using aerial imagery dating between 2007 and 2016. An information theory approach was used to identify models that best predicted the presence and extent of surfaced tracks as a function of land cover, protected status, extent of blanket peat, proximity to human population and altitude.
A total of 2104 km of track were recorded, with 27% defined as being surfaced. This equates to a mean (±SE) track density of 1.10 ± 0.15 km km−2 in current use by vehicles across upland Britain. Areas of managed heather and grass-dominated habitat were the primary predictors of the presence and extent of surfaced tracks and we found no evidence that areas of conservation interest with protective designation were less susceptible to track construction.
These data indicate that wide-ranging vehicular track networks exist in ecologically sensitive environments across the British uplands, with implications for the integrity of sensitive habitats and soils. Land use and management activities that are not facilitating ecological improvement or conservation appear to be driving the presence of surfaced tracks in 'protected' areas. The findings suggest that: a) urgent review and revision of upland track legislation is required in Great Britain; and b) wider assessment of upland tracks should be undertaken to inform global conservation strategies for these environments
Research utilisation and knowledge mobilisation in the commissioning and joint planning of public health interventions to reduce alcohol-related harms: a qualitative case design using a cocreation approach
Background: Considerable resources are spent on research to establish what works to improve the nation’s health. If the findings from this research are used, better health outcomes can follow, but we know that these findings are not always used. In public health, evidence of what works may not ‘fit’ everywhere, making it difficult to know what to do locally. Research suggests that evidence use is a social and dynamic process, not a simple application of research findings. It is unclear whether it is easier to get evidence used via a legal contracting process or within unified organisational arrangements with shared responsibilities. Objective: To work in cocreation with research participants to investigate how research is utilised and knowledge mobilised in the commissioning and planning of public health services to reduce alcohol-related harms. Design, setting and participants: Two in-depth, largely qualitative, cross-comparison case studies were undertaken to compare real-time research utilisation in commissioning across a purchaser–provider split (England) and in joint planning under unified organisational arrangements (Scotland) to reduce alcohol-related harms. Using an overarching realist approach and working in cocreation, case study partners (stakeholders in the process) picked the topic and helped to interpret the findings. In Scotland, the topic picked was licensing; in England, it was reducing maternal alcohol consumption. Methods: Sixty-nine interviews, two focus groups, 14 observations of decision-making meetings, two local feedback workshops (n = 23 and n = 15) and one national workshop (n = 10) were undertaken. A questionnaire (n = 73) using a Behaviourally Anchored Rating Scale was issued to test the transferability of the 10 main findings. Given the small numbers, care must be taken in interpreting the findings. Findings: Not all practitioners have the time, skills or interest to work in cocreation, but when there was collaboration, much was learned. Evidence included professional and tacit knowledge, and anecdotes, as well as findings from rigorous research designs. It was difficult to identify evidence in use and decisions were sometimes progressed in informal ways and in places we did not get to see. There are few formal evidence entry points. Evidence (prevalence and trends in public health issues) enters the process and is embedded in strategic documents to set priorities, but local data were collected in both sites to provide actionable messages (sometimes replicating the evidence base). Conclusions: Two mid-range theories explain the findings. If evidence has saliency (relates to ‘here and now’ as opposed to ‘there and then’) and immediacy (short, presented verbally or visually and with emotional appeal) it is more likely to be used in both settings. A second mid-range theory explains how differing tensions pull and compete as feasible and acceptable local solutions are pursued across stakeholders. Answering what works depends on answering for whom and where simultaneously to find workable (if temporary) ‘blends’. Gaining this agreement across stakeholders appeared more difficult across the purchaser–provider split, because opportunities to interact were curtailed; however, more research is needed.
