    Sistemas de Información de Administración Financiera (SIAF) en la gobernanza pública inteligente: una exploración del caso colombiano

    Financial Management Information Systems (FMIS) are essential for efficient and transparent management of financial resources in the public sector. Due to the scarcity of publications on this topic in Colombia, this article aims to provide a contribution to academia and professionals who work in public finance by examining the importance of systems such as SIIF, CHIP, SIRECI, ÉPICO, SIA Observa, the DNP Investment Map, and the new PIIP platform, among others. Topics such as Smart Public Management (SPM), digital government, the fight against corruption, interoperability, cybersecurity, artificial intelligence (AI) and public marketing are also addressed. The research used an interpretative perspective, based on a theoretical, documentary, descriptive and purposeful type. It also used a qualitative and quantitative approach, which included the application of a survey as an instrument of data collection. At the end of the article, the challenge of improving the interoperability and security of FMIS in the Colombian State is raised, highlighting the importance of training officials in information and communication technologies (ICT), as well as promoting websites and platforms related to state public finances to strengthen transparency and encourage citizen participation.Los sistemas de información de administración financiera (SIAF) son fundamentales para una gestión eficiente y transparente de los recursos financieros en el sector público. Debido a la escasez de publicaciones sobre esta temática en Colombia, este artículo pretende ser un aporte a la academia y a los profesionales que laboran en finanzas públicas al examinar la importancia de sistemas como SIIF, CHIP, Sireci, Épico, SIA Observa, el Mapa de Inversiones del Departamento Nacional de Planeación, la nueva plataforma PIIP, entre otros. También se abordan temas como gestión pública inteligente (GPI), gobierno digital, lucha contra la corrupción, interoperabilidad, ciberseguridad, inteligencia artificial (IA) y marketing público. La investigación ha utilizado una perspectiva interpretativa, de tipo teórico, documental, descriptivo y propositivo, con enfoques cualitativo y cuantitativo a partir de la aplicación de encuestas. Al final del artículo se plantea el desafío de mejorar la interoperabilidad y la seguridad de los SIAF en el Estado colombiano, resaltando la importancia de capacitar a los funcionarios en tecnologías de la información y la comunicación (TIC), así como promover los sitios web y las plataformas relacionadas con las finanzas públicas estatales para fortalecer la transparencia y fomentar la participación ciudadana

    Condiciones biológicas, sociales y familiares asociadas al afrontamiento familiar ante el nacimiento de pretérminos en la ciudad de Cartagena – Colombia

    CONTEXTO: El nacimiento de un hijo es un acontecimiento de vital trascendencia que genera cambios y ocasiona crisis, modificando la rutina cotidiana tanto de los padres como de la familia, dicho evento requiere de un despliegue de estrategias que ayuden a afrontar el estrés generado por la situación vivida. A esas estrategias se les conocen como afrontamiento, que no es más que una respuesta al cambio así como la producción de nuevas conductas que le permitan a la familia hacer frente a las diversas problemáticas vividas. El nacimiento de niño pretérmino es uno de los principales generadores de crisis, estrés y tensiones familiares debido a que el recién nacido por no cumplir con las semanas completas en el vientre materno, presenta inmadurez en sus órganos y sistemas y por ello necesita cuidados especiales. Hay diferentes características que presentan las familias, (edad, baja escolaridad, pobre apoyo social, disfunción familiar, bajos ingreso etc.) las cuales determinan la forma en que cada familia afronta la situación de prematurez de su nuevo miembro. OBJETIVO: Determinar la asociación entre las condiciones biológicas, familiares, sociales y el afrontamiento familiar de padres ante el nacimiento de un niño pretérmino. METODOLOGÍA: estudio transversal realizado durante el 2009; la población estuvo constituida por 1 980 padres de los recién nacidos pretérminos de las Unidades de cuidados intensivos de la ciudad de Cartagena, y la muestra la integraron 277 padres. Confianza del 95%, un error del 5% y una prevalencia de afrontamiento del 50%. Los padres fueron seleccionados por muestreo por conglomerados. Los instrumentos utilizados fueron el APGAR FAMILIAR, FICHA SOCIODEMOGRÁFICA, y F-COPES. Para estimar la asociación entre las variables se utilizó el programa SPSS 16.0. RESULTADOS: el 85.9% de los padres de los niños pretérminos tienen un afrontamiento eficaz; entre las variables que se asocian significativamente con el afrontamiento familiar ante el nacimiento de un niño pretérmino se encontraron: el estado civil OR: 0.342 (0,120 - 0,976) y los ingresos económicos OR: 3,905 (1,682- 9,068). CONCLUSIÓN: el afrontamiento familiar ante el nacimiento de un niño pretérmino se asoció con condiciones sociales tales como: el estado civil y los ingresos económicos. Las condiciones biológicas y familiares no mostraron asociación. (DUAZARY 2011 No. 2, 150 - 158

    The Fourteenth Data Release of the Sloan Digital Sky Survey: First Spectroscopic Data from the extended Baryon Oscillation Spectroscopic Survey and from the second phase of the Apache Point Observatory Galactic Evolution Experiment

    The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. The SDSS website (www.sdss.org) has been updated for this release, and provides links to data downloads, as well as tutorials and examples of data use.     Antitumor and antiangiogenic effect of the dual EGFR and HER-2 tyrosine kinase inhibitor lapatinib in a lung cancer model

