    Governing policy evaluation? Towards a new typology

    As policy evaluation matures, thoughts are turning to its governance. However, few scholars have combined insights from the evaluation and governance literatures to shed new light on this matter. In order to address this important gap, this article develops a new typology of ways to comprehend and perhaps ultimately govern ex-post policy evaluation activities. The article then explores its validity in the context of climate policy evaluation activities, a vibrant policy area in which the demand for and practices of evaluation have grown fast, particularly in Europe. The analysis reveals that the typology usefully guides new thinking, but also highlights important gaps in our empirical knowledge of the various modes of governing policy evaluation. The article identifies a need for a new research agenda that simultaneously develops a fuller understanding of these evaluation practices and the options for governing them

    The legend about sailing ship effects – Is it true or false? The example of cleaner propulsion technologies diffusion in the automotive industry

    The global automotive industry is faced with major technological change in the field of propulsion systems. Due to low carbon emission regulations and a rising societal demand for sustainability, original equipment manufacturers (OEMs) are forced to innovate either in the conventional technology or in the technological alternatives such as electric drives or fuel cells. However, OEMs are only marginally switching to electromobility so far, but rather incrementally innovating traditional technologies. This behaviour can be described as sailing ship effect which contains the reaction of an old technology to a new technology by fostering innovation in the old technology. Firstly, the present study contributes to the discussion in literature on the sailing ship effect by combining its underlying ideas and consequences with the rationales of path dependence to demonstrate that such a behaviour may be individually economical rational. Based on these considerations, we respond to the call for further empirical investigation of the sailing ship effect. We show patent-based evidence that there has been a temporary sailing ship effect in the automotive industry concerning traditional and emerging propulsion systems and discuss implications for corporate technology strategy and policy

    Policy monitoring in the EU: The impact of institutions, implementation, and quality

    Policy monitoring is often seen as a crucial ingredient of policy evaluation, but theoretically informed empirical analyses of real-world policy monitoring practices are still rare. This paper addresses this gap by focusing on climate policy monitoring in the European Union, which has a relatively stringent system of greenhouse gas monitoring but a much less demanding approach to monitoring policies. It explores how institutional settings, policy implementation, and the quality of information may impact the practices and politics of policy monitoring. Drawing on quantitative regression models and qualitative interviews, it demonstrates that policy monitoring has evolved over time and is itself subject to implementation pressures, but also exhibits learning effects that improve its quality. In further developing both everyday policy monitoring practices and academic understanding of them, there is a need to pay attention to their design—specifically, the impact of any overarching rules, the institutional support for implementation, and the criteria governing the quality of the information they deliver. In short, policy monitoring should be treated as a governance activity in its own right, raising many different design challenges

    How benchmarking can support the selection, planning and delivery of nuclear decommissioning projects

    Nuclear Decommissioning Projects and Programmes (NDPs) are jeopardized by several risks, long schedule and cost estimates that lay in the range of hundreds of billions of pounds. Moreover, in some countries, these estimates keep increasing and key stakeholders have a limited understanding of the determinants that engender this phenomena. Benchmarking refers to the process of comparing projects in order to identify best practices and generate ideas for improvement. However, even if it is the envisaged approach to tackle the decommissioning challenges (and due to the NDPs’ uniqueness), until now, benchmarking has been only partially used. This paper proposes an innovative methodology to benchmark decommissioning projects, both from the nuclear and non-nuclear industry, within the UK and worldwide. From this cross-sectorial and cross-country analysis, it is possible to gather a list of key NDPs’ characteristic and statistically test their correlation with the project performance. The ultimate aim of the research underpinning this paper is to investigate the possible causation between the NDPs’ characteristics and the NDPs’ performance and to develop guidelines to improve the selection, planning and delivery of future NDPs

    An exploration of the relationship between nuclear decommissioning projects characteristics and cost performance

    Nuclear Decommissioning Projects and Programmes (NDPs) are characterized by high complexity and variety, and a schedule that can take decades. Moreover, NDPs estimates at completion can reach billions of Euro and (for many of these projects) keep increasing, while there is a limited understanding of why this happens. To address this knowledge gap, this paper describes how to statistically test the association between the NDP characteristics and the NDP cost performance. The implementation of statistics on a pool of European NDPs highlights the significance of several country-specific and site-specific characteristics (e.g. respectively, the governance system and the availability of facilities to deal with radioactive material on site). Hence, the original contribution of this paper consists in (i) the selection of statistical tests suitable for analysing small sample sizes (i.e. NDPs) and (ii) the presentation of the results from the implementation of these tests on a pool of 24 European NDPs with an illustrative purpose
