    Get PDF
Effective Decision Support Systems (DSS) for building service managers require adequate performance data from many building data silos in order to deliver a complete view of building performance. Current performance analysis techniques tend to focus on a limited number of data sources, such as BMS measured data (temperature, humidity, C02), excluding a wealth of other data sources increasingly available in the modern building, including weather data, occupant feedback, mobile sensors & feedback systems, schedule information, equipment usage information. This paper investigates the potential for using Linked Data and Semantic Web technologies to improve interoperability across AEC domains, overcoming many of the roadblocks hindering information transfer currently

The potential role of environmental economics in Teagasc - A scoping exercise 2006

    Get PDF
End of project reportEnvironmental economics is a new area within the Teagasc vision programme. It is a distinct branch of economics that acknowledges the value of both the environment and economic activity and makes choices based on those values. The goal is to balance the economic activity and the environmental impacts by taking into account all the costs and benefits. The theories are designed to take into account pollution and natural resource depletion, which the current model of market systems fails to do. This (failure) needs to be addressed by correcting prices so they take into account "external" costs. The aim of this project was to look broadly at theses issues in relation to agriculture and natural resource usage in Ireland. In particular it focused on the role that this branch of economics may play in the research agenda of Teagasc in the future. The project was very short in duration (7 months) and was completed on-time (30th November 2006)

Fall prevention intervention technologies: A conceptual framework and survey of the state of the art

    Get PDF
In recent years, an ever increasing range of technology-based applications have been developed with the goal of assisting in the delivery of more effective and efficient fall prevention interventions. Whilst there have been a number of studies that have surveyed technologies for a particular sub-domain of fall prevention, there is no existing research which surveys the full spectrum of falls prevention interventions and characterises the range of technologies that have augmented this landscape. This study presents a conceptual framework and survey of the state of the art of technology-based fall prevention systems which is derived from a systematic template analysis of studies presented in contemporary research literature. The framework proposes four broad categories of fall prevention intervention system: Pre-fall prevention; Post-fall prevention; Fall injury prevention; Cross-fall prevention. Other categories include, Application type, Technology deployment platform, Information sources, Deployment environment, User interface type, and Collaborative function. After presenting the conceptual framework, a detailed survey of the state of the art is presented as a function of the proposed framework. A number of research challenges emerge as a result of surveying the research literature, which include a need for: new systems that focus on overcoming extrinsic falls risk factors; systems that support the environmental risk assessment process; systems that enable patients and practitioners to develop more collaborative relationships and engage in shared decision making during falls risk assessment and prevention activities. In response to these challenges, recommendations and future research directions are proposed to overcome each respective challenge. The Royal Society, grant Ref: RG13082

DEVELOPMENT OF THE E-GOVERNMENT MARKET IN THE EUROPEAN UNION: AN ANALYSIS OF THE SUPPLY VERSUS DEMAND SIDES

    Get PDF
E-government represents one of the most palpable results of the dynamic development of the information and communication technology. Defined mostly as an intensive use of information technologies to provide public services, e-government has been approached in the literature rather from a technological perspective, with a significant importance given to the supply and a lower attention paid to the demand side. The increasing interest in taking into consideration the demand side in the development of the e-government initiatives and projects has created the foundation for a shift in the way the conceptual framework for e-government planning and implementation is defined, from the technology infrastructure and costs to the customer-centric character of all the efforts done. The European Union put e-government on its agenda aiming to improve access to the public information and services, increase transparency of public administration, exploit effectively the information technology within public administration, and establishing e-procurement. The development of the e-government services in the Member States, as it is expressed by the data regarding the supply and demand side, has been conducted in a more or less different manner that led, at the Union's level, to a relatively high availability but a rather low usage of the specific services. The paper explores the relationship between the e-government supply and demand based on the secondary data referring to the public services available to the citizens (as these are defined by the Eurostat methodology) and the usage of these services by the individuals, integrating them through an analytical matrix inspired by the BCG model. Probably the most important conclusion of this analysis states that development of the e-government services has not been accompanied by measures meant to stimulate their usage in the most of the European Union Member States. The analytical matrix allowed also the identification of the question mark, star, cash cow and dog Member States in terms of the e-government market development.e-government market, demand, supply, European Union

