Target value design: using collaboration and a lean approach to reduce construction cost
Target Costing is an effective management technique that has been used in manufacturing for decades to achieve cost predictability during new products development. Adoption of this technique promises benefits for the construction industry as it struggles to raise the number of successful outcomes and certainty of project delivery in terms of cost, quality and time. Target Value Design is a management approach that takes the best features of Target Costing and adapts them to the peculiarities of construction. In this paper the concept of Target Value Design is introduced based on the results of action research carried out on 12 construction projects in the USA. It has been shown that systemic application of Target Value Design leads to significant improvement of project performance â the final cost of projects was on average 15% less than market cost. The construction industry already has approaches that have similarities with elements of the Target Value Design process or uses the same terminology, e.g. Partnering and Target Cost Contracts, Cost planning, etc. Following an exploration of the similarities and differences Target Value Design is positioned as a form of Target Costing for construction that offers a more reliable route to successful projects outcomes
Thermal Recombination: Beyond the Valence Quark Approximation
Quark counting rules derived from recombination models agree well with data
on hadron production at intermediate transverse momenta in relativistic
heavy-ion collisions. They convey a simple picture of hadrons consisting only
of valence quarks. We discuss the inclusion of higher Fock states that add sea
quarks and gluons to the hadron structure. We show that, when recombination
occurs from a thermal medium, hadron spectra remain unaffected by the inclusion
of higher Fock states. However, the quark number scaling for elliptic flow is
somewhat affected. We discuss the implications for our understanding of data
from the Relativistic Heavy Ion Collider.Comment: 5 pages, 5 figure
Magnetic Fields, Relativistic Particles, and Shock Waves in Cluster Outskirts
It is only now, with low-frequency radio telescopes, long exposures with
high-resolution X-ray satellites and gamma-ray telescopes, that we are
beginning to learn about the physics in the periphery of galaxy clusters. In
the coming years, Sunyaev-Zeldovich telescopes are going to deliver further
great insights into the plasma physics of these special regions in the
Universe. The last years have already shown tremendous progress with detections
of shocks, estimates of magnetic field strengths and constraints on the
particle acceleration efficiency. X-ray observations have revealed shock fronts
in cluster outskirts which have allowed inferences about the microphysical
structure of shocks fronts in such extreme environments. The best indications
for magnetic fields and relativistic particles in cluster outskirts come from
observations of so-called radio relics, which are megaparsec-sized regions of
radio emission from the edges of galaxy clusters. As these are difficult to
detect due to their low surface brightness, only few of these objects are
known. But they have provided unprecedented evidence for the acceleration of
relativistic particles at shock fronts and the existence of muG strength fields
as far out as the virial radius of clusters. In this review we summarise the
observational and theoretical state of our knowledge of magnetic fields,

Clastic Polygonal Networks Around Lyot Crater, Mars: Possible Formation Mechanisms From Morphometric Analysis
Polygonal networks of patterned ground are a common feature in cold-climate environments. They can form through the thermal contraction of ice-cemented sediment (i.e. formed from fractures), or the freezing and thawing of ground ice (i.e. formed by patterns of clasts, or ground deformation). The characteristics of these landforms provide information about environmental conditions. Analogous polygonal forms have been observed on Mars leading to inferences about environmental conditions. We have identified clastic polygonal features located around Lyot crater, Mars (50°N, 30°E). These polygons are unusually large (> 100 m diameter) compared to terrestrial clastic polygons, and contain very large clasts, some of which are up to 15 metres in diameter. The polygons are distributed in a wide arc around the eastern side of Lyot crater, at a consistent distance from the crater rim. Using high-resolution imaging data, we digitised these features to extract morphological information. These data are compared to existing terrestrial and Martian polygon data to look for similarities and differences and to inform hypotheses concerning possible formation mechanisms. Our results show the clastic polygons do not have any morphometric features that indicate they are similar to terrestrial sorted, clastic polygons formed by freeze-thaw processes. They are too large, do not show the expected variation in form with slope, and have clasts that do not scale in size with polygon diameter. However, the clastic networks are similar in network morphology to thermal contraction cracks, and there is a potential direct Martian analogue in a sub-type of thermal contraction polygons located in Utopia Planitia. Based upon our observations, we reject the hypothesis that polygons located around Lyot formed as freeze-thaw polygons and instead an alternative mechanism is put forward: they result from the infilling of earlier thermal contraction cracks by wind-blown material, which then became compressed and/or cemented resulting in a resistant fill. Erosion then leads to preservation of these polygons in positive relief, while later weathering results in the fracturing of the fill material to form angular clasts. These results suggest that there was an extensive area of ice-rich terrain, the extent of which is linked to ejecta from Lyot crater

