    How do emerging powers cooperate at the global level? The government of India-one such power-has let it be known that it is seeking an enhanced role in global governance. Is Indian society ready for this new, global role? This paper analyses the impact of domestic factors on India's foreign-policy ambitions. It begins by examining the country's paradoxical social and economic development and the problems it faces in the realm of internal security. Section 2 looks at a number of socio-cultural and political factors that may help to explain India's new, globally oriented approach to foreign policy: 1. Indian society's capacity to merge tradition and modernity, resulting in the creation of resilient institutions; 2. the amorphous nature of Indian society and its distinctive capacity to exploit vagueness and improvisation in resolving problems; and 3. the competition and cooperation between political actors at national and federal level, which has resulted in the emergence of a functioning federal system but has also complicated centre-state relations. The paper concludes that, overall, the question of whether India's social structures and political institutions are robust enough to allow it to assume a global role is not one that can be answered unambivalently. The government has undertaken major reforms and the country's institutions are strong, resilient, adaptive, and keen on global cooperation. On the other hand, Indian society is still bedeviled by incoherent economic development in which phenomenal growth is found alongside appalling poverty and inequality

    'Nordkoreas Griff zur Atombombe stellt die Wirksamkeit des Atomwaffensperrvertrags (Nichtverbreitungsvertrag, NVV) auf eine ernste Probe. FĂŒr die Zukunft des NVV, ebenso wie fĂŒr die Vereinten Nationen als 'WĂ€chter der VertrĂ€ge', ist der Umgang mit diesem Fall eine zentrale weltpolitische Ordnungsfrage. Offen bleibt, ob Nordkorea tatsĂ€chlich ĂŒber Atomwaffen verfĂŒgt oder ob die Regierung lediglich blufft, um im Atompoker möglichst viel Profit herauszuschlagen. Diplomatische BemĂŒhungen um einen Stopp des nordkoreanischen Nuklearprogramms blieben bislang erfolglos; die SechsparteiengesprĂ€che zwischen China, Japan, Nordkorea, SĂŒdkorea, Russland und USA blieben ohne greifbare Ergebnisse. Ungewiss ist, ob Nordkorea letztlich zu einem Verzicht auf seine Atomwaffenoption bereit sein wird. Möglicherweise gibt es dazu in Pjöngjang innerhalb der FĂŒhrungsspitze unterschiedliche Auffassungen. Es kann auch sein, dass sich Nordkorea mehrere Optionen offenhalten möchte, indem es das Atomprogramm einstweilen fortfĂŒhrt, zugleich aber in GesprĂ€chen auslotet, welchen Preis die USA und andere LĂ€nder fĂŒr die Aufgabe des Programms zu zahlen bereit sind. Eine KlĂ€rung kann wohl nur durch den ernsthaften Versuch einer diplomatischen Lösung der Krise herbeigefĂŒhrt werden. Obgleich die EuropĂ€ische Union die Proliferation von Massenvernichtungswaffen als eine der zentralen internationalen Bedrohungen ansieht, ist sie derzeit nur Zaungast des diplomatischen Tauziehens um das nordkoreanische Atomprogramm. Angesichts der bisherigen Erfolglosigkeit der Sechs-Parteien-GesprĂ€che stellt sich die Frage, ob und wie die EuropĂ€ische Union eine abgestimmte, aber dennoch eigenstĂ€ndige Initiative zum Stopp des nordkoreanischen Atomprogramms ergreifen könnte.     Role of the Two Component Signal Transduction System CpxAR in Conferring Cefepime and Chloramphenicol Resistance in Klebsiella pneumoniae NTUH-K2044

    Background: Klebsiella pneumoniae is a Gram-negative, non-motile, facultative anaerobe belonging to the Enterobacteriaceae family of the c-Proteobacteria class in the phylum Proteobacteria. Multidrug resistant K. pneumoniae have caused major therapeutic problems worldwide due to emergence of extended-spectrum b-lactamase producing strains. Twocomponent systems serve as a basic stimulus-response coupling mechanism to allow organisms to sense and respond to changes in many different environmental conditions including antibiotic stress. Principal Findings: In the present study, we investigated the role of an uncharacterized cpxAR operon in bacterial physiology and antimicrobial resistance by generating isogenic mutant (DcpxAR) deficient in the CpxA/CpxR component derived from the hyper mucoidal K1 strain K. pneumoniae NTUH-K2044. The behaviour of DcpxAR was determined under hostile conditions, reproducing stresses encountered in the gastrointestinal environment and deletion resulted in higher sensitivity to bile, osmotic and acid stresses. The DcpxAR was more susceptible to b-lactams and chloramphenicol than the wild-type strain, and complementation restored the altered phenotypes. The relative change in expression of acrB, acrD, eefB efflux genes were decreased in cpxAR mutant as evidenced by qRT-PCR. Comparison of outer membrane protein profiles indicated a conspicuous difference in the knock out background. Gel shift assays demonstrated direct binding of CpxR KP to promoter region of ompC KP in a concentration dependent manner

