    Puerto Norte may be analysed as a large-scale urban project and as one of most relevant urban policy interventions in Rosario City. Part of the bibliography that studied these projects, found in the instruments, and in the possibilities of capturing urban surplus value, the alternatives to counter possible regressive processes, product of its implementation. Upon these results, this paper endeavours to revisit instruments, through the analysis of their formulation and implementation process, to examine the modalities according to which the actors network operates from its own resources, strategies and differential capabilities, in the areas of agreement generated. The possibility of focusing the scope on actors and processes allows to illuminate new nuances about how the porous borders that are settled between the public and private spheres are, which also changes with time.Puerto Norte puede analizarse como un Gran Proyecto Urbano y como una de las intervenciones de política urbana más relevante en la ciudad de Rosario. Parte de la bibliografía que estudió estos proyectos encontró en los instrumentos y en las posibilidades de captación de plusvalía urbana las alternativas para contrarrestar posibles procesos regresivos producto de su implementación. Sobre la base de esos resultados, este texto se propone revisitar los instrumentos para, a través del análisis de su proceso de formulación e implementación, examinar las modalidades según las cuales el entramado de actoresopera desde sus recursos, estrategias y capacidades diferenciales, en los ámbitos de concertación generados. La posibilidad de centrar la mirada en los actores y procesos permite iluminar nuevos matices sobre cómo son las fronteras porosas que se dirimen entre la esfera pública y la privada, que además se modifican a lo largo del tiempo.Puerto Norte pode ser analisado como um Grande Projeto Urbano e como uma das intervenções de política urbana mais relevantes na cidade de Rosário. Parte da bibliografia que estudou esses projetos encontrou nos instrumentos, e nas possibilidades de captura da mais-valia urbana, as alternativas para neutralizar possíveis processos regressivos decorrentes de sua implantação. Com base nesses resultados, este texto se propõe a revisitar os instrumentos a fim de, por meio da análise de seu processo de formulação e implementação, examinar as modalidades segundo as quais a rede de atores opera a partir de seus recursos, estratégias e capacidades diferenciais, nas áreas de convênio geradas. A possibilidade de focalizar o olhar nos atores e processos, permite iluminar novas nuances sobre como se estabelecem as fronteiras porosas que se estabelecem entre as esferas pública e privada, que também mudam com o tempo

    Esta ponencia propone examinar las características del tipo de espacio público producido en los Grandes Proyectos Urbanos (GPU), y particularmente indagar tanto en las delimitaciones de los espacios públicos y semi-públicos internos, como en las de sus bordes con el espacio público abierto, contiguo, fuera de los límites de los GPU. El caso de estudio adoptado para este propósito constituye uno de los GPU más dinámicos y recientes en la región: Puerto Norte en la ciudad de Rosario. Este caso no sólo incluye una extensa variedad de espacios públicos y semi-públicos sino que también – dadas las características de su estructura de gestión y planificación urbana dividida en siete Unidades de Gestión (UG)– abarca un importante número de actores participantes en el desarrollo de las herramientas de planificación y negociaciones ad-hoc municipio-desarrolladores, que dieron como resultado su espacio público y morfología urbana. La revisión de la historia de la generación de los instrumentos públicos que posibilitaron esta operación urbana, y la reconstrucción histórica de las instancias de negociación entre el Estado local y los desarrolladores particulares de cada una de las unidades de gestión, permite iluminar una dimensión de análisis pocas veces abordada por la investigación especializada en esta temática.The aim of this paper is to examine the characteristics of the type of public space produced in Mega- Projects (MP), and in particular, to study both the typical boundaries of public and semi-public spaces within the limits of MP, and at their borders, contiguous to the open public space beyond their domain. The case study adopted for this purpose is one of the most recent and dynamic examples in the region: Puerto Norte, in the city of Rosario. This case not only includes a wide variety of public and semi-public spaces but also – given the characteristics of its planning and management structure, divided into seven Management Units – a significant number of stakeholders who are involved in the development of the planning tools and ad-hoc negotiations between the municipality and the developers behind the production of its public spaces and urban morphology. The historical review of the construction of the public instruments that have enabled this urban operation, including the negotiations between the local State and private developers in each of the Management Units, will contribute to shed light on a dimension of analysis that has been seldom addressed.Eje 2: Forma y estructura urbana, organización del territorio, orientación del crecimiento.Facultad de Arquitectura y Urbanism

    Grandes Proyectos Urbanos y su relación con la ciudad: el caso de Puerto Norte (Rosario, Argentina)