Studies were carried out to establish the effects of exogenous growth regulators on Vitis (labrusca x vinifera) 'Niagara Rosada' fruiting. The investigations were done in the JundiaĂ Research Station, Agronomic Institute State of SĂŁo Paulo, always using disease-free vineyards of good productivity. The morphological transformations of clusters were carried out under the following aspects: weight, length and width of cluster; number of berries; weight, length average and width average of berries; length average/width average ratio of berries; number of seeds; length and diameter of secondary rachis. That characteristics were determined at the time of maturity plus the total sugars, total acid, Maturity Index and reducing sugars in samples of all treatments. The experiment were conduced in order to determine the doses that resulted in the most beneficial effects, always using applications by immersion of the inflorescence. The experiment consisted of appplications of (2-chloroethyl) phosphonic acid (CEPA) at concentrations of 50, 100, 250, 500, 1,000 and 2,000 ppm, 14 days before flowering; treatments with gibberellic acid at concentrations of 100 and 200 ppm before full bloom, 10 days after full bloom, and both before plus after full bloom. Treatment with CEPA 100 ppm plus gibberellic acid 100 ppm before full bloom and check treatment were also used. The use of CEPA before flowering at the concentrations used, did not result in good results in 'Niagara Rosada' clusters; applications of gibberellic acid did not differ significantly from the nontreated vines under the conditions studied.Estudou-se o efeito da aplicação, por imersĂŁo, do CEPA (ĂĄcido 2-cloroetil fosfĂŽnico) e do ĂĄcido giberĂ©lico, 14 dias antes do florescimento, nas caracterĂsticas morfolĂłgicas da panĂcula da videira Vitis (labrus-ca x vinifera) "Niagara Rosada". Neste experimento verificou-se que, aplicação do CEPA na concentração de 250 ppm resultou na formação de panĂculas com a maioria de caracterĂsticas indesejĂĄveis. o tratamento misto CEPA 100 ppm + ĂĄcido giberĂ©lico 100 ppm tambĂ©m promoveu o aparecimento de panĂculas subdesenvolvidas. Aplicação de ĂĄcido giberĂ©lico na concentração de 100 ppm em prĂ© e pĂłs-Ălorescimento, resultou mĂ©dias mais elevadas, com relação ao peso da panĂcula, comprimento da panĂcula, peso das bagas e comprimento da rĂĄquis. Ăcido giberĂ©lico na concentração de 100 ppm aplicado em pĂłs-Ălorescimento, promoveu uma tendĂȘncia de aumento nas mĂ©dias do tratamento quanto ao comprimento mĂ©dio das bagas, largura mĂ©dia das bagas, largura do engaço e comprimento da rĂĄquila. How brains make decisions
This chapter, dedicated to the memory of Mino Freund, summarizes the Quantum
Decision Theory (QDT) that we have developed in a series of publications since
2008. We formulate a general mathematical scheme of how decisions are taken,
using the point of view of psychological and cognitive sciences, without
touching physiological aspects. The basic principles of how intelligence acts
are discussed. The human brain processes involved in decisions are argued to be
principally different from straightforward computer operations. The difference
lies in the conscious-subconscious duality of the decision making process and
the role of emotions that compete with utility optimization. The most general
approach for characterizing the process of decision making, taking into account
the conscious-subconscious duality, uses the framework of functional analysis
in Hilbert spaces, similarly to that used in the quantum theory of
measurements. This does not imply that the brain is a quantum system, but just
allows for the simplest and most general extension of classical decision
theory. The resulting theory of quantum decision making, based on the rules of
quantum measurements, solves all paradoxes of classical decision making,
allowing for quantitative predictions that are in excellent agreement with
experiments. Finally, we provide a novel application by comparing the
predictions of QDT with experiments on the prisoner dilemma game. The developed
theory can serve as a guide for creating artificial intelligence acting by