    <p>Abstract</p> <p>Background</p> <p>There is strong evidence demonstrating that activation of epidermal growth factor receptors (EGFRs) leads to tumor growth, progression, invasion and metastasis. Erlotinib and gefitinib, two EGFR-targeted agents, have been shown to be relevant drugs for lung cancer treatment. Recent studies demonstrate that lapatinib, a dual tyrosine kinase inhibitor of EGFR and HER-2 receptors, is clinically effective against HER-2-overexpressing metastatic breast cancer. In this report, we investigated the activity of lapatinib against non-small cell lung cancer (NSCLC).</p> <p>Methods</p> <p>We selected the lung cancer cell line A549, which harbors genomic amplification of EGFR and HER-2. Proliferation, cell cycle analysis, clonogenic assays, and signaling cascade analyses (by western blot) were performed <it>in vitro</it>. <it>In vivo </it>experiments with A549 cells xenotransplanted into nude mice treated with lapatinib (with or without radiotherapy) were also carried out.</p> <p>Results</p> <p>Lapatinib dramatically reduced cell proliferation (<it>P </it>< 0.0001), DNA synthesis (<it>P </it>< 0.006), and colony formation capacity (<it>P </it>< 0.0001) in A549 cells <it>in vitro</it>. Furthermore, lapatinib induced G1 cell cycle arrest (<it>P </it>< 0.0001) and apoptotic cell death (<it>P </it>< 0.0006) and reduced cyclin A and B1 levels, which are regulators of S and G2/M cell cycle stages, respectively. Stimulation of apoptosis in lapatinib-treated A549 cells was correlated with increased cleaved PARP, active caspase-3, and proapoptotic Bak-1 levels, and reduction in the antiapoptic IAP-2 and Bcl-xL protein levels. We also demonstrate that lapatinib altered EGFR/HER-2 signaling pathways reducing p-EGFR, p-HER-2, p-ERK1/2, p-AKT, c-Myc and PCNA levels. <it>In vivo </it>experiments revealed that A549 tumor-bearing mice treated with lapatinib had significantly less active tumors (as assessed by PET analysis) (<it>P </it>< 0.04) and smaller in size than controls. In addition, tumors from lapatinib-treated mice showed a dramatic reduction in angiogenesis (<it>P </it>< 0.0001).</p> <p>Conclusion</p> <p>Overall, these data suggest that lapatinib may be a clinically useful agent for the treatment of lung cancer.</p

    Phylogenetic and Morphologic Analyses of a Coastal Fish Reveals a Marine Biogeographic Break of Terrestrial Origin in the Southern Caribbean

    Marine allopatric speciation involves interplay between intrinsic organismal properties and extrinsic factors. However, the relative contribution of each depends on the taxon under study and its geographic context. Utilizing sea catfishes in the Cathorops mapale species group, this study tests the hypothesis that both reproductive strategies conferring limited dispersal opportunities and an apparent geomorphologic barrier in the Southern Caribbean have promoted speciation in this group from a little studied area of the world.Mitochondrial gene sequences were obtained from representatives of the Cathorops mapale species group across its distributional range from Colombia to Venezuela. Morphometric and meristic analyses were also done to assess morphologic variation. Along a approximately 2000 km transect, two major lineages, Cathorops sp. and C. mapale, were identified by levels of genetic differentiation, phylogenetic reconstructions, and morphological analyses. The lineages are separated by approximately 150 km at the Santa Marta Massif (SMM) in Colombia. The northward displacement of the SMM into the Caribbean in the early Pleistocene altered the geomorphology of the continental margin, ultimately disrupting the natural habitat of C. mapale. The estimated approximately 0.86 my divergence of the lineages from a common ancestor coincides with the timing of the SMM displacement at approximately 0.78 my.Results presented here support the hypothesis that organismal properties as well as extrinsic factors lead to diversification of the Cathorops mapale group along the northern coast of South America. While a lack of pelagic larval stages and ecological specialization are forces impacting this process, the identification of the SMM as contributing to allopatric speciation in marine organisms adds to the list of recognized barriers in the Caribbean. Comparative examination of additional Southern Caribbean taxa, particularly those with varying life history traits and dispersal capabilities, will determine the extent by which the SMM has influenced marine phylogeography in the region

    We describe the Sloan Digital Sky Survey IV (SDSS-IV), a project encompassing three major spectroscopic programs. The Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) is observing hundreds of thousands of Milky Way stars at high resolution and high signal-to-noise ratios in the near-infrared. The Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey is obtaining spatially resolved spectroscopy for thousands of nearby galaxies (median ). The extended Baryon Oscillation Spectroscopic Survey (eBOSS) is mapping the galaxy, quasar, and neutral gas distributions between and 3.5 to constrain cosmology using baryon acoustic oscillations, redshift space distortions, and the shape of the power spectrum. Within eBOSS, we are conducting two major subprograms: the SPectroscopic IDentification of eROSITA Sources (SPIDERS), investigating X-ray AGNs and galaxies in X-ray clusters, and the Time Domain Spectroscopic Survey (TDSS), obtaining spectra of variable sources. All programs use the 2.5 m Sloan Foundation Telescope at the Apache Point Observatory; observations there began in Summer 2014. APOGEE-2 also operates a second near-infrared spectrograph at the 2.5 m du Pont Telescope at Las Campanas Observatory, with observations beginning in early 2017. Observations at both facilities are scheduled to continue through 2020. In keeping with previous SDSS policy, SDSS-IV provides regularly scheduled public data releases; the first one, Data Release 13, was made available in 2016 July