    Los Grandes Proyectos Urbanos (GPU) son uno de los instrumentos predilectos del urbanismo contemporáneo. Generalmente producto de la recualificación de ex áreas industriales, o zonas que perdieron sus usos y fueron relegadas, son a la vez ocasiones preciadas para los estados locales que suelen convertir áreas problemáticas en brillantes nuevas centralidades y también extraordinarias oportunidades de multiplicación de capital. Una crítica frecuente desde los estudios urbanos apunta a la relación que se establece entre los GPU y las ciudades que los albergan: la imputación de los GPU como casos de fragmentación urbana. Sin embargo, a pesar de ser éste un juicio usual, existen pocos estudios que lo toman como un problema central. Aquí se propone examinar el caso de Puerto Norte desde esta perspectiva; indagar cómo se vincula con la ciudad de Rosario, y particularmente analizar su relación con el río Paraná, principal recurso paisajístico y recreativo de la ciudad.Large-scale urban projects (lups) are recurrent instruments in contemporary planning. In general, they are the result of the transformation of former industrial sites, or areas that have lost their purpose and became relegated. On the one hand, lups are cherished opportunities for localities to transform problematic areas into bright new centralities; on the other hand they are opportunities for the multiplication of capital. However, lups can also be criticized for forcing a spatial relationship with the cities in which they are embedded and for becoming examples of urban fragmentation. Although this phenomenon is frequent, there are scarce studies that consider this issue as a central question.     Differential cross section measurements for the production of a W boson in association with jets in proton–proton collisions at √s = 7 TeV

    Measurements are reported of differential cross sections for the production of a W boson, which decays into a muon and a neutrino, in association with jets, as a function of several variables, including the transverse momenta (pT) and pseudorapidities of the four leading jets, the scalar sum of jet transverse momenta (HT), and the difference in azimuthal angle between the directions of each jet and the muon. The data sample of pp collisions at a centre-of-mass energy of 7 TeV was collected with the CMS detector at the LHC and corresponds to an integrated luminosity of 5.0 fb[superscript −1]. The measured cross sections are compared to predictions from Monte Carlo generators, MadGraph + pythia and sherpa, and to next-to-leading-order calculations from BlackHat + sherpa. The differential cross sections are found to be in agreement with the predictions, apart from the pT distributions of the leading jets at high pT values, the distributions of the HT at high-HT and low jet multiplicity, and the distribution of the difference in azimuthal angle between the leading jet and the muon at low values.United States.     Risk portfolio on modern finance has become increasingly technical, requiring the use of sophisticated mathematical tools in both research and practice. Since companies cannot insure themselves completely against risk, as human incompetence in predicting the future precisely that written in Al-Quran surah Luqman verse 34, they have to manage it to yield an optimal portfolio. The objective here is to minimize the variance among all portfolios, or alternatively, to maximize expected return among all portfolios that has at least a certain expected return. Furthermore, this study focuses on optimizing risk portfolio so called Markowitz MVO (Mean-Variance Optimization). Some theoretical frameworks for analysis are arithmetic mean, geometric mean, variance, covariance, linear programming, and quadratic programming. Moreover, finding a minimum variance portfolio produces a convex quadratic programming, that is minimizing the objective function ðð¥with constraintsð ð 𥠥 ðandð´ð¥ = ð. The outcome of this research is the solution of optimal risk portofolio in some investments that could be finished smoothly using MATLAB R2007b software together with its graphic analysis

    Juxtaposing BTE and ATE – on the role of the European insurance industry in funding civil litigation

    One of the ways in which legal services are financed, and indeed shaped, is through private insurance arrangement. Two contrasting types of legal expenses insurance contracts (LEI) seem to dominate in Europe: before the event (BTE) and after the event (ATE) legal expenses insurance. Notwithstanding institutional differences between different legal systems, BTE and ATE insurance arrangements may be instrumental if government policy is geared towards strengthening a market-oriented system of financing access to justice for individuals and business. At the same time, emphasizing the role of a private industry as a keeper of the gates to justice raises issues of accountability and transparency, not readily reconcilable with demands of competition. Moreover, multiple actors (clients, lawyers, courts, insurers) are involved, causing behavioural dynamics which are not easily predicted or influenced. Against this background, this paper looks into BTE and ATE arrangements by analysing the particularities of BTE and ATE arrangements currently available in some European jurisdictions and by painting a picture of their respective markets and legal contexts. This allows for some reflection on the performance of BTE and ATE providers as both financiers and keepers. Two issues emerge from the analysis that are worthy of some further reflection. Firstly, there is the problematic long-term sustainability of some ATE products. Secondly, the challenges faced by policymakers that would like to nudge consumers into voluntarily taking out BTE LEI

    Search for stop and higgsino production using diphoton Higgs boson decays

    Results are presented of a search for a "natural" supersymmetry scenario with gauge mediated symmetry breaking. It is assumed that only the supersymmetric partners of the top-quark (stop) and the Higgs boson (higgsino) are accessible. Events are examined in which there are two photons forming a Higgs boson candidate, and at least two b-quark jets. In 19.7 inverse femtobarns of proton-proton collision data at sqrt(s) = 8 TeV, recorded in the CMS experiment, no evidence of a signal is found and lower limits at the 95% confidence level are set, excluding the stop mass below 360 to 410 GeV, depending on the higgsino mass