This paper discusses on touch screen avatar for an English language learning application system. The system would be a combination of avatar as Animated Pedagogical Agent (APA) and a touch screen application that adapt the up to date gesture-based computing which is found as having potential to change the way how we learn as it could reduce the amount of Information Communication Technology (ICT) devices used during teaching and learning process. The key here is interaction between university students and touch screen avatar intelligent application system as well as learning resources that could be learned anytime anywhere twenty four hours in seven days 24/7 based on their study time preference where they could learn at their own comfort out of the tradition. The students would be provided with a learning tool that could help them learn interactively with the current trend which they might be interested with based on their own personalization. Apart from that, their performance shall be monitored from a distance and evaluated to avoid disturbing their learning process from working smoothly and getting rid of feeling of being controlled. Thus, the students are expected to have lower affective filter level that may enhance the way they learn unconsciously. Introduction. It is evident that the electronic business plays a central role in the economy development, facilitating the exchange of information, goods, services, and payments. We feel very strongly that entrepreneurs who understand the role and significance of e-business and are ready to meet the sharply expanding scale of cross-border e-commerce will be the winners of tomorrow in the world market. An initial point to underline in connection with these tendencies is that business which does not give some attention to e-business and e-marketing promotion could very easily loose its place on the market. This explains the hyper attention to the e-business nowadays and as a result the necessity of studying this question. The purpose of the article is to study the characteristic features of e-business in Ukraine, to determine the latest tendencies of its development and to propose the certain steps to increase its growth. Results. Recent researches support the view that organizations can have a significant benefit of using e-business tools in their everyday operations. The article examines the benefits, problems and limitations of e-business in Ukraine. It has been distinguished that Ukraine is an attractive market for the development of e-commerce. It has a large potential for e-business and its related activities. In 2018 Ukraine ranked the 2nd place in the turnover growth of online usage among European countries. A major factor stimulating Internet growth is the drastic improvement of the telecommunications infrastructure in the country. Advantages and risks of new electronic marketing techniques were considered in the article. The main strengths of online marketing system are high quality customer service, greater reach, time saving customer loyalty, easy access to information, 24 hours access and personal contact with the customer. Considering the risks, it was admitted that e-marketing requires considerable time investment to get the results and it takes a long time to generate meaningful interactions. Conditions that should be arranged for successful e-business model implementation were determined. It was pointed out that in order to increase the development of e-business in Ukraine that certain steps such as harmonizing of essential laws and standards to the European ones, enhancing the use of web analytics tools, providing an appropriate choice of communication channels and improving administrative regulations regarding e-business procedures should be taken. In this regard, Ukrainian businesses need all the support they can get from policymakers and regulators in order to be able to grow in an increasingly competitive global market. In conclusion, in order to stay effective, to improve operational efficiency, profitability, and to strengthen their competitive position business organizations should definitely adopt e-business model. It is not enough to have high quality products or services to operate successfully in the market; productive introduction of new e-business models is vital in a computerised electronic environment. In this regard, if Ukrainian government wants its companies to fully play their role in a globalized world, it needs to create a harmonized market and a favourable environment where domestic e-business companies can flourish. Prospects for further research can be seen in the analysis of the methods of measuring the effectiveness of different e-business models

    Get PDF
RGB-D data has turned out to be a very useful representation of an indoor scene for solving fundamental computer vision problems. It takes the advantages of the color image that provides appearance information of an object and also the depth image that is immune to the variations in color, illumination, rotation angle and scale. With the invention of the low-cost Microsoft Kinect sensor, which was initially used for gaming and later became a popular device for computer vision, high quality RGB-D data can be acquired easily. In recent years, more and more RGB-D image/video datasets dedicated to various applications have become available, which are of great importance to benchmark the state-of-the-art. In this paper, we systematically survey popular RGB-D datasets for different applications including object recognition, scene classification, hand gesture recognition, 3D-simultaneous localization and mapping, and pose estimation. We provide the insights into the characteristics of each important dataset, and compare the popularity and the difficulty of those datasets. Overall, the main goal of this survey is to give a comprehensive description about the available RGB-D datasets and thus to guide researchers in the selection of suitable datasets for evaluating their algorithms