    Measurement of χ c1 and χ c2 production with s√ = 7 TeV pp collisions at ATLAS

    The prompt and non-prompt production cross-sections for the χ c1 and χ c2 charmonium states are measured in pp collisions at s√ = 7 TeV with the ATLAS detector at the LHC using 4.5 fb−1 of integrated luminosity. The χ c states are reconstructed through the radiative decay χ c → J/ÏˆÎł (with J/ψ → ÎŒ + ÎŒ −) where photons are reconstructed from Îł → e + e − conversions. The production rate of the χ c2 state relative to the χ c1 state is measured for prompt and non-prompt χ c as a function of J/ψ transverse momentum. The prompt χ c cross-sections are combined with existing measurements of prompt J/ψ production to derive the fraction of prompt J/ψ produced in feed-down from χ c decays. The fractions of χ c1 and χ c2 produced in b-hadron decays are also measured

    Measurements of fiducial and differential cross sections for Higgs boson production in the diphoton decay channel at s√=8 TeV with ATLAS

    Measurements of fiducial and differential cross sections are presented for Higgs boson production in proton-proton collisions at a centre-of-mass energy of s√=8 TeV. The analysis is performed in the H → γγ decay channel using 20.3 fb−1 of data recorded by the ATLAS experiment at the CERN Large Hadron Collider. The signal is extracted using a fit to the diphoton invariant mass spectrum assuming that the width of the resonance is much smaller than the experimental resolution. The signal yields are corrected for the effects of detector inefficiency and resolution. The pp → H → γγ fiducial cross section is measured to be 43.2 ±9.4(stat.) − 2.9 + 3.2 (syst.) ±1.2(lumi)fb for a Higgs boson of mass 125.4GeV decaying to two isolated photons that have transverse momentum greater than 35% and 25% of the diphoton invariant mass and each with absolute pseudorapidity less than 2.37. Four additional fiducial cross sections and two cross-section limits are presented in phase space regions that test the theoretical modelling of different Higgs boson production mechanisms, or are sensitive to physics beyond the Standard Model. Differential cross sections are also presented, as a function of variables related to the diphoton kinematics and the jet activity produced in the Higgs boson events. The observed spectra are statistically limited but broadly in line with the theoretical expectations

    Measurement of the production of a W boson in association with a charm quark in pp collisions at √s = 7 TeV with the ATLAS detector

    The production of a W boson in association with a single charm quark is studied using 4.6 fb−1 of pp collision data at s√ = 7 TeV collected with the ATLAS detector at the Large Hadron Collider. In events in which a W boson decays to an electron or muon, the charm quark is tagged either by its semileptonic decay to a muon or by the presence of a charmed meson. The integrated and differential cross sections as a function of the pseudorapidity of the lepton from the W-boson decay are measured. Results are compared to the predictions of next-to-leading-order QCD calculations obtained from various parton distribution function parameterisations. The ratio of the strange-to-down sea-quark distributions is determined to be 0.96+0.26−0.30 at Q 2 = 1.9 GeV2, which supports the hypothesis of an SU(3)-symmetric composition of the light-quark sea. Additionally, the cross-section ratio σ(W + +cÂŻÂŻ)/σ(W − + c) is compared to the predictions obtained using parton distribution function parameterisations with different assumptions about the s−sÂŻÂŻÂŻ quark asymmetry

    This paper presents a measurement of the cross-section for high transverse momentum W and Z bosons produced in pp collisions and decaying to all-hadronic final states. The data used in the analysis were recorded by the ATLAS detector at the CERN Large Hadron Collider at a centre-of-mass energy of √s = 7 TeV;{\rm Te}{\rm V}andcorrespondtoanintegratedluminosityof and correspond to an integrated luminosity of 4.6\;{\rm f}{{{\rm b}}^{-1}}.ThemeasurementisperformedbyreconstructingtheboostedWorZbosonsinsinglejets.ThereconstructedjetmassisusedtoidentifytheWandZbosons,andajetsubstructuremethodbasedonenergyclusterinformationinthejetcentre−of−massframeisusedtosuppressthelargemulti−jetbackground.Thecross−sectionforeventswithahadronicallydecayingWorZboson,withtransversemomentum. The measurement is performed by reconstructing the boosted W or Z bosons in single jets. The reconstructed jet mass is used to identify the W and Z bosons, and a jet substructure method based on energy cluster information in the jet centre-of-mass frame is used to suppress the large multi-jet background. The cross-section for events with a hadronically decaying W or Z boson, with transverse momentum {{p}_{{\rm T}}}\gt 320\;{\rm Ge}{\rm V}andpseudorapidity and pseudorapidity |\eta |\lt 1.9,ismeasuredtobe, is measured to be {{\sigma }_{W+Z}}=8.5\pm 1.7$ pb and is compared to next-to-leading-order calculations.