Particles-vortex interactions and flow visualization in He4
Recent experiments have demonstrated a remarkable progress in implementing
and use of the Particle Image Velocimetry (PIV) and particle tracking
techniques for the study of turbulence in He4. However, an interpretation of
the experimental data in the superfluid phase requires understanding how the
motion of tracer particles is affected by the two components, the viscous
normal fluid and the inviscid superfluid. Of a particular importance is the
problem of particle interactions with quantized vortex lines which may not only
strongly affect the particle motion, but, under certain conditions, may even
trap particles on quantized vortex cores. The article reviews recent
theoretical, numerical, and experimental results in this rapidly developing
area of research, putting critically together recent results, and solving
apparent inconsistencies. Also discussed is a closely related technique of

Planck 2015 results. XXVII. The Second Planck Catalogue of Sunyaev-Zeldovich Sources
We present the all-sky Planck catalogue of Sunyaev-Zeldovich (SZ) sources detected from the 29 month full-mission data. The catalogue (PSZ2) is the largest SZ-selected sample of galaxy clusters yet produced and the deepest all-sky catalogue of galaxy clusters. It contains 1653 detections, of which 1203 are confirmed clusters with identified counterparts in external data-sets, and is the first SZ-selected cluster survey containing > confirmed clusters. We present a detailed analysis of the survey selection function in terms of its completeness and statistical reliability, placing a lower limit of 83% on the purity. Using simulations, we find that the Y5R500 estimates are robust to pressure-profile variation and beam systematics, but accurate conversion to Y500 requires. the use of prior information on the cluster extent. We describe the multi-wavelength search for counterparts in ancillary data, which makes use of radio, microwave, infra-red, optical and X-ray data-sets, and which places emphasis on the robustness of the counterpart match. We discuss the physical properties of the new sample and identify a population of low-redshift X-ray under- luminous clusters revealed by SZ selection. These objects appear in optical and SZ surveys with consistent properties for their mass, but are almost absent from ROSAT X-ray selected samples
Detector Description and Performance for the First Coincidence Observations between LIGO and GEO
For 17 days in August and September 2002, the LIGO and GEO interferometer
gravitational wave detectors were operated in coincidence to produce their
first data for scientific analysis. Although the detectors were still far from
their design sensitivity levels, the data can be used to place better upper
limits on the flux of gravitational waves incident on the earth than previous
direct measurements. This paper describes the instruments and the data in some

Planck intermediate results. VIII. Filaments between interacting clusters
About half of the baryons of the Universe are expected to be in the form of
filaments of hot and low density intergalactic medium. Most of these baryons
remain undetected even by the most advanced X-ray observatories which are
limited in sensitivity to the diffuse low density medium. The Planck satellite
has provided hundreds of detections of the hot gas in clusters of galaxies via
the thermal Sunyaev-Zel'dovich (tSZ) effect and is an ideal instrument for
studying extended low density media through the tSZ effect. In this paper we
use the Planck data to search for signatures of a fraction of these missing
baryons between pairs of galaxy clusters. Cluster pairs are good candidates for
searching for the hotter and denser phase of the intergalactic medium (which is
more easily observed through the SZ effect). Using an X-ray catalogue of
clusters and the Planck data, we select physical pairs of clusters as
candidates. Using the Planck data we construct a local map of the tSZ effect
centered on each pair of galaxy clusters. ROSAT data is used to construct X-ray
maps of these pairs. After having modelled and subtracted the tSZ effect and
X-ray emission for each cluster in the pair we study the residuals on both the
SZ and X-ray maps. For the merging cluster pair A399-A401 we observe a
significant tSZ effect signal in the intercluster region beyond the virial
radii of the clusters. A joint X-ray SZ analysis allows us to constrain the
temperature and density of this intercluster medium. We obtain a temperature of
kT = 7.1 +- 0.9, keV (consistent with previous estimates) and a baryon density
of (3.7 +- 0.2)x10^-4, cm^-3. The Planck satellite mission has provided the
first SZ detection of the hot and diffuse intercluster gas.Comment: Accepted by A&
